II.A.

With the RFP language stating that all awarded carriers must maintain their CRAF or VISA participation for the duration of the contract, does that force the MM-3 contractors to maintain CRAF or VISA participation throughout the contract?

No, MM-3 contractors are not forced to maintain CRAF or VISA participation throughout the contract. If VISA or CRAF participation is terminated or ceased, voluntary or involuntary, your company will no longer be eligible for task order awards under the MM-3 contract.

5 Pre-Proposal Conference N/A If the Safety and Audit Checklist from a previous contract is still valid, why do you need to submit a new checklist for MM-3.

The MM-3 contract is independent of all previous iterations of this contract and other contracts. Each offeror shall complete and submit a new safety and audit oversight plan in accordance with the solicitation

Yes, subcontracting goals can be from multiple small businesses. Yes, these goals can only include domestic transportation.

8 Attachment 11, Small Business Plan N/A Do contractor's who are classified as a small business need to submit something stating they are a registered small business?

No, the government will verify the contractor's SAM registration and therefore the contractor is not required to submit an additional document stating this information.

9 RFP Corporate Experience 52.212-1 III. (B.)(1.)

Does each Corporate Experience Questionnaire need to include all things listed in the table under Volume II - Technical Proposal (Scope, Magnitude, Complexity) or just all questionnaires submitted combinded need to cover all items listed in the table?

IAW the solcitiation all references provided, when considered together, should demonstrate recent and relevant corporate experience of the Offeror, and/or subcontractor(s).

10 Attachment 1, PWS 1.21.2 Does the contractor need to complete the safety and audit checklist if they intend on using a DoD approved carrier?

Per PWS Para. 1.21.2. "AMC/A3B approved US-flag or foreign flag subcontractors are exempt from the audit as long as they remain on the AMC/A3B, DoD-approved carrier listing."

11 RFP Corporate Experience 52.212-1

To prove Corporate Experience and when the Government references that the contractor must show they can "do the work" what is meant by that? Management or oversight of the work or the actual work because one company does not do it all.

The Government expects the contractor to show that they either performed the work or have the mamagement and oversight over the logistics supply chain to accomplish each task in the Corporate Experience Table.

12 RFP Corporate Experience 52.212-1 When referencing the geographical locations, how specific should the contractors be? Would "Northern Europe" or "EUCOM" suffice ?

Yes, "Northern Europe" or "EUCOM" or similar would be acceptable geographical locations. Also, country specific locations will be accepted, e.g. "Germany".

13 Attachment 1, PWS 2.5.2 (Table 2.5)

Why is "Neutral" listed below "Unsatisfactory" in the table and will "Neutral" be evaluated as a lower past performance rating at the Task Order level?

Table 2.5 in the PWS is a definitions table and "Neutral" will not be considered as a lower past performance rating than "Unsatisfactory" at the Task Order level. A "Neutral" past performance rating will be evaluated per FAR 15.305(a)(2)(iv). The "Neutral" definition will be clarified in Amendment 1 to the RFP.

14 Attachment 3 Ordering Procedures 2.5 Has the Government considered lowering the Variance threshold below 25% and to include a minimum guarantee at the Task Order level?

The Government analyzed historical data and a variance of 25% meets the government's requirment. No further changes.

15 Attachment 1, PWS 3.9 The Fuel Purchase language was removed from the MM-3 PWS, will fuel purchase cards be allowed under the MM-3 contract? Fuel purchase language has been added back into the PWS in Amendment 1 of the RFP.

16 RFP Corporate Experience 52.212-1

In the "Magnitude" section of the Corporate Experience table, the Government references 40ft and 20ft containers and 20ft containers represent less than 1% of the cargo moved. There is no special skill set required to move a 40ft vs 20ft container and this might unneccessarily limit competition. Will the Government consider adjusting this Corporate Experience requirement?

The table has been updated in Amendment 1 of the RFP to reference delivery of 20ft or 40ft containers.

17 General N/A Is it possible to get historical cargo moved under the previous contract?

A historical award slide is part of the Pre-Proposal Conference slide deck and the cargo commodities listed in the Corporate Experience table are indicative to the typical cargo moved under this contract.

18 RFP Corporate Experience 52.212-1

Is the Government trying to determine if the contractor is capable of moving refrigerated cargo successfully? Does the Government want to know if the contractor has experience with temperature controlled cargo? Moving refrigerated cargo is addressed for sealift transportation in the RFP but not airlift transportation.

Reference to Paragraph 1.12 in the PWS was added to the Corporate Experience table. The Contractor should describe their ability to move cargo in accordance with this paragraph.

Also, Contractors should include in the proposal experience with transportation of refrigerated cargo on all modes.

19 Attachment 1, PWS 7.1.4 Are you saying that the existing statues apply by mode in that depending on where the damage/loss occurred in mode, that statute would apply? Montreal Convention for air, etc.? Please clarify.

Liability is governed by the applicable statute or multi-lateral international agreement based on the mode of cargo transportation (i.e. air, sea, or land) at the location where the loss or damage occurred.

N/A Where is the list of the DoD approved carriers?

AMC/A3B maintains the DoD approved carrier listing which is not on a public website. If you would like to verify that a carrier is DoD approved please call AMC/A3B at 618.229.4801.
