REQUEST FOR INFORMATION (RFI)
This Request for Information (RFI) is issued for informational purposes to identify vendors capable of performing tasks associated with the range of services described in the attached draft Performance Work Statement (PWS). This RFI is issued for information and planning purposes only. This is not a Request for Quote (RFQ). It is not to be interpreted as a commitment by the Government to issue a solicitation or ultimately award a Blanket Purchase Agreement (BPA). Responses will not be considered as quotes nor will any award be made as a result of this RFI. The Government will not be responsible for any costs incurred by interested parties in responding to this request for information.
GSA is conducting market research and desires input from industry to assist in requirements planning for a project for the U.S. Customs Border Protection (CBP). The information requested by this RFI will be used to facilitate market research and will not be disclosed outside of GSA and CBP.
A draft PWS is included with the RFI and contains sufficient information for industry to respond to the RFI. The Government (GSA/ CBP) will not conduct a question and answer (Q&A) session on the RFI. Please note that the PWS is in DRAFT form and the actual PWS may change prior to the issuance of a RFQ.
1. Information requested from PSS vendors.
a) Company Information:
Company Name Address Point of Contact(s) (POC) name(s) POC telephone number(s) POC e-mail address Identification of business size CAGE code DUNS number Contract Number
b) Capability Information. This section should include a brief description of experience in providing support for requirements similar to the requirements in the draft PWS, to include the identification of the experience as either Federal or Commercial. The capability information must be clear, concise, and complete. GSA is under no obligation to provide feedback to the company, or to contact the company for clarification of any information submitted in response to this request. The capability information should be limited to no more than 1 page. This page limit is not for the entire response.
c) Due to the nature of the work, it is anticipated that the requirement for short-term, surge type support will be needed on a frequent and/or irregular basis. Briefly explain the strategy your company would employ to satisfy such requirements.
d) The task order will include the following a hybrid (combination of FFP and Labor Hour).
Briefly explain your company’s ability to accept this risk and identify any specific concerns. What is your experience with quoting/pricing Firm Fixed Price service tasks based upon a defined task order requirement? Additionally, identify your company’s experience with performing similar work under firm fixed price contract types.
2. While the Government will likely not respond to any questions from this RFI, we are interested in any questions/concerns that your company may have as a result of reviewing our documentation. By providing your concerns at this stage, we hope to provide a better solicitation if an RFQ is issued.
3. This is a RFI. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized via eBuy or FedBizOpps. It is the potential offeror's responsibility to monitor these sites for the release of any solicitation.
4. Submission Information. Response by e-mail is required and should be forwarded to Amber Jones, Contract Specialist, via e-mail at amber.jones@gsa.gov. Response is requested on or before August 22, 2016 at 12pm EST. The total RFI response document shall not exceed eight (5) pages.
