Questions 12 - 27
12) Is the contractor responsible for any consolidation for freight that does not transit through a hub or a node?
RESPONSE: The contractor is responsible for consolidation of freight whether or not it transits through a hub or a node. Direction is provided by the e-RMS.
13) You previously answered that any other consolidation effort provided by the carrier is accomplished at a site of their choosing but the question is specifically what responsibility does the contractor have for the freight after it is returned to the node; does it stay there for further consolidation, does the contractor forward it to the hub for consolidation, or is it shipped to other regions?
RESPONSE: Yes, nodes can retain assets for further consolidation.
14) Can you provide a comprehensive list including city and zipcode of all transshipment points, storage points and repair points and end users shipped to and/or from used in the past contract
(W81GYE-04-D-0035)?
RESPONSE: At this time, we are unable to provide a comprehensive list containing the requested data under contract number W81GYE-04-D-0035. Due to the extensive timeframe and manpower associated with pulling and redacting the data, the Government will not be able to provide the requested data before the proposal due date.
15) Can you provide complete addresses of the daily and on call pick-up and delivery points identified in Appendix B and include any additional pick-up and delivery points in addition to the ones identified in Appendix B under the past contract W81GYE-04-D-0035?
RESPONSE: No, customers and facilities for both commercial and government sites change/relocate over time.
16) Can you provide at least an estimate within a range, the Carcass Express shipments as a percentage of total shipments.
RESPONSE: Not to exceed 20%
17) Please explain how you apply the DTOD to payments when all pricing is based on a Zone Matrix? Given the huge variance in transportation costs to or from all points Region 0 which includes all of Canada and the fact that no historical shipment data is available to narrow the range would ATAC consider pricing based on DOD Baseline Class 100 rates top enable more accurate pricing of this RFQ and ultimately lower pricing to ATAC?
RESPONSE: We are not considering a different pricing structure. Schedule B applies.
18) Please advise who is responsible for providing the materials used in the packing and crating of the shipments.
RESPONSE: The originating customer or pick up site.
19) Is the contractor responsible for providing the pRFID tags or are these issues by the government?
RESPONSE: The Government will provide the physical tag/label; however, the contractor shall create the pRFID tags/labels and attach them.
20) Is there government owned forklift equipment at all pick up and delivery points?
RESPONSE: Government furnished forklift equipment is NOT provided at all pick up and delivery points.
21) C.1.2.3 (2) States the business hours of the consignee are available in the Transportation Facilities Guide. Does this mean all or most of the consignees are military installations?
RESPONSE: No. In the event the consignee is not in the Transportation Facilities Guide, the shipper is responsible for providing to the contractor the consignee’s business hours at the time of shipment.
22) C.2.3 Can shipments over a period be submitted as one invoice with a separate line item per shipment or does each shipment require a separate invoice.
RESPONSE: Invoicing shall be accomplished continuously. Once a shipment is completed, it should be invoiced.
23) C.2.5 Can you specify the security clearance required?
RESPONSE: PWS paragraph C.2.5 deals with Government furnished property and services.
Personnel requirements are indentified in PWS paragraphs C.4.8, C4.8.1 and C.4.8.2.
24) Given the difficulty in trying to competitively price this RFQ with limited historical shipment information, the large shipment volume to be priced and the summer vacation schedules most companies are subject to this time of the year, would ATAC consider and extension of the due date?
RESPONSE: No extension of the due date is being considered.
25) Is the transportation to and from Hawaii being provided by the incumbent contractor or is it being done by AMC currently?
RESPONSE: Under the current ATAC contract, AMC handles over-dimensional shipments to/from Hawaii and the ATAC contractor handles the within dimension shipments to/from Hawaii.
26) How likely is it that the ATAC service provider will be tasked with providing the transportation between Hawaii and Conus?
RESPONSE: It is extremely likely shipments to/from region 9 will occur. Estimated volumes are provided in schedule B.
27) Appendix B- Dedicated trucks routes have been added between Lemore and China Lake and Fallon. Are there any Dedicated routes for R&R in the East Coast and Southwest or they handled as LTL as needed?
RESPONSE: There are no dedicated runs for all other R&R sites. R&R sites not identified as dedicated are handled on an "On Call" Basis. Transportation costs for these non-dedicated R&R are handled using the region to region pricing in Schedule B.
