ORDERING PROCEDURE
CARRIER SELECTION
“FAIR OPPORTUNITY PROCESS”
1. Fair Opportunity to Compete.
1.1. Fair Opportunity to Compete for Task Order (AMD Mission) Awards. Under the Theater Express multiple award process and in accordance with FAR 16.505, all multiple award contractors shall be provided the fair opportunity to be considered for each order in excess of $3,000 pursuant to procedures established in this section.
1.1.1. The Air Mobility Division (AMD) Airlift Control Team (ALCT) shall conduct a best-value analysis for each award and consider the following factors, Regional On-Time Performance, Overall On-Time Performance, Violations, and Price where the non-price factors are more important than price. In addition, the AMD reserves the right to award to a higher performing, higher priced contractor if the performance level of the lower priced contractor(s) is below the on-time performance standard of 90% as stated in the Service Delivery Summary, PWS Paragraph 2.
1.1.2. Only the AMD (Ordering Office) is authorized to order services under this contract. For the purposes of this contract, the AMD/ALCT award email notification and AMD award spreadsheet will constitute the task order.
1.1.3. The AMD/ALCT will email daily spot-bid requirements to contractors each morning (approximately 0715L/0415Z). The contractors have the option to review their existing capacity and respond with a daily-spot-bid rate within 75 minutes of notification unless otherwise directed by the ALCT. Spot bids received after the cutoff may be considered; however, those city-pairs that have already been awarded will not be re-evaluated. The carrier must ensure the correct airframes are utilized when calculating the rates based on dimensional data provided. The carrier’s proposed daily spot-bid rate must be “equal to” or “lower than” their awarded Not-To-Exceed (NTE) rate.
All rates must be an all-inclusive cost per pound rate.
1.1.4. City-Pair Links/Combinations. In addition to individual city-pair bidding, the contractor may also submit linked bids. Linked bids allow the contractor to provide a single rate if awarded multiple city-pairs. The following demonstrates an example of how the contractor is permitted to bid according to the linked bid process.

Linked city-pairs and rates shall be submitted in the main body of the spot-bid email response. The linked city-pair rate shall not exceed any NTE rate on contract for any of the city-pairs. The linked rates must not be the same rate as entered on the spot-bid spreadsheet.
