About this file
This pre-proposal presentation outlines requirements for an air terminal and ground handling services contract in Kuwait. Offerors must provide staffing plans and management approaches to meet all personnel requirements detailed in the performance work statement. Technical proposals are limited to eight pages and will be evaluated on an acceptable/unacceptable basis for two subfactors relating to staffing integration and implementation approaches. Price proposals will be evaluated for completeness and fairness, with the technically acceptable lowest-priced offer receiving award. Past performance will be evaluated as more important than price, using up to three recent and relevant references covering contracts within the last three years valued at over $150,000. The pre-proposal conference is scheduled for January 28, 2020, with final proposals due February 11, 2020 and award anticipated by June 1, 2020. The contract will be awarded on a best-value tradeoff basis to a responsible offeror providing the best value to the government.
