• Statement acknowledging the requirement to remain a Voluntary Intermodal Sealift Agreement (VISA) Participant or Civil Reserve Air Fleet (CRAF) Participant, not in a suspended non-use status (carrier in good standing), for the duration of the contract.

Technical Proposal – Subfactor A

Area Defined Recent Defined as experience occurring within the prior three years from date of proposal submission

Relevant Defined as multimodal cargo transportation of similar scope, magnitude, and complexity

Scope Defined as experience transporting cargo door to door using the following modes: linehaul (i.e.

trucking), airlift, and sealift; experience moving hazardous materials, palletized and containerized perishables, over dimensional cargo (container and breakbulk), and heavy lift cargo (container and breakbulk); and experience moving cargo globally.

Magnitude Defined as delivery of more than four (4) 20’ and four (4) 40' Reefer containers in one shipment;

delivery of more than four (4) oversized pieces of cargo such as military helicopters (e.g. UH-60) in one shipment; and delivery of 100 or more warehouse skids (10 or more 463L military pallets) of cargo in one shipment, moving globally and utilizing multiple modes of transportation.

Complexity Defined as the door-to-door pickup and delivery of cargo using multiple modes, submitting timely and accurate In-Transit Visibility (ITV), prior permission required (PPR) request and authorization, obtaining diplomatic clearances (DIPS), processing customs clearance, and collaborating with foreign government entities for inland transportation to include security escort detail.

Evaluation Process

• The Government intends to award multiple Fixed Price IDIQ contracts resulting from this solicitation to the responsible offerors whose offers conforming to the solicitation will be most advantageous to the Government, technical capability and other factors considered.
