ADVANCED TRACEABILITY AND CONTROL (ATAC)

QUESTIONS & RESPONSES
Questions 7 - 11
7) The GFM Carrier Reports provide detail of the shipments completed at any activity during any selected time period. Can you provide a comprehensive list of shipments completed under contract number W81GYE-04-D-0035 over the past several years providing the origin, destination and weight of each shipment and including whether the whether the freight was Carcass Express?
RESPONSE: The ATAC program does not use GFM. At this time, we are unable to provide a comprehensive list containing the requested data for each shipment under contract number W81GYE-04-D-0035. The data is contained within the Navy's e-RMS system. Prior to releasing shipment data, the Government must redact all sensitive/classified information and in accordance with 18 U.S.C. 1905, we must provide Miramar Transportation the opportunity to redact any proprietary information. Due to the extensive timeframe and manpower associated with pulling and redacting the data, the Government will not be able to provide the requested data before the proposal due date.
8) There is a huge variance possible in the daily coverage of an area within a 70 mile radius, i.e to cover the perimeter is 510 miles vs. one pick up of 140 miles or less. Similarly, the difference in the cost of a cargo van vs. a straight truck vs. a tractor with a 53’ van or flat bed trailer is significant. Can you provide a comprehensive list of shipments completed under contract number W81GYE-04-D-0035 over the past several years providing the origin, weight and number of pallets/packages completed within the 70 mile radius of each Hub or Nodes as detailed in the solicitation?
RESPONSE: For local area pickups, the carrier has the ability to contact the customers daily to find out if they even have any freight to be picked up. As far as the number of pallets/packages completed within the 70 mile radius, the ATAC program does not possess this type of information.
9) Is the contractor responsible for consolidation at the Nodes or is the freight moved to one of the Hubs for consolidation after it is returned to the Nodes pursuant to the local pick up IAW Appendix B?
RESPONSE: The space for the consolidation effort is provided at the two Hubs, any other consolidation effort provided by the carrier is accomplished at a site of their choosing.
10) With respect to the shipment volumes, can ATAC identify what percentage of the total are actual engine shipments requiring the use of exclusive truckload (non-consolidated) transport?
RESPONSE: The ATAC program does not track carrier loading capabilities so we do not know when or if a single truck would be used for an engine shipment.
11) For shipments to and from Hawaii that maybe classified as oversize, Rotor Hubs, generators & helo blades, will there be an accessorial charge within schedule B price?
RESPONSE: Over-dimensional shipments are excluded from the scope of this contract. PWS Paragraph C.2.1 (2).
