Solicitation: ID05170063 Joint AISR Sensor Data Transport Infrastructure Enterprise A&AS

Subject Request For Proposals (RFP) Questions & Answers

Date: 21 December 2017

The following questions were submitted for the above-referenced project.

1. Question Does the Combined Synopsis/Solicitation under solicitation number

ID05170063 contain requirements similar to a current contract?

If possible, please provide the current contract number.

Or, is this a new requirement for the government?

Response This is a new requirement.

2. Question I am wondering if an incumbent exists for the potential requirement: RFP

ID05170063 Joint AISR Sensor Data Transport Infrastructure Enterprise A&AS outlined under SOL52116000082. If so, could you please provide the following information?

· Vendor name

· Contract number

· Value

· Date of award

· Expiration date

Response See response provided for Question 1.

3. Question Is there an incumbent currently performing this work? If so, could you provide incumbent company name and contract number?

Response See response provided for Question 1.

4. Question With questions not due until 14 December 2017, the government needing time to respond, the upcoming holidays, and submission requirements, would the government consider extending the due date by at least one week?

Response The Government has extended the due date which is specified in the issued Amendment 0002 and reflected in FedBizOpps.

5. Question Section E.1.2 indicates there is a requirement for both electronic submission and providing 5 hard copies to the GSA office in Chicago, IL. Would the gov-ernment please confirm both formats are required?

Response Proposals are due in accordance with the terms included in the RFP, amendments thereto, and submission requirements listed therein.

6. Question Section E.3 (f)(2)(i)(A), states that proposals submitted via electronic com-merce method (GSA ITSS) must be received not later than 5:00 p.m. one working day prior to the date specified for receipt of offers. Since stated due date for responses is 2 January 2018, and the 1st is a federal holiday, can the government extend the due date?

Response Please see the response listed in question 4.

7. Question Section E.2.4 Evaluation Factors, Factor 3: Price, states offerors shall provide both on-site and off-site rates. Will the government provide distribution of on/off site space so we can accurately price? Furthermore, Section 9.0 states work will be performed in a government facility. To ensure preparation of an accurate price proposal, how many on-site seats will the government make available?

Response The scope requirements are performance based and it is the offeror’s re-sponsibility to determine staffing necessary to perform the work in accord-ance with the PWS. It is anticipated that work will be performed at Govern-ment and Contractor facilities as required under the PWS. As part of the technical proposal the expectation is industry will anticipate (and inform) the way ahead.

8. Question Section 1.3 of the PWS does not clearly define the work location, whereas Section E.2.4 requires more specificity for pricing. Given the requirement for TS/SCI and the Government organizations served, this seems too ambigu-ous. Would the Government specify a primary work location with other pos-sible work locations separately identified?

Response A primary work location has not been determined at this time; however, the security clearance requirements contained within Section 1.3 of PWS remain and a TS/SCI is required.

9. Question To prevent differing assumptions on the number of trips, staff, duration, and/or locations resulting in large differences in price proposals, can the gov-ernment please provide an estimated Travel/ODC plug number?

Response Amendment 0002 includes a revised Section B to address this question.

10. Question The RFP and PWS seem to imply this work is in support of the DoD CIO.

DD254 Block 9 implies that DISA is the primary support organization and Block 13 seems to indicate DISA will have COR responsibilities. Given the COR was identified as Ms. Vollink from GSA, what is the role of DISA or DoD

CIO?

Response The referenced Department of Defense agencies are the project client with the required work providing services to those agencies. The General Ser-vices Administration is the contracting agency soliciting, awarding and admin-istering the project.

11. Question Section E.1.1 DD254 instructions state, “The positions on this contract are all at the SECRET level or higher.” Section 9 of the PWS states, “All personnel shall require, as a minimum, a DOD Top Secret/Special Compartmented In-formation (TS/SCI) clearance.” If work is only classified as SECRET, can staff perform on the contract with only a SECRET clearance or will all staff be required to hold a TS/SCI clearance? Is TS/SCI eligible sufficient?

Response As noted in the response to Question 8, the security clearance requirements contained in Section 1.3 of the PWS remain and a TS/SCI is required.

12. Question The current Period of Performance is identified on page 2 of Attachment 03 as 01 November 2017 – 01 November 2021. Will the Government be provid-ing updated Period of Performance start date to allow for accurate pricing?

Response The referenced Attachment 3 is for reference purposes only. A finalized Pe-riod of Performance will be established at time of award, which is not antici-pated to be made until early 2018.

13. Question In Attachment 1— Contract Administration, Part D, Points of Contact, the RFP states the CO for this contract will be Rosemarie Buchalski, GSA Con-tracting Officer, Great Lakes Region, Chicago, IL. The DD 254, Block 16, identifies a Martin Hamlin as the GSA Region 5 Contracting Officer located in Fairborn, OH. Would the government please clarify?

Response As noted in question 12, the Attachment 3 is provided for reference purposes only. The RFP Point of Contact is the Contracting Officer identified as such in Attachment 1.

14. Question Section E.2.3 Consideration for Award states that the contractor must submit the Technical Capability Verification Form for 1-2 contracts. However, the RFP does not state the method, timing, or where these are to be submitted.

Are they to be emailed to the CO, mailed in hard copy, or included on one of the proposal volumes? If they are to be included in one of the proposal vol-umes, which one and do they count against the page count?

Response Amendment 0002 includes a revised Section E to address this question.

15. Question Factor 3 states the “The total evaluated price (TEP) will consist of the sum of the Fixed Price labor rates multiplied by proposed hours (On and Off-Site La-bor), plus Travel and Other Direct Costs (ODCs)” whereas section 11 of the PWS states that the contract type is T&M. Can the Government please clari-fy the contract type?

Response As stated in the Performance Work Statement, the resultant contract awarded will be a Time and Materials (T&M) contract.

16. Question We note that 52.219-9 was checked in section C2. Was this in error? If not, what are the associated RFP instructions?

Response As stated in Section C FAR 52.219-9 will apply to any award made to a large business concern. Any large business that submits a proposal in response to this RFP is also required to submit a Subcontracting Plan which will be sub-ject to the terms under FAR 52.219-9.

17. Question RFP Section E.1.2 states, “Offerors are required to submit five (5) hard cop-ies by the closing date and time. All hard copy proposals must be delivered to the Contracting Officer at the location provided below and must be received within one (1) business day of the RFP closing date and time.” The current proposal deadline is 2 January. This follows a federal holiday of 1 January.

In addition, most carriers will not likely accept shipment over the preceding holiday weekend of 30-31 December making the first valid shipping date 29 December. Since the hardcopy must be an exact replica of the electronically submitted proposals, this effectively makes the de facto proposal submission date 29 December despite the government lenience of hardcopies arriving within 1 day of 2 January. Therefore, would the government please change the required proposal deadline to 3 January?

Response See response provided for Question 4 regarding the RFP due date and time and Amendment 0002 regarding revisions to Section E.

18. Question If this is a recompete of an existing contract, can the Government please pro-vide the current contract number, the name of the prime contractor, and the current number of Full Time Equivalents (FTE) supporting this initiative. Oth-erwise, please confirm this contract is a new start initiative.

Response See response provided for Question 1.

19. Question PWS Section 1.3 states, “at the initial “advise and assist” level, there is no prescribed facility/location identified.” However, PWS Section 12.0 states, “Government furnished facilities and information will be provided in accord-ance with requirements.” Please confirm all contractor personnel, at com-mencement of the contract, will not be required to work full time at any gov-ernment facility thus, all contractor personnel will work from a contractor facili-ty(ies).

Response The government request that the contractor provide hours and rates for per-formance of work at a Government facility and a Contractor Facility. It is antic-ipated all classified work will be performed in Government spaces, and the Government will provide access to classified workstations as required.

20. Question The tables in Section B.3 appear to be incomplete or have been cut-off. Is a handling rate a cost item each year in these tables? Is the government going to provide a MS Excel price template for offeror's to use for completing Sec-tion B.3?

Response Amendment 0002 includes a revised Section B to address this question.

21. Question Are there any requirements for a Small Business Subcontracting Plan in the offeror’s proposal?

Response See response provided for Question 16.

22. Question Which office will oversee the day-to-day contract performance as the task manager? Is it an office within DoD CIO, DISA, OSD CAPE?

Response The day-to-day performance oversight POC is currently TBD but will be iden-tified at time of award.

23. Question Reference Block 10e(1) states, “The MP6 has exclusive security responsibility

(including inspections) for SCI classified material released or developed un-der this contract and held within the contractor’s SCIF #.” Section 1b. of the proposed DD 254, page 2 of the amendment, states that the level of safe-guarding is “Top Secret.” Will Redhorse Corporation be required to safeguard Top Secret material or SCI level material within its facility?

Response The awardee will be required to adhere to all security clearance requirements established under the resultant awarded contract, including any information, documentation, materials, etc. of which the awarded contractor possess at its facilities.

24. Question Can you confirm that we can deliver hard copies by 12pm CST on Jan 3, 2018? "All hard copy proposals must be delivered to the CO at the location within one (1) business day of RFP closing date and time."

Response Hard copy proposal submission shall be may accordance with the RFP terms and conditions.

25. Question Does the government require resumes? If so, how long is each resume? Do resumes go against overall page count?

Response Proposal submission requirements are included in Section E of the RFP.

Amendment 0002 includes a revised PWS addressing submission and ap-proval of resumes in performance of the required services.

26. Question The total evaluated price (TEP) includes travel and other direct costs (ODCs).

Due to unknown factors to accurately price ODCs and travel, we recommend the Government provide Not-to-Exceed (NTE) amounts for all bidders to pro-pose. This will allow for consistent values among bidders and minimize the administrative burden to the Government for evaluating non-labor costs. Can the government provide NTE amounts for ODC and travel for bid purposes?

Response See response provided for Question 9.

27. Question In E.2.4 Evaluation Factors, Sub Factor 2, Paragraph 2; The RFP states that

“For each labor category proposed, the offeror shall identify the specific task and subtask to be performed.” The PWS, as currently written, does not break down into specific Tasks and Subtasks. All PWS requirements (“shall” statements) are listed under major section headings from 1.0 Detailed Work Description to 18.0 Organizational Conflict of Interest (OCI). Additionally, this impacts the Cost Volume since the SCHEDULE OF ITEMS / SERVICES AND PRICES table asks for LCATs, Hours, and Rates at the PWS Task-level which currently exists only at the major section level. Could the government please identify and enumerate in the PWS the Tasks and Subtasks, or clarify to what level in the PWS level bidders address their technical and cost pro-posal volumes?

Response Amendment 0002 includes a revised Section B to address this question.

28. Question Currently the RFP does not require the inclusion of resumes. Would the gov-ernment allow the inclusion of a separate Appendix to Volume I, outside of the 25 page limitation, for resumes that provide additional individual qualifica-tion detail for each candidate in the “pool of candidates that meet the qualifi-cations” proposed in the Table 2 format, which is within the 25 page limita-tion?

Response See response provided for Question 25.

29. Question Would the government consider a 1-2 week extension to accommodate our employees during the holidays?

Response See response provided for Question 4.

30. Question How will offerors be evaluated if government POCs do not complete ques-tionnaires and return to the offeror in time of submission? (Ref. Attachment 6 and Section E.2 page 9 of 34)

Response Past performance questionnaires are considered part of the offeror’s proposal submission. If the questionnaires are not received in accordance with the terms of the RFP, the proposal will be considered incomplete.

31. Question Will the government consider multiple awards if it receives several attractive proposals from industry or allow a vendor to propose innovative solutions to a subset of the requirements? (Ref. Attachment 2, Section 1.0, Page 1, Para-graph 4)

Response The resultant contract will be a single award made to one vendor. Offerors are required to submit a proposal in accordance with the RFP terms and con-ditions, including the performance requirements identified in the PWS.

32. Question Is it acceptable to the government to have industry teams (with acceptable OCI mitigation plans) such that not every team member is necessarily party to each NDA (and therefore also exempt from receiving government sensitive information)? (Ref. Section C.3.1, Page 10 of 11, Paragraph 1)

Response Teaming arrangements are acceptable under the RFP with all terms and con-ditions remaining in effect and applicable to any teaming arrangement.

33. Question For all locations of work will government provide access to classified facilities and terminals necessary to complete required tasks? (Ref. Attachment 2, Section 1.3, Page 2)

Response Government furnished facilities and information will be provided in accord-ance with Item 12.0 of the PWS.

34. Question Is there a preferred primary work location? (Ref. Attachment 2, Section 1.3, Page 2)

Response See response provided for Question 7.

35. Question Please provide guidance on pricing ODC’s and Travel. (Ref. Section E.2.4, Factor 3, Page 11 of 34) Response Amendment 0002 includes a revised Section B to address this question.

36. Question What does government anticipate in terms of staffing levels across various labor categories for each option year? (Ref. Section E.2.4, Subfactor 2, Page 8 of 34)

Response See response provided for Question 7.

37. Question Please clarify the scope and level of effort expected in the “development of

Information Assurance plans and policy”? Does this include development of accreditation packages or simply defining general policy for future contracts?

(Ref. Attachment 2, Section 3, Paragraph 7, Page 4)

Response See response provided for Question 7.

38. Question Attachment 2, Page 7, Section 8.0 states: Support may include Field Support

Representative (FSR) as well as related program management and deploy-ment readiness activities for various locations (TBD). The following are as-sumed during Contractor deployment to deployed locations to NON-hazard zones.” Please clarify the intent of this requirement? The assumptions “dur-ing Contractor deployment to deployed locations” are appeared to be missing.

Response Performance of the services for Field Support Representative are those as stated in the PWS.

39. Question On page 8 paragraph 13 (“Information Assurance”) please clarify the gov-ernment’s intent of this requirement given the objective of this contract is to “advise and assist”.

Response The contractor will be responsible to provide Information Assurance services in accordance with the terms of the PWS. The scope requirements are per-formance based and it is the offeror’s responsibility to determine staffing nec-essary to perform the work in accordance with the PWS.

The Government intends to send answers to questions by amendment to the solicitation and posted to www.fbo.gov. If this RFP is amended, all terms and conditions that are not amended remain unchanged. All questions are to be submitted in writing to the Contracting Officer within ten (10) business days after issuance of the RFP. Offerors shall acknowledge receipt of any amendment to this request by the day and time specified in the amendment(s).

Offerors will not be eligible to receive a contract award from a Department of Defense (DoD) activity unless they are registered in SAM. Offerors must be registered in the SAM Database prior to award of any contract. Firms must register on a one-time basis and annually confirm accuracy and completeness of registration information. E.2 PROPOSAL EVALUATION

E.2.1 Method of Award This is a competitive best value source selection under Subpart FAR 12.6 in which competing offeror’s technical and past performance when combined are significantly more important than price. The Government will select the best overall offer, based upon an assessment of Technical, Past Performance, and Price factors. A contract may be awarded to the offeror who is deemed responsible in accordance with the FAR, as supplemented, whose proposal conforms to the solicitation’s requirements (to include all stated terms, conditions, representations, certifications, and all other information required by the RFP) and is judged, based on the evaluation factors and sub factors, to represent the best value to the Government. The Government seeks to award to the offeror who gives the Government the greatest confidence that it will best meet, or exceed, the requirements. This may result in an award to a higher rated, higher priced offeror, where the decision is consistent with the evaluation factors, and the CO reasonably determines that the technical and/or overall business approach and/or past performance of the higher price offeror outweighs the cost difference. The SSA will base the source selection decision on an assessment of proposals against all

E − 5 of 34 source selection criteria in the solicitation (described below). While the Government source selection evaluation team and the SSA will strive for maximum objectivity, the source selection process, by its nature, is subjective; and therefore, professional judgment is implicit throughout the entire process. Before an offeror’s proposal will be evaluated for best value, they must demonstrate meeting the required technical capability. Only those contractors meeting the technical capability will be considered for award.

This contract is a competitive full and open procurement. The Government intends to award one (1) contract; however, the Government reserves the right to make no award at all. This acquisition will result in a Time and Materials contract, with cost reimbursable line items for Travel and Other Direct Costs (ODCs). The Government will review the proposals for responsiveness. If a proposal is non-responsive, then it will not be considered for award. All proposals will be evaluated in accordance with the terms of this Section E.

The Government intends to award without discussions. Accordingly, offerors are advised to submit initial proposals that are fully and clearly acceptable without additional information. However, if during the evaluation period, it is determined to be in the best interest of the Government to hold discussions, a competitive range may be established of the most highly rated proposals for efficiency purposes. If discussions are necessary, the Government will issue Evaluation Notices (ENs), as necessary, to offerors within the competitive range, if established. ENs will be sent electronically to offerors to ensure complete understanding of any discrepancies. Any necessary page changes to the offeror’s proposals will be obtained prior to concluding discussions. Throughout the discussion process, the Government will document any changes in ratings and total evaluated price. Discussions shall be conducted with prime offerors only. Offeror responses to Evaluation Notices (ENs) and the Final Proposal Revision (FPR) will be considered in making the source selection decision. If the offeror’s proposal has been evaluated as acceptable at the time discussions are closed, any changes or exceptions in the Final Proposal Revision are subject to evaluation and may introduce risk that the offeror’s proposal be determined unacceptable and ineligible for award.

Offerors may be asked to clarify certain aspects of their proposal (for example, the relevance of past performance information) or respond to adverse past performance information to which the offeror has not previously had an opportunity to respond.

Adverse past performance is defined as past performance information that supports a less than satisfactory rating on any evaluation element or any unfavorable comments received from sources without a formal rating system. Communication conducted to resolve minor or clerical errors will not constitute discussions and the Contracting Officer (CO) reserves the right to award a contract without the opportunity for proposal revision.

E.2.2 FAR 52.212-2 Evaluation -- Commercial Items (Oct 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous

E − 6 of 34 to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(i) Technical

(ii) Past Performance

(iii) Price

Technical and past performance, when combined, is significantly more important than cost or price.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

E.2.3 Consideration for Award Only those offerors considered for award will be evaluated for best value. In order to be considered for award an offeror must be deemed technically capable and in order to be deemed technically capable, offerors will need to submit contact information on the attached Technical Capability Verification Form for at least one (1), but no more than two (2), separate projects/contracts that meet all of the following requirements:

1. Project/contract included analysis of an ISR communications, data transport, or computer network infrastructure enterprise system, and

2. Project/contract required contractor input for future communications, data transport, or computer network system development, and

3. Project/contract dealt with managing classified information, and

4. Project/contact is currently being performed, or was performed in the past five

(5) years.

The Government will utilize the submitted project/contracts solely to verify the offerors meet the four technical capability requirements.

E.2.4 Evaluation Factors The following evaluation factors and subfactors will be used to evaluate each proposal.

Award will be made to the offeror proposing the combination most advantageous to the Government based upon an assessment of the evaluation factors and subfactors described below. The relative importance of each factor and subfactor is as follows:

Factor 1 (Technical) and Factor 2 (Past Performance) are equally important but when combined are significantly more important than Factor 3 Cost/Price. Within the Technical Factor, the subfactors are equal in importance.

Factor 1: Technical

E − 7 of 34

The Technical proposal should be specific and complete. Legibility, clarity, and coherence are very important. The proposal should not merely reiterate or rephrase the objectives or reformulate the Government’s requirements specified in the solicitation, but shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume the Government has no prior knowledge of their facilities and experience and will base its evaluation on the information presented in the offeror’s proposal. Non-conformance with these instructions may result in an unfavorable proposal evaluation.

The Government will review all proposals considered for award to determine the degree to which the proposal meets or does not meet the requirements of the RFP through an assessment of the risk in conjunction with strengths and deficiencies of the proposal, and assign an overall technical/risk rating to each offer, as defined in Table 1. In the written technical proposal, the contractor shall identify and describe the methodology and analytical techniques used to fulfill the overall objectives and requirements that are described in this solicitation. The contractor’s technical approach shall clearly demonstrate an understanding of the requirements and include an innovative and efficient approach in satisfying the overall objectives of this requirement. Information that clearly describes the contractor’s approach to the following factors must be included in the Technical Volume and will be rated, as defined in Table 1, with each subfactor receiving a separate rating.

TABLE 1 – Technical/Risk Ratings Blue Outstanding Proposal meets requirements and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low.

Purple Good Proposal meets requirements and indicates a thorough approach and understanding of the requirements. Proposal contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low.

Green Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is no worse than moderate.

Yellow Marginal Proposal does not clearly meet requirements and has not demonstrated an adequate

E − 8 of 34 approach and understanding of the requirements. The proposal has one or more weaknesses which are not offset by strengths.

Risk of unsuccessful performance is high.

Red Unacceptable Proposal does not meet requirements and contains one or more deficiencies. Proposal is unawardable.

Subfactor 1 – Technical and Management Approach This subfactor pertains to the soundness and flexibility of the proposed Technical and Management Approach. In the technical submission, the offeror shall identify and describe the methodology and analytical techniques to be used to fulfill the overall objectives and requirements that are described in the Performance Work Statement (PWS). The offeror should submit its approach for accomplishing the support services, objectives, and tasks. The offeror’s Technical and Management Approach shall clearly demonstrate an understanding of the requirements and include an innovative and efficient approach for satisfying the overall objectives of the PWS. Information that clearly describes the contractor’s approach to the following factors must be included in the Technical Volume. The offeror should address the following for this sub-factor:

The offeror’s technical approach for demonstrating its ability to accomplish the support services, objectives, and tasks. The offeror shall clearly demonstrate their understanding of the work to be performed and identify the technical solution for each task including the Approach, methodology, and analytical techniques to perform the requirements outlined in the PWS inclusive of all tasks. The offeror’s plan that demonstrates the ability to produce and deliver all reports and output products required by the PWS in a timely and efficient manner. The offeror shall map its offer to the PWS and include any applicable milestones. The offeror’s approach for preparing, reviewing and/or developing strategic planning and performance reporting methods which are applicable to a global, diverse enterprise. The offeror’s knowledge and demonstrated use of program management methods, especially in the area of AISR Sensor Data Transport Infrastructure. The offeror’s approach to architecture support in the development and assessment of performance reference models, business reference models, and use and maintenance of enterprise architectures to facilitate key transformation initiatives relating to AISR Sensor Data Transport Infrastructure. The offeror’s approach to applying subject matter advisory and assistance expertise in DoD AISR-related capabilities including (but not limited to) USSOCOM Airborne ISR Transport Infrastructure and multiple, broader DoD-wide Sensor Data Transport Infrastructures.

Subfactor 2 – Staffing Plan including Qualifications Matrix The offeror shall describe the labor categories it proposes to provide the Government for the performance of the requirements of the PWS. Additionally, the offeror shall state the proposed qualifications for each labor category proposed. In support of the offeror’s

E − 9 of 34 ability to recruit and retain an adequate number of qualified personnel to perform upon contract award, the contractor shall provide a pool of candidates meeting the qualifications proposed. This information shall be included in the following staffing matrix. This subfactor will also be evaluated in regard to the offeror ensuring that it employs personnel including the Program Manager with qualifications commensurate with the requirements of the contract.

For each labor category proposed, the offeror shall identify the specific task and sub-task to be performed. The offeror shall provide labor category descriptions (i.e., experience, capabilities, responsibilities, etc.) for each proposed labor category using the format in Table 2 below. The offeror shall note that all proposed personnel must meet the requirements of the PWS including security clearance requirements. For each requirement identified in the PWS, the offeror shall propose staffing/labor categories and hours. Additionally, address any teaming arrangements planned for performance of this contract and the responsibilities of each contractor and subcontractor.

Factor 2: Past Performance Past performance is relevant information regarding an offeror’s actions under previously awarded contracts. It includes the offeror’s overall quality of performance, record of conforming to contract requirements and standards of good workmanship; the offeror’s adherence to contract schedules including the administrative aspects of performance;

effectiveness of their quality control programs, responsiveness of management;

responsiveness to service calls and effectiveness of corrective action, offeror’s history of reasonable and cooperative behavior, commitment to customer satisfaction, offeror’s success in advancing sustainability programs and overall performance. Past performance information will be obtained through feedback provided by the point of contact (POC) listed by the offeror on the Past Performance Questionnaire (See Section D). Offerors are required to submit at least three (3) but no more than five (5) Past Performance Questionnaires. The completed Past Performance Questionnaires shall be provided by the POC to the offeror in a sealed envelope and the offeror shall submit those questionnaires with their proposal. The Past Performance POC may also submit the completed Past Performance Questionnaire electronically via email to the GSA Contracting Officer and GSA-COR identified in Section G.1.

Past performance will be considered relevant if it meets all of the following criteria:

1. Project/contract included analysis of an ISR communications, sensor data

E − 10 of 34 transport infrastructure, or computer network enterprise system, and

2. Project/contract required contractor input for future ISR communications, sensor data transport infrastructure, or computer network enterprise system development, and

3. Project/contract dealt with managing classified, sensitive, and/or compartmented information, and

4. Project/contact is currently being performed, or was performed within the past five (5) years.

Past performance that is deemed relevant will be rated by the past POC.
