About this file
This is a required forms document issued by Howard County, Maryland's Office of Procurement and Contract Administration for an Invitation for Bid (IFB) related to Yard Trim Acceptance, Processing, and Marketing Services. The document establishes the formal submission requirements and certifications that bidders must complete and submit with their proposals. The solicitation requires contractors to provide yard trim acceptance, processing, and marketing services, with all material delivered via roll-offs or packer-style vehicles in the form of twine-bundled, paper-bagged, loose, or biodegradable-bagged materials, excluding traditional plastic or non-biodegradable bags. Specific line items and quantities are detailed in the eProcurement system. The document does not specify response deadlines, site visits, bidder conferences, award dates, or contract terms within the forms themselves.
The required forms establish multiple affidavits and certifications that bidders must execute, including statements affirming no collusion, no conflicts of interest with County officials, no convictions related to bribery or discrimination, compliance with Iran investment restrictions under Maryland law, and compliance with campaign contribution disclosure requirements for contracts exceeding $200,000 in value. Contractors must also provide company information, tax identification numbers, delivery timelines, and payment term preferences. The document indicates Howard County is tax-exempt and will not accept charges for additional fees related to procurement card processing. Contractors may indicate Veteran-Owned Business Enterprise participation through direct certification or subcontractor involvement, with the County maintaining an aspirational goal of 1% of total procurement contracts for certified veteran-owned businesses. Contractors are required to certify whether they maintain a written non-discrimination policy covering protected characteristics including race, gender, sexual orientation, and gender identity.
