About this file
This is a Question and Answers document issued by the Virginia Department of Transportation (VDOT) regarding Invitation for Bid (IFB) 161125 for Sodium Chloride Bulk (Road Salt) delivery to various locations and municipalities within statewide districts for winter deicing operations. The document addresses bidder inquiries regarding the solicitation timeline, delivery schedule, and quantity specifications. VDOT declined to extend the bid closing date due to the critical need for the product in the upcoming snow season, with the closing date specified in the eVA system. Deliveries are to commence immediately upon the contractor's receipt of the contract, with the shipping schedule to be coordinated between the appropriate VDOT office and the selected contractor. The estimated quantities are based on past usage and proposed usage only, and VDOT does not guarantee that contractors will perform the estimated quantities, as actual orders may vary based on factors including Executive Orders and departmental directives affecting funding allocation.
Bidders are required to submit pricing per short ton for Sodium Chloride as specified in Attachment D (VDOT's Snow and Ice Control Material Specifications). VDOT does not provide historical consumption data from previous contract years, though award information and pricing from the previous contract (IFB 156768) is available in the eVA bid tab. By submitting a bid, contractors agree that no claims for costs or damages will be permitted for increases, decreases, or eliminations of estimated quantities. The contract structure allows VDOT sole discretion to add or eliminate any or all quantities as needed.
