About this file
This is an Invitation for Bid (IFB) and specifications document issued by the Colorado Division of Parks and Wildlife for the Cherry Creek State Park North Shop Creek Trail Bridge construction project (BID #IFB1 PMAA 2027000013). The project involves the purchase and installation of a 100-foot by 5-foot pedestrian bridge with associated site work at Cherry Creek State Park in Aurora, Colorado. Principal work items include mobilization, clearing and grubbing, traffic control, water control, construction surveying, erosion control measures, excavation, drilled shafts, concrete work, reinforcing steel, bridge fabrication and erection, landscaping, seeding, and mulching across 31 line items. The pre-bid conference is scheduled for September 17, 2026 at 10:00 AM (non-mandatory), with written questions due by September 24, 2026 at 5:00 PM. Sealed bids must be received by October 8, 2026 at 10:00 AM, with anticipated notice of award on October 13, 2026 and notice to proceed on November 12, 2026. The project must be completed within 200 calendar days from the notice to proceed, with substantial completion anticipated by May 31, 2027.
A bid bond of five percent of the total bid price is required for bids of $150,000 or more. The successful bidder must furnish performance, labor, and material bonds at 100 percent of the contract price. The project is subject to Colorado Labor requirements mandating that at least 80 percent of work be performed by Colorado workers, with written justification required if this threshold cannot be met. Service Disabled Veteran Owned Small Businesses (SDVOSBs) certified by the U.S. Department of Veterans Affairs may claim a five percent bid preference. The project is funded with federal dollars and therefore requires compliance with Buy America, Buy American, and Buy Clean Colorado Act provisions regarding domestic materials and embodied carbon emissions. Apprenticeship utilization certification is required as the project budget exceeds $1 million. The contractor must maintain comprehensive insurance coverage including workers' compensation, general liability ($1,000,000 combined single limit), automobile liability ($1,000,000), pollution liability ($1,000,000), and builder's risk if applicable, with the State of Colorado named as an additional insured party.
