About this file

This document is a Solicitation Addendum issued by the North Carolina Department of Information Technology (NCDIT) for Solicitation Number IFB-41-DIT-1358396079, a HVAC Maintenance Contract. The addendum, dated March 27, 2025, is Addendum Number 1 and provides clarification on two key vendor questions regarding the solicitation. The bid opening is scheduled for April 9, 2025, at 2:00 PM EST, with email inquiries to be submitted via the Ariba Sourcing Tool Message Board. The addendum addresses specific questions about equipment-level controls and the scope of labor and materials for repairs.

The first vendor question sought clarification on the specification for Distech controls, which the state emphasizes is a critical requirement at the equipment level, with no exceptions. The state confirmed that the ability to work on and program Distech controls and Niagara systems is mandatory. The second question asked about the scope of labor and materials for component replacement, to which the state responded that the contract covers labor and materials needed to make repairs on covered equipment, such as replacing a fan motor on a Leibert cooling unit. The state does not expect vendors to continuously invest in repairing old equipment and does not require full equipment replacement for items beyond reasonable repair.

Work), Pg. 18

3.1.2 (Vendor

Qualifications), Pg. 18

Please be advised that the specification for Distech controls in the invitation for bid limits participation to a very limited number of local contractors. It is crucial to understand that Distech controls function at the equipment level, not at the building management level. As a result, there are minimal maintenance and service activities required for these controllers.

Could you kindly confirm your awareness of this distinction and whether you intend to uphold this requirement without exceptions?

Equipment level is very critical at our Facility and this is a service contract. The ability to work on and program the Distech controls and Niagara is a requirement. There is no exception.

Please provide clarification. Is the scope to include labor and materials for replacement of nonmaintainable components?

The scope is to include labor and materials needed to make repairs on the covered equipment. Example: a fan motor goes out on one of our Leibert cooling units. The motor would be covered. We would not expect the vendor to continue to sink money into an old piece of equipment after a reasonable effort to make repairs.

Replacement of a piece of equipment that is beyond repair is not required either.
