1. This appears to be strictly a Part 135 solicitation with the phrasing 'Non-scheduled Chartered Passenger Air Transportation' - correct?
Answer: The phrase “non-scheduled chartered passenger air transportation” means the service required is charter air service, not scheduled air service. It does not refer to the type of Air Carrier Operating Certificate (Part 121 or Part 135) held by the offeror. See Clause 5552.247-9001 - Requirement for Authorization to engage in air Transportation (Aug 2007) Alternate II (Aug 2007) page 45 of the solicitation.
2. Are the flight window times written in stone for all missions, Monday thru Friday?
Answer: The scheduled flight windows as written in the PWS are as required by the customer and are firm. Only aircraft capable of meeting all technical requirements of the PWS will be considered.
3. If there's a cost benefit that extends the Flight Window up to 3 hours for the Monday AM and Friday PM Point Mugu - San Nicolas - Point Mugu, will this be acceptable?
Answer: The only acceptable solutions are those that meet the techncial requirements of the PWS.
4. Is this a 'new' contract?
Answer: The proposed effort will follow-on to an existing contract that will be expiring.
5. Is there is a similar contract currently being filled?
Answer: Yes
6. Who is filling it?
Answer: Phoenix Air Group, LLC
7. What's the current mission?
Answer: The Government currently contracts for similar air taxi service between Pt Mugu and San Nicholas Island.

9. Will we be considered non-compliant if we only provide aircraft services for China Lake?
Answer: An offer that does meet all of the technical requirements of the PWS will not be considered. Due to spacing issues one contract will be awarded for both services.
10. Can San Nicolas and China Lake flights be combined? (i.e. Point Mugu
- San Nicolas - China Lake, or Point Mugu - China Lake - San Nicolas).
