Amendment: 0002 Title: Questions & Answers (Q&As) – RFQ - ID14170156 for: Video Content for GSA's

Security Awareness Training Program.

Questions Due: June 26, 2017

Q&As Due: June 29, 2017

1. Question: CONTENT should be an ANIME theme? Is this what you mean? If so, is there a reason we are utilizing Anime? IS there a particular creative reason?

GSA Answer #1: GSA prefers this theme. Cartoon-based themes, if submitted, will be considered too.

2. The pricing table. It states to fill out all the blanks. Do we have Part/Serial Number; MFR;

Description; Where do we get a hold of this information?

GSA Answer #2: Disregard the original pricing table on page 12 of the RFQ. Replace with the following (revised) Pricing Table:

PRICING TABLE

VIDEO CONTENT FOR GSA’S SECURITY AWARENESS TRAINING PROGRAM

Note: Offerors MUST fill-in all blank areas within the pricing table below:

Video Quantity (As pre-defined Section 8 of RFQ)

Max Viewers per video (As pre-defined in Section 8 of RFQ)

Subscription Time Subscription Number

Manufacturer Total Price

4 pack 5000 1 year

3. Is there an incumbent?

GSA Answer #3: No, this is a new requirement

4. What does this mean in terms of the submission: A max viewership of 5000 individual viewers. GSA will ensure content is not available to anyone after this condition is met?

GSA Answer #4: GSA will only allow 5000 unique individuals to watch each video, even though GSA has ~17K personnel working in its organization. Vendors should therefore assume GSA has 5000 employees if their pricing is tier-based on the number of employees in a company. GSA will take down each video after 5000 unique viewers have watched that particular video.

5. Am I reading this RFQ correctly in that you are looking for existing videos for purchase?

GSA Answer #5: We’re looking for MP4 videos to purchase. We expect the vendor to already have a catalogue of videos developed. GSA is not looking to create or produce any new video content.

6. If this is a video production solicitation, we can create anime style videos based on the topics of your choice.

GSA Answer #6: Same as answer #5 above.

7. Do you have additional material on what needs to be included in videos? Scripts, situations, recommended actions, preventative action, etc.

GSA Answer #7: No, but we’d like the videos to be based on real world incidents. Situations in the video should reflect situations that can be referenced to in the real world. For example, The breach at

Yahoo or Sony Pictures. Reference Section “2.4 Course Content Requirements, ● Content should be based on a real-world incidents (e.g. SHELLSHOCK, HEARTBLEED)” of the RFQ.

8. Do you have examples of previous videos?

GSA Answer #8: No. There are no previous videos. This procurement is for brand new video content never used at GSA.

9. For this solicitation, are you looking for already produced videos, or do you wish to create new videos?

GSA Answer #9: Same as answer #5 above.

10. I was reading the RFP and by my understanding you are looking for pre-shot training material and NOT to produce custom training material for the GSA?

GSA Answer #10: Same as answer #5 above.
