About this file

This document is an Addendum (Number 02) for Invitation for Bid (IFB) 3000012406 issued by the University of North Carolina at Chapel Hill for an E-Bike Share Program. The solicitation seeks a comprehensive bike-share service to provide a minimum of 50 e-bikes with at least four bike docks across campus, with a maximum fleet size of 200 bikes. The bid opening is scheduled for August 8, 2025, with the initial contract term of one year and potential extensions up to four additional one-year periods. The university is interested in a flexible, fare-free model that maximizes free rides for students, with the vendor owning the equipment on campus.

The addendum addresses several key vendor questions, including equipment ownership, advertising opportunities, and fleet growth potential. UNC is open to a phased fleet expansion, starting with 50 bikes in Year 1 and potentially scaling to 100+ in Year 2 based on performance metrics. The university will allow out-of-home advertising on docks, subject to campus advertising standards, and is particularly interested in ensuring accessibility with adaptive e-bike options. While current funding for scale-up has not been secured, the university evaluates program funding annually. Vendors are required to provide detailed pricing, meet campus transportation integration requirements, and develop a mobile application compatible with existing infrastructure.

This addendum is being issued to the subject IFB to answer questions raised during the time for questions allowed for in the IFB. Please note that the proposal opening date has been changed to read __________ vice __________. All other information contained in the IFB remains the same.

Question 01: IFB Section 2.8, 4.0, 4.1, Pages 7, 10 & 11 - In Section 2.8 of the IFB, it lists requirements for the Bid Contents. Later in the IFB, it lists, in Section 4.0 “Requirements”, and then in Section 4.1 “Pricing”. Are responses to each aspect of Section 4.0 and 4.1 required as part of the Bid Contents? If so, where and how should bidders include responses to Section 4.0 and include the proposed Pricing in the Bid Response?

Answer: Section 2.8 a (Cover Letter) ii requires you to provide a statement that the Vendor agrees to perform in accordance with the scope of work, requirements, and specifications contained herein. Section 4.0 is what you are providing a statement about. The documentation requested in Section 4.0 should be directly behind the cover letter itself. As far as Pricing is concerned you are required to fill in the spaces provided under Section 4.1 and return it with your proposal document. Since you are supposed to return the entire IFB document it will be neatly tucked in with everything else.

Question 02: IFB Section 4.1, Page 11 - Does UNC expect to own the capital equipment or will the equipment be under Vendor ownership during the period of performance?

Answer: The Vendor will own the equipment on campus including bikes and racks.

Question 03: The link to Attachment G: Certification of Financial Condition(https://www.doa.nc.gov/pandc/onlineforms/form-certification-financial-condition-09-2021/download) appears to be broken. Can UNC update the link or email the form directly?

Answer: A copy has been provided at the end of this addendum.

Question 04: Who is the current bike-share operator on campus?

Answer: We currently do not have one. We previously had Spin/Bird in Spring 2024.

Question 05: The IFB lists 50 e-bikes as the minimum. What is the maximum fleet size UNC would consider?

Answer: The maximum fleet size is 200.

Question 06: Is UNC only interested in a completely free program for students?

Answer: We are interested in a flexible model that provides as many free rides for students as possible given our budget.

Question 07: To subsidize a fare-free model, will UNC allow and help secure OOH advertising or sponsorship panels on docks—with a revenue-share back to the University?

Answer: Yes, but it must follow campus advertising standards.

Question 08: Does the University anticipate a need for adaptive e-bikes (e-trikes, hand-cycles, etc.)?

Answer: Given that student fees are what pays for this program, we want to ensure that all students have some form of bike share bike that can accommodate them.

Question 09: Is UNC open to a phased fleet growth plan—e.g., 50 bikes in Year 1, scaling to 100+ in Year 2 if targets are met?

Answer: Yes.

Question 10: If fleet growth is envisioned, has funding been secured for scale-up once ridership metrics are achieved?

Answer: As of now funding has not been secured but this is something that we evaluate on an annual basis.
