The 150 AMXS will provide cleaning compounds MIL-PRF-87937 Type IV and Type III. The contractor is responsible to check out and check back in all materials used.
3.2.1 PPE MATERIALS: The Contractor shall maintain the following serviceable PPE items in the dispatchable Composite Tool Kit (CTK) to support aircraft washing operations, the contractor is to check the below items out and check them back in after each day while washing the aircraft:
3.2.1.1 Aircraft wash boots: 20 each
3.2.1.2 Wash goggles: 10 each
3.2.1.3 Industrial rubber gloves: 20 pairs
3.2.1.4 Face shields: 3 each
3.2.1.5 Two-piece wash suits: 10 each
3.2.1.6 The Contractor shall ensure all PPE is clean, serviceable, properly stored, and available for issue before the CTK is dispatched. Unserviceable, damaged, contaminated, or missing PPE shall be removed from service and replaced to maintain the required quantities.
3.3. EQUIPMENT: Non-powered Aerospace Ground Equipment (AGE), including B-5 and B-1
Maintenance Stands. The Contractor must inspect AGE prior to use and log discrepancies on AFTO
Form 244.
3.4. SERVICES: Government personnel operate aircraft systems during washes. The Government will ensure hot water is available during the performance of this contract. Hot water is required; however, cold water may be used when hot water is unavailable.
3.5. Water hookups are provided. The Contractor shall enforce utility conservation practices to prevent waste.
3.6. Unavailability of Government-Furnished Support for Aircraft Wash Services:
3.6.1 Immediate Notification: If any required Government-furnished support (including personnel, AGE/maintenance stands, or hot water) is unavailable, inoperable, or otherwise not provided at the scheduled start time, the Contractor’s Contract Manager (CM) shall immediately notify the Contracting
Officer's Representative (COR).
3.6.2 The Contractor shall await direction from the COR or another authorized Government representative.
The Government will assess the situation and direct the Contractor on how to proceed. The Contractor is prohibited from taking direction from any personnel that would alter the contract's scope, schedule, or cost without a formal contract modification from the Contracting Officer (KO), as stipulated in PWS §1.14.
3.6.3 If the COR directs the Contractor to wait, the Contractor shall document the start and end times of the delay. Per PWS §5.2.2, this delay period, if verified by the Government as being caused solely by the
Government's failure to provide required support, will be excluded from the calculation of the elapsed clock hours for wash completion.
3.6.4 If required Government personnel or AGE are unavailable at the scheduled start time, the Contractor shall immediately notify the COR and coordinate to reschedule the wash. The Contractor shall not demobilize or idle personnel at the Government's expense while awaiting support. Because this is a Firm-
Fixed-Price contract, the Government will not pay for idle standby time, and the Contractor’s sole remedy is the exclusion of the verified delay from the performance elapsed-time clock or rescheduling without penalty.
4. CONTRACTOR FURNISHED PROPERTY, MATERIALS, AND EQUIPMENT
(CFP/M/E)
The Contractor shall provide all personnel, equipment, tools, materials, supervision, and Personal Protective
Equipment (PPE) required for industrial maintenance IAW T.O. 1C-130(A/H/M) J-23CL-1 and T.O. 1C-130J-
23CL-1, excluding items listed in Section 3.
4.1. GENERAL: The Government will not reimburse CFP items. All Contractor property must be removed from KAFB (along with waste) immediately after each wash.
4.1.1 Technical Orders (T.O.): The Government will provide both T.O. 1C-130(A/H/M) J-23CL-1 and T.O.
1C-130J-23CL-1 via laptop computer that will be checked out by the contractor when performing the aircraft wash. Please note that Both T.O.’s will be used since T.O. 1C-130J-23CL-1 is general 1C-130J driven and T.O. 1C-130(A/H/M) J-23CL- is HC-130J aircraft specific. Due to operational security these
T.O.s cannot be released to the public.
4.2. FACILITY CLEARANCE: Not Applicable.
4.3. SECURITY CLEARANCE: Not Applicable. However, escorted access by a line-badged Government employee is strictly required in the industrial wash area.
5. REQUIREMENTS
The Contractor shall:
5.1. SCHEDULE AND COORDINATION
5.1.1. WASH SCHEDULING AND NOTIFICATION. The Contractor shall perform up to seven (7) scheduled HC-130J aircraft exterior washes per fiscal year, with a monthly workload ranging from zero (0) to three (3) washes per month. The fiscal-year wash schedule shall cover the period
1 October through 30 September. The 150th Maintenance Group (MXG) Plans and Scheduling
Office shall develop and provide the annual wash schedule to the Contractor no later than 31 July preceding the applicable fiscal year.
5.1.2. The Government shall provide written confirmation of each scheduled wash no later than 30 calendar days before the scheduled wash date. The written confirmation shall identify the aircraft by tail number and provide the scheduled wash date and wash location. The Contractor shall acknowledge receipt of the confirmation in writing within two (2) business days.
5.1.3. The Government may require unscheduled washes in accordance with this PWS. The
Government shall provide written notification of an unscheduled wash at least 30 calendar days before the required wash date. The notification shall identify the aircraft by tail number and provide the required wash date and wash location. The Contractor shall acknowledge receipt of the notification in writing within two (2) business days and shall perform the wash on the
Government-directed date.
5.1.4. The Contractor shall perform all scheduled and unscheduled washes in accordance with this
PWS. Delays caused by Government-directed changes, aircraft unavailability, unsafe weather conditions, or other circumstances not attributable to the Contractor shall be documented in writing and coordinated with the Government.
5.2. WASH EXECUTION. The Contractor shall perform exterior washing of each Government-designated
HC-130J aircraft in accordance with T.O. 1C-130(A/H/M)J-23CL-1 and T.O. 1C-130J-23CL-1, including all applicable safety, environmental, corrosion-control, and aircraft-release requirements. The
Contractor shall complete each exterior wash within 20 elapsed clock hours. The performance period begins when the Government releases the aircraft to the Contractor at the designated wash location and ends upon Government acceptance of the completed wash. Post-wash aircraft lubrication is excluded from the scope of this contract.
5.2.1 The Contractor’s performance objective is to complete each exterior wash within 16 elapsed clock hours and 20-hour maximum allowable performance period. The Contractor shall notify the
Government when the aircraft is ready for post-wash inspection. Notification that the aircraft is ready for inspection does not end the performance period. Any rewash, touch-up cleaning, removal of residual cleaning materials, foreign object debris removal, or other corrective action required to satisfy post-wash inspection requirements shall be completed by the Contractor and shall count toward the 16-hour performance objective and 20-hour maximum allowable performance period.
5.2.1.1 ELAPSED-TIME EXCLUSIONS AND ACCEPTANCE. Elapsed time shall exclude only delays documented by the Contractor and verified by the Government that are caused solely by: (1)
Government-directed work stoppage; (2) aircraft unavailability or Government failure to provide required access; (3) unsafe weather conditions or installation-directed restrictions that preclude washing; or (4) other delays determined by the Government to be outside the Contractor’s control and not attributable to Contractor performance.
5.2.2 The Contractor shall document the wash start time, time of notification that the aircraft is ready for inspection, Government acceptance time, each excluded-delay period, and the reason for each excluded delay in the Government-approved maintenance or work-control system. Work is complete only when the Government accepts the wash and verifies that the aircraft meets applicable technical-order requirements and is free of Contractor-caused damage, foreign object debris, residual cleaning materials, and wash-related discrepancies.
5.3. SITE CLEANUP AND POST-INSPECTION.
5.3.1. Maintain a clean wash facility. Post-wash, the Contractor must rinse the hangar floor and maintenance stands, dispose of trash, and return all GFP/AGE to storage and ensure all wash-rack equipment is returned, accounted for, and properly inventoried before departing the area.
5.3.2. Post-Wash Inspection, Discrepancy Rework, and Certificate of Conformance.
5.3.2.1 Upon completion of washing, the Contractor and the COR or designated Government inspector shall conduct an initial post-wash inspection using 150 MXG Form 164. Deficiencies recorded during this inspection prior to any corrective action constitute "initial cleanliness discrepancies" for PRS surveillance.
5.3.2.2 For Acceptable Quality Level (AQL) evaluation, discrepancies are counted on a per-zone basis matching the designated inspection sections on 150 MXG Form 164. Multiple deficiencies found within a single inspection block count as one (1) discrepancy toward the AQL threshold (maximum of 10).
Deficiencies located in separate zones count as distinct discrepancies.
5.3.2.3 The AQL threshold of measures initial wash process quality; it does not authorize release of an uncleaned area. The Contractor must remediate 100% of discrepancies documented on 150 MXG Form
164 prior to demobilizing or departing the installation.
5.3.2.4 Following complete correction and Government re-inspection of all noted deficiencies, the
Contractor shall execute and submit a Certificate of Conformance to the COR or AMU Production
Superintendent. Performance standard is 100% compliance; wash completion and legal acceptance will not be finalized without an approved CoC.
5.4. Cancellation or Postponement After Arrival at KAFB. The Government may cancel or postpone a scheduled or unscheduled aircraft wash, including after Contractor personnel have arrived at Kirtland
Air Force Base (KAFB). The Contractor shall not be entitled to separate payment, cancellation charges, reimbursement, equitable adjustment, or other compensation for costs resulting from a cancelled or postponed wash, including costs for personnel, travel, mobilization, demobilization, standby time, equipment, or materials.
5.4.1The Contractor shall include these costs in its firm-fixed-price pricing. The Contractor may invoice only for aircraft washes that are completed and accepted by the Government in accordance with this
PWS. If the Government reschedules a cancelled or postponed wash, the Contractor may invoice for the wash only after performance and Government acceptance on the revised wash date.
5.5 Airfield Driving and Ramp Access: Contractor personnel are not required to independently drive vehicles on the 150/58th Aircraft Ramp to perform services under this contract. However, if the
Contractor prefers to obtain independent airfield driving privileges, they may attempt to do so entirely at their own expense. This process includes securing all required training, testing, and approvals to obtain a government driver's license (AF Form 483, Certificate of Competency). The Government does not guarantee that such licenses or approvals will be granted. Unless a contractor employee is fully licensed and independently authorized by the airfield manager, they must remain under Government escort at all times when on the ramp. The Contractor is responsible for ensuring all escorted personnel strictly adhere to approved routes, escort visual proximity rules, and Foreign Object Damage (FOD) prevention measures. If the Contractor chooses to attempt to gain airfield driving privileges, the
Contracting Officer's Representative (COR) or the Contracting Officer (KO) will not assist in these processes.
5.5.1 If the Contractor successfully obtains independent airfield driving privileges, they are permitted to transport vehicles and trailers directly to the aircraft wash site. However, all contractor vehicles and trailers must be completely removed from the wash site immediately upon completion of daily operations or when the scheduled aircraft wash is finished.
5.5.2 For overnight storage, the Contractor is permitted to park their vehicles and trailers in designated parking lots located near the wash sites, which are strictly off the aircraft restricted area (flightline).
The Government is not responsible, under any circumstances, for lost, stolen, or damaged contractor equipment, vehicles, or trailers left on the installation. The Contractor shall secure all property at their own risk. Contractors are not permitted to park their vehicles and trailers on base between washes unless authorized by the COR or KO.
