CONSTRUCTION SPECIFICATIONS
FOR
CRESCENT MOON RANCH – NEW WELL
SECTION 100 – GENERAL REQUIREMENTS
100.01 – PURPOSE
The well drilling work to be performed under these specifications will be used to drill an additional potable water supply well for the existing Crescent Moon Ranch Recreation Area. The desired end result is a production of approximately 10 - 20 gallons per minute (gpm) of potable water from the aquifer during preliminary testing and the preparation of a complete set of detailed Driller’s logs. It is anticipated that a well capable of producing the desired yield will need to be approximately 1,100 to 1,200 feet deep at the proposed well location. Well will be constructed, developed, and tested in accordance with these specifications.
100.02 – LOCATION
The Crescent Moon Ranch Recreation Area proposed well site is located in West Sedona, Arizona. It can be reached by going west on Highway 89A towards Cottonwood, turn south on Upper Red Rock Loop Road, go 1.8 miles and turn left onto Chavez Ranch Road, go 0.2 mile and turn slightly left onto Chavez Ranch road (unpaved), go 1.0 mile and go through gate.
The site is located on the Red Rock Ranger District of the Coconino National Forest in the SW ¼, SW ¼, NE ¼ of Section 26, Township 17 N, Range 5 E of the Gila and Salt River Meridian, Yavapai County, Arizona.
100.03 – WELL SITE
The proposed well site is located at the northern central area of the Crescent Moon Ranch Recreational Area on a higher terrace above the actual recreational picnic area (see attached location maps). The proposed well site location is approximately 150 feet west from an existing well situated along with other various surrounding buildings. The elevation of the site is 4,000’, and the terrain at the well site is generally flat.
This area is not open to the general public, but there is a residence on the Forest Service’s cabin rental program, which may be occupied. There are generally 2 – 3 camp hosts that occupy this hilltop area and reside in their recreational vehicles approximately 130 feet from the existing well site.
The geologic formation that underlies this site, and which this well will have to penetrate, is the Supai Formation. The Supai Formation is Pennsylvanian and Permian in age, and consists of red beds of sandstone, siltstone, and mudstone, with some limestone, breccia and conglomerate. The formation is described to consist of an upper, middle, and lower member. Most wells obtain their water from the middle and lower members.
We have information of an existing well as mentioned before and will attach its well drilling log. The geologic formation should be similar since the new well will be drilled approximately 150 feet from the existing well. From 0” – 4’ there is hard soil and cobbles, and 4’ to 815’ is Supai Mudstone and Siltstone, and 815’ to 940’ is Redwall Limestone. Final depth of this new well is expected to be at 1,100 – 1,200 feet in the Redwall Limestone.
The field-staked location of the well site shall be furnished to the Contractor by the Contracting Officer’s Representative (COR) prior to the commencement of drilling operations. The Contractor shall notify the Contracting Officer at least 48 hours in advance of moving to the site. The Contractor shall not move his/her drilling rig or equipment away from the well site until so directed by the COR.
100.04 – SCOPE OF WORK
The Contractor shall furnish all plant, labor, materials, transportation, services, and equipment and perform all work of drilling, constructing, and testing wells in conformance with these specifications and any applicable drawings.
The major items of work include drilling a bore hole, which shall be large enough in diameter to accommodate 12-inch nominal diameter steel well surface casing; installing 6-inch well casing; installation of gravel filter pack, developing well; test pumping; installing submersible pump with all the electrical. In addition, the Contractor shall determine the character of the subsurface formations, static water level, and hydraulic characteristics of the aquifer formation to be utilized. The Driller shall keep current written notes of these items which will form the basis of the Driller’s logs. These Driller’s logs shall be made available to the Government during drilling operations, and copies shall be provided to the Government as drilling proceeds.
The Contractor shall use steel blank and shutter screen (louvered) casing in accordance with the maximum depth and casing requirements of these Specifications. Due to the history of the existing well, this well shall be designed to have a gravel filter pack envelope approximately 3” thick to minimize the fine sediment.
In the event that no adequate water supply is found, the Contractor shall abandon the well drilling in accordance with these specifications and State of Arizona regulations.
100.05 – CONTRACT TIME

Threaded discharge connection. Contractor shall install 1-1/4” galvanized steel discharge pipe at least a minimum of 5-feet from the well and make final connections to the plumbing which will be stubbed up.
9. Well Cap The well cap shall be an approved removable watertight conduit type and shall be vented per ADEQ requirements.
200.12 – GRAVEL FILTER PACK
Sieve analysis shall be performed for grain and particle size distribution of the aquifer material. Based on the size and uniformity, a gravel pack shall be selected. After selection of the proper gravel pack, the well screen shutter/louver size shall be determined. Filter pack material shall minimize the amount of fine-grained sediment entering the well; allow for proper well development; not inhibit the inflow of water to the well; and not affect the chemistry of water samples taken from the well.
1. Filter Material: The filter media should consist of either of the following materials:
a. Silica-based material.
b. Fine Gravel
2. Material Cleanliness: Filter material must be clean to minimize filter pack collapse and reduce well development time. Treat all filter material with 50 mg/L chlorine solution prior to placement to ensure it doesn't contaminate the well.
3. Grain Size/Uniformity: The silica sand or gravel should be of a uniform size. Base the grain size of the filter pack placed in well, in water-bearing zones, to be composed of non-cohesive granular materials upon a representative sieve analysis of the formation materials opposite the well screen. Chose a filter pack material with a d-30 grain size (30 percent passing) 4 to 6 times larger than the d-30 grain size of the finest formation materials screened, and a uniformity coefficient of 2.5 or less. Use a multiplier of 4 for fine-grained, uniform, poorly graded or well sorted formation materials, and a multiplier of 6 for non-uniform well graded or poorly sorted materials.
4. Grain Shape: Well-rounded and sorted grains should be used to reduce drawdown, increase yield and allow for more effective development.
5. Filter Volume: Do not extend the filter pack more than three (3) feet above the top, or one (1) foot below the bottom of the well screen. Prior to filter pack placement, calculate the volume of filter pack material required. Record calculated and actual volumes used, and report these volumes in the Well Driller’s Log.
6. Gravel Fill Pipe: Pipe shall be Schedule 40 PVC conduit extending vertically from above the surface of the sanitary seal, past the bottom of any other annular seals, into the top of the gravel pack filling the annular space of the well. This shall be used during and immediately after well development.
Place the filter pack material through fill pipe to ensure positive placement.
If the fluid level in the well is within about 10 feet of the top of the well screen, set the pipe above the fluid level, to avoid plugging pipe during filter pack placement.
If the fluid level in the well is greater than about 10 feet above the top of the well screen, the pipe may need to be set deeper than the fluid level, and placement of the filter pack through the pipe may require the use of water to wash the filter pack through the pipe.
During development, the gravel pack compresses and volume is lost due to settling and may become necessary to add more gravel to the top of the pack through the gravel fill pipe.
Sound the top of the filter pack frequently during placement, and following installation, to ensure that the filter pack is not bridging in the annulus, and to document final placement depth.
200.13 – FILTER PACK SEAL
The filter pack seal shall consist of a two (2) foot thick fine-grained sand cushion overlaid by a three (3) foot thick grout seal, placed in the annulus above the gravel filter pack.
A. Sand Cushion: Use sand with a d-50 grain size two to three times finer than the d-50 grain size of the filter pack material, but no coarser than 20 mesh.
B. Grout Seal: For the grout seal, use type and method of placement consistent with Section 200.06 of these specifications.
Sound the top of both the sand cushion and grout seal following installation to check for proper placement. Record these measurements on the Well Driller’s Log.
200.14 – ANNULAR SEAL
Seal the entire annular space from the top of the grout seal above the gravel filter pack to the bottom of the surface seal. Leave temporary casings in the hole prior to grouting to prevent caving of the borehole or vertical migration of contaminants within the borehole. Withdraw temporary casing slowly as the well is backfilled with grout.
Allow the annular seal to set for at least 24 hours prior to installing the well cap and surface seal. Seal off any settlement of the annual seal before installing the well cap and surface seal.
200.15 – DISINFECTION
Upon completion of the well and test pumping, the well shall be disinfected as per Arizona Department of Environmental Quality, Engineering Bulletin #8, “Disinfection of Water Systems.”
A. Gravel. Gravel used in gravel-packed wells shall come from clean sources and should be thoroughly washed before being placed in the well. Gravel purchased from a supplier should be washed at the pit or plant prior to delivery to the well site.
B. During placement of the gravel in the annular space disinfectants (usually calcium hypochlorite in tablet or granular form) shall be added to the gravel at a uniform rate (two tablets per cubic foot or one pound of the granular form per cubic yard).
C. Lubricants. Mud and water used as a drilling lubricant shall be free from sewage contamination. Oil and water used for lubrication of the pump and pump bearing shall also be free from contamination.
200.16 – WATER TESTING
The Government will be responsible for obtaining and testing all necessary water samples.
200.17 – SITE CLEANUP
