About this file

This is a Questions and Answers Document for a federal contract solicitation for HC-130 aircraft wash services at Kirtland Air Force Base (KAFB) for the 150th Maintenance Group (MXG).

The solicitation replaces obsolete solicitation W50S8G26QOR07 with new solicitation number W50S8G27Q0001. The requirement involves exterior washing of HC-130J aircraft, with performance specifications requiring completion within 16 hours over two 8-hour days in accordance with Technical Order 1C-130J-23CL-1. The contract includes 7 scheduled washes and 3 unscheduled washes annually. Performance duration is firm-fixed-price with monthly billing for CLINs 0001-0005, with each CLIN covering 12 months and including all travel, lodging, and per-diem costs. All pricing must be submitted using the updated Attachment 4 pricing schedule; quotes with partial pricing or missing Attachment 4 will not be evaluated. The Government furnishes washing equipment, cleaning compounds (MIL-PRF-87937 Type III and IV), facility access, escorted base access via line-badged employees, AGE/maintenance stands, and hot water (with cold water as backup). The contractor must provide post-wash inspection, quality assurance, and a signed Certificate of Conformance before invoice submission via Wide Area Work Flow. This is a Total Small Business Set-Aside; FAR 52.219-3 and 52.219-4 were removed in error. The applicable wage determination is number 2015-5443 (revision 30, issued August 27, 2026), and offerors may submit zero to three experience references without mandatory exclusion from evaluation. W50S8G26QOR07 - 150th MXG HC-130 Aircraft Wash (Obsolete Solicitation) – New Solicitation Number W50S8G27Q0001

Questions and Answers Document 1 Question Due Date: October 7, 2026

1. Has the number of washes increased?

Answer: Yes there is now 7 scheduled washes and 3 unscheduled washes. Please note that Attachment 4 for the pricing schedule has been updated.

2. I submitted a quote for Solicitation W50S8G26QOR07, do I need to resubmit a quote, or does my original quote still acceptable from solicitation W50S8G26QOR07.

Answer: The requirements have changed in the updated PWS, so any quote submitted for solicitation

W50S8G26QOR07 is no longer valid. A new quote needs to be submitted under the new solicitation W50S8G27Q0001. Solicitation W50S8G26QOR07 has been canceled and solicitation

W50S8G27Q0001 has replaced it.

3. Monthly pricing and invoicing. Please confirm that the monthly firm-fixed-price CLIN includes all scheduled washes and the approximately two authorized unscheduled washes estimated annually. Please also confirm whether the contractor may invoice the monthly CLIN amount in months when no wash is performed.

Answer: Performance Work Statement (PWS) paragraphs 1.19, 1.19.1, and updated pricing schedule have addressed these questions.

4. Advance notice. What minimum advance notice will the Government provide for scheduled washes and authorized unscheduled washes?

Answer: Updated PWS paragraphs 5.1.1 to 5.1.4 have addressed this.

5. Performance duration. PWS 5.2 requires completion within 16 hours over two eight-hour days, while Technical Exhibit 1 references 20 hours over two ten-hour days and also establishes a 16-hour AQL.

Please confirm that the controlling maximum is 16 hours over two eight-hour days.

Answer: Updated PWS paragraphs 5.2 and 5.2.1 have addressed this information.

6. Technical order. Please identify the controlling technical order and current revision for HC-130J wash performance. The PWS references both T.O. 1C-130J-23CL-1 and T.O. 1C-130(A/H/M) J-23CL-1.

Answer: Updated PWS Paragraphs 4.1.1 has addressed this issue.

7. Historical workload. Please provide the number of scheduled and unscheduled washes performed for the

150 SOW during each of the three most recent completed fiscal years. What is the maximum number aircraft that will be washed in a year?

Answer: Due to operation security concerns the Government will not provide this data. However, updated PWS paragraph 5.1.1 through 5.1.4 have addressed this issue.

8. Aircraft quantity. How many HC-130J aircraft are on station?

Answer: The Government cannot disclose this information. Please refer to updated PWS paragraph 5.1.1 through 5.1.4.

9. Scope and scheduling. PWS 1.3 states the 150 SOW averages six HC-130J washes annually on a 180-day cycle, and also that scheduled washes typically range from one to two per month. Please confirm (a) the anticipated number of washes per contract year, (b) the number of aircraft within the scope of this requirement, and (c) whether washes are typically scheduled one aircraft at a time or whether multiple aircraft are scheduled consecutively within a single Contractor visit.

Answer: Please refer to updated PWS paragraph 5.1.1 through 5.1.4.

10. Maximum wash duration. PWS 5.2 states all washes must be completed within a maximum of 16 hours (two 8-hour days). Technical Exhibit 1 sets the performance standard at a maximum allowable 20 hours

(two 10-hour days), with an acceptable quality level of zero washes exceeding 16 hours. Please confirm which duration governs. Please also clarify (a) whether the maximum is measured from Contractor arrival at the hangar, from aircraft availability, or from commencement of wash operations, and (b) whether the post-wash inspection under PWS 5.3.2 and any resulting discrepancy correction fall inside or outside that maximum.

11. Answer: Updated PWS paragraphs under 5.2 had addressed these concerns.

12. Pricing basis. Attachment 4 prices CLINs 0001 through 0005 as 12 months each. Please confirm the monthly amount is a fixed price payable each month of the period of performance regardless of the number of washes performed in that month, rather than a per-wash charge.

Answer: Attachment 4 for pricing has been updated to account for each wash both scheduled and unscheduled washes. Quotes must include the updated Attachment 4 to be considered for award. Quotes that do not include Attachment 4 will not be evaluated. Quotes that have partial pricing for the base or any of the option periods will not be evaluated for award.

13. Travel. Attachment 4 contains no travel Contract Line Item Number (CLIN). Please confirm all travel, lodging and per diem costs are to be included in the monthly CLIN price, and clarify the applicability of the Joint Travel Regulation listed in PWS Section 6 to this firm-fixed-price effort.

Answer: This is a firm fixed price contract, please price each CLIN to include all associated pricing for each C-130J aircraft wash.

14. Advance notice. Please state the typical advance notice provided for a scheduled wash, and the minimum notice for the approximately two unscheduled washes per year described in PWS 1.3.

Answer: Please refer to updated PWS paragraph 5.1 for aircraft wash and coordination. Updated PWS

Paragraph 1.3 has been removed and now states (reserved).

15. Cancellation after arrival. PWS 1.6 addresses uncompensated delays arising from unscheduled gate closures. Please clarify whether the Contractor is compensated if a scheduled wash is cancelled or postponed after Contractor personnel have arrived at KAFB.

Answer: Updated PWS paragraph 5.4 and 5.4.1 has been added to address this.

16. Lodging and vehicle access. Please advise whether contractor personnel performing under this contract are eligible for on-base billeting, and whether contractor vehicles and equipment trailers may be brought onto the installation and staged at Hangar 1002 or Hangar 1000.

Answer: Contractor personnel performing under this contract may use on-base billeting, subject to availability and applicable installation lodging procedures. Billeting reservations are not guaranteed and may be cancelled or modified, before or during the stay, when rooms are required to support active-duty personnel or other official installation requirements.

Updated PWS Paragraph 5.5 has been added to address airfield driving and ramp access. Paragraphs

5.5.1 and 5.5.2 have been added to address contractor vehicles and equipment storage.

17. Equipment storage. PWS 4.1 requires all Contractor property and waste be removed from KAFB immediately after each wash. Please confirm whether any on-base storage is available between washes, or whether all contractor-furnished equipment must be transported to and from the installation for every visit.

Answer: Paragraphs 5.5.1 and 5.5.2 have been added to address contractor vehicles and equipment storage.

18. Technical order. PWS 5.2 cites T.O. 1C-130J-23CL-1, while PWS Section 4 and Technical Exhibit 1 cite T.O. 1C-130(A/H/M) J-23CL-1. Please confirm the correct technical order. The document is not among the solicitation attachments; please advise how an offeror obtains access to it, and confirm whether the PPE requirements referenced in PWS Section 4 are contained within it.

Answer: Updated PWS paragraph 4.1.1 addresses both T.O.s and how they will be accessed. Updated

PWS paragraph 3.2.1 addresses PPE.

19. Government-furnished support. PWS 1.11.4 requires escorted access by a line-badged government employee at all times in the 150 MXG controlled area, and PWS 1.5 states facility availability of 0700 to

1700. Please confirm escorts will be available for the full facility window on both workdays. PWS 3.4 states the Government coordinates with 377 CE to activate hot water boilers on wash days; please confirm hot water availability at the start of the work window and clarify Contractor recourse if it is not available. Please also advise the typical lead time from base access request submission to badge issuance.

Answer: Government escorts will be available during the time periods outlined in the Updated PWS

Paragraph 1.5. Paragraph 3.4 has been updated: Hot water is required; however, cold water may be used when hot water is unavailable.

20. Will any Covered Defense Information (CDI) or Controlled Unclassified Information (CUI) be generated, received, transmitted, stored, or otherwise handled by the contractor in performing this requirement? If not, please clarify whether DFARS 252.204-7012, 252.204-7019, and 252.204-7020 are intended to apply to the contractor's performance under this contract and whether any NIST SP 800-171 assessment or cybersecurity documentation will be required?

Answer: Contractor personnel will not be granted access to U.S. Government computer systems. Please note per RFO DFARS 204.7304(c), (d), and (e) clause 252.204-7012, provision 252.204-7019, and clause 252.204-7020, respectively, are applicable to this requirement.

21. Please clarify whether this acquisition is intended to be a Total Small Business Set-Aside or a HUBZone Set-Aside, and confirm whether FAR 52.219-3 and FAR 52.219-4 are applicable to this requirement. If the acquisition is intended to remain a Total Small Business Set-Aside, please confirm whether the

HUBZone provisions were included in the solicitation in error?

Answer: This is a Total Small Business Set-Aside. FAR 52.219-3 and FAR 52.219-4 were entered in error and have been removed from the combined synopsis/solicitation and are not applicable to this requirement.

22. PWS §5.2 requires all washes to be completed within a maximum of 16 hours (two 8-hour days).

However, Technical Exhibit 1, Performance Objective 5.2, states a maximum allowable duration of 20 hours (two 10-hour days), while the AQL establishes zero washes exceeding 16 hours. Please clarify the single contractual maximum duration that will apply to each aircraft wash and confirm which duration will be used for contractor performance evaluation?

Answer: Updated PWS paragraphs under 5.2 has addressed these concerns.

23. PWS contains different technical-order references. PWS §5.2 requires performance in accordance with

T.O. 1C-130J-23CL-1, while PWS §4 and Technical Exhibit 1 reference T.O. 1C-130(A/H/M) J-23CL-

1. Please confirm the specific technical order and revision that will govern HC-130J aircraft washing under this contract. Answer: Updated PWS Paragraphs 5.2 have been updated to address both T.O.s. And Updated PWS Paragraph 4.1.1 has been updated to address the second question.

24. The RFQ and PWS §1.5 identify Hangar 1002 as the place of performance. However, PWS §3.1 states that Government-furnished facility access may be provided to Hangar 1002 (NE Bay) or Hangar 1000

(NW Bay). Please clarify whether aircraft washes may be performed in either Hangar 1002 or Hangar 1000 and, if so, how the Government will designate the applicable hangar for each wash.

Answer: Updated PWS paragraph 1.5 and 1.5.1 address this issue.

25. PWS §1.3 states that the 150 SOW averages approximately six (6) HC-130J aircraft washes annually, while PWS §5.1.1 states that scheduled washes will typically range from one to two per month.

However, Attachment 4 – Schedule identifies a quantity of 12 with “Month” as the unit for each contract year. Please clarify how offerors should interpret the monthly unit pricing in Attachment 4. Specifically:

Answer: Please refer to updated PWS paragraph 5.1 for aircraft wash and coordination. Updated PWS Paragraph 1.3 has been removed and now states (reserved).

a. Does the monthly unit price cover all authorized aircraft washes performed during that month, regardless of the number of washes scheduled in that month?

Answer: Please refer to question and answer 10.

b. Are the approximately two unscheduled washes per year included within the approximately six annual washes identified in PWS §1.3, or are the unscheduled washes in addition to the six annual scheduled washes?

Answer: Please refer to updated PWS paragraph 5.1, paragraph 1.3 has been removed and now states (reserved).

c. Are the approximately two unscheduled washes per year included within the approximately six

d. Are the approximately two unscheduled washes per year included within the approximately six

Scheduling office and to arrive on time. However, the PWS does not specify the advance notice the contractor will normally receive for either scheduled or unscheduled washes. Please clarify the normal and minimum advance notice the Government will provide for both scheduled and authorized unscheduled aircraft washes. Additionally, please clarify whether the contractor will receive a recurring schedule or individual notification for scheduled washes and, for unscheduled washes, what response timeframe the contractor will be expected to meet following notification?

Answer: Please refer to updated PWS paragraph 5.1, paragraph 1.3 has been removed and now states (reserved).

27. PWS §3.3–3.4 identify Government-furnished support required for aircraft wash operations, including Government personnel to operate aircraft systems, AGE/maintenance stands, and hot-water boiler support. Please clarify the operational procedure the contractor should follow if any required Government-furnished support is unavailable, inoperable, or otherwise cannot be provided when needed for a scheduled or authorized unscheduled wash, including Government personnel, AGE/maintenance stands, or hot-water boiler support. Specifically, please identify whether the contractor should wait for the required support, reschedule the wash, or follow another Government-directed procedure?

Answer: Updated PWS Paragraph 3.4 has been updated. And paragraph 3.6 has been added to address

Government-furnished support is unavailable, inoperable, or otherwise cannot be provided when needed.

28. PWS §3.2 states that the Government will provide wash pads, buckets, wands, and basic supplies from the 58/150 MXS Wash Rack. PWS also states that the Government will provide MIL-PRF-87937 Type III and Type IV cleaning compounds, while contractor-furnished materials exclude items identified as

Government furnished under Section 3. Please provide a more detailed list of the Government-furnished wash-rack supplies that will be available to the contractor for each wash, and please confirm that sufficient quantities of the Government-furnished MIL-PRF-87937 Type III and Type IV cleaning compounds and other applicable wash supplies will be available to complete each scheduled or authorized unscheduled wash?

Answer: Updated PWS paragraph 3.2 has been updated to address this question.

29. Technical Exhibit 1 establishes an AQL of no more than 10 initial cleanliness discrepancies on the 150 MXG Form 164, while PWS §5.3.2 requires the contractor to correct discrepancies identified during post-wash inspection before departing the base. Please clarify how an “initial cleanliness discrepancy” will be defined and counted for AQL purposes, including whether multiple deficiencies in the same aircraft area are counted individually or as one discrepancy?

Answer: Updated PWS Paragraphs 5.3.2, 5.3.2.1 through 5.3.2.4 have been added to address this question.

30. PWS §5.3.2 requires the contractor to correct post-wash discrepancies and submit a signed Certificate of

Conformance before the wash is considered complete. RFQ also incorporates provisions addressing inspection and acceptance, payment, and electronic submission of payment requests. Please clarify whether acceptance for invoicing purposes occurs upon completion of the post-wash inspection and submission of the signed Certificate of Conformance, or whether a separate Government acceptance action in WAWF is required before the contractor may submit or receive payment for the completed aircraft wash?

Answer: Updated PWS Paragraphs 5.3.2, 5.3.2.1 through 5.3.2.4 have been added to address this question. Once the contractor has completed the wash, and receive a Certificate of Conformance of the completed wash, the contractor can submit an invoice electronically via Wide Area Work Flow. The vendor must upload the signed Certificate of Conformance to the invoice. The COR will accept the invoice in Wide Area Work Flow.

31. Technical Exhibit 2, Deliverables Schedule, identifies the QCP as PWS §1.4.3 and the Base Access

Request as PWS §1.4.5.2. However, the current PWS places the QCP requirement in §1.9 and the base-access requirements in §1.11. Please confirm whether the PWS section references shown in Technical Exhibit 2 are typographical errors and confirm the correct PWS sections applicable to these deliverables.

Additionally, please confirm the applicable PWS section for the Contract Manager designation, including whether PWS §1.14 is the correct section governing this requirement?

Answer: For Technical Exhibit 2 the PWS paragraph references have been corrected. Additionally, paragraph 1.14 of the updated PWS has been updated.

32. Attachment 3 instructs offerors to submit at least three (3) experience references from the past five years. However, the RFQ's evaluation section states that up to three experiences can be submitted.

Please clarify whether submission of three experience references is mandatory, or whether offerors may submit fewer than three experiences without being excluded from evaluation?

Answer: Attachment 3 has been updated to read submit up to three (3) experience references

Submission of three experience references is not mandatory. Offerors may submit zero, one, two or three experiences without being automatically excluded from the evaluation. However, offerors should be aware that this acquisition is being conducted using a comparative evaluation as described in the solicitation and authorized under RFO FAR Part 12. The Government will comparatively evaluate the depth and breadth of each offeror's submitted experience to determine which quote represents the best value. Consequently, a quote that includes fewer than the maximum three allowed experiences may be evaluated less favorably than a quote that demonstrates a more comprehensive history of relevant experience.

33. The SCA Wage Determination lists multiple potentially applicable classifications, including 23060 –

Aircraft Servicer and 23080 – Aircraft Worker. Please clarify which SCA classification the Government considers applicable to employees performing the HC-130J exterior aircraft washing duties under this requirement for purposes of preparing the offeror's pricing?

34. PWS §1.10 states that the Government will evaluate contractor performance using a Quality Assurance Surveillance Plan (QASP), which defines performance standards, surveillance frequency, and acceptable quality levels. However, the QASP is not included with the solicitation. Please clarify whether Technical Exhibit 1 (Performance Requirements Summary) contains the complete set of contractor performance standards and AQLs applicable under the contract, or whether the QASP will establish any additional performance requirements or evaluation criteria?

Answer: Technical Exhibit 1 provides performance objectives, standards, AQLs, and surveillance methods. Please note that the Quality Assurance Surveillance Plan (QASP) will follow the the information from the Acceptable Quality Level (AQL).
