About this file
This is Addendum 2 Q&A documentation for the Massachusetts Bay Transportation Authority (MBTA) IFB 115-26 Union Square Transit Signal Priority Project in Somerville. The addendum addresses contractor inquiries regarding project scope and equipment specifications. Key clarifications include confirmation that all controllers specified in the plan set must be replaced, including the controller at Somerville/Warren to maintain peer-to-peer connectivity with Union Square controllers. The MBTA clarified that Passenger Real-time Graphics (PRG) equipment operates in the cloud or controller cabinet via GTFS-RT feed rather than on bus hardware, and that contractors are not required to develop acceptance test plans as part of the project scope. The project encompasses transit signal priority installation at three signalized intersections serving five bus routes and trolley service, with implementation utilizing green-extension and early-green signal timing strategies.
Regarding equipment specifications, the MBTA indicated that while Qualified Traffic Control Equipment (QTCE) testing per MassDOT standards is preferred but not mandated, bidders must provide written justification for any equipment that does not meet MassDOT QTCE requirements. A list of compliant equipment is available on the MassDOT website. All controllers must comply with NEMA TS2-2016 standards and NTCIP protocols with high-resolution data logging capabilities. The contract operates on a firm-fixed-price, lump-sum basis and includes a three-year initial service period with optional renewal periods up to four years, renewable up to three times for a maximum 15-year total term.

The MBTA uses a GTFS-RT feed, which can be accessed through MBTA's API or private connection, for PRG in the cloud or with equipment in the controller cabinet.
· Follow-up on whether or not acceptance test plans are required by the contractor (Yunex) There are no plan development requirements scoped in this bid package.
· Does the City want to replace all of the controllers? (Engine Hill) Contractor must replace all controllers specified in the plan set, including the controller at Somerville/Warren to maintain its existing peer-to-peer connection with the Union Square controllers.
· QTCE Response While the MBTA does not specify that signal equipment must meet the MassDOT QTCE testing requirement, QTCE tested equipment is preferred. A list of signal equipment meeting the MassDOT QTCE testing requirement can be found on the MassDOT website (https://www.mass.gov/info-details/section-815-traffic-control-signals). The MBTA requests that bidders shall provide a written justification for scoping any equipment which does not Massachusetts Bay Transportation Authority Ten Park Plaza, Boston, MA 02116 www.mbta.com image1.jpeg
