About this file

This document is an Addendum (Number 01) for Invitation for Bid (IFB) 3000012406 issued by the University of North Carolina at Chapel Hill's Procurement Services Contract Services Team. The addendum extends the original bid submission deadline from July 30, 2025, to August 8, 2025, due to questions being inadvertently routed to a spam folder. The E-Bike Share Program solicitation seeks a comprehensive bike-share service requiring the delivery, installation, and maintenance of a minimum of fifty (50) e-bikes, including a mobile application, marketing materials, and at least four bike docks across campus. The contract term is initially one year with potential extensions up to four additional one-year periods, not exceeding ten years total.

The procurement is pursuing a fare-free bike share system and requires vendors to provide detailed cost estimates broken down by per-bike and per-dock pricing, along with total capital and operational costs. While no specific set-aside designations were identified, the solicitation is open to qualified vendors capable of meeting comprehensive e-bike share service requirements. The evaluation will focus on the most advantageous bid that meets specifications, with emphasis on service delivery and operational efficiency. The program covers jurisdictions including Henderson County and Charlotte City in North Carolina, with a primary focus on the UNC-Chapel Hill campus. Vendors must demonstrate technical capabilities in bike-share technology, campus transportation integration, and provide multiple payment options with a mobile application compatible with existing campus infrastructure.
