SOLICITATION H9402-13-R-0002

ACTIVE DUTY DENTAL PROGRAM (ADDP)

QUESTION AND ANSWER (Q&A) SET #2

1. Reference Section I clauses. Would the government consider exempting the ADDP from CAS based on CFR 9903.201-1(b)(15) which states: “ Firm-fixed-price contracts or subcontracts awarded on the basis of adequate price competition without submission of cost or pricing data.” This exemption seems to qualify based on RFP section L.8 states that the implementation will be proposed as a firm-fixed price as well as the Dental Health Care will be proposed as a fixed-unit price per CDT code. Additionally, RFP section M.6.2 states in part: “The government anticipates adequate price competition to establish price reasonableness.” Lastly, L.8.1 states in part: “Adequate price competition is anticipated, so offerors shall not provide certified cost and pricing data or information other than cost or pricing data.”

ANSWER: The DRAFT RFP was issued in November 2012 for industry comment. The solicitation issued on March 3, 2013 reflects the Government’s conclusion considering any industry input.

2. Reference the Eligibility Data File. Request the government please provide a definition for the data field "MBR_CAT_CD" in the eligibility file provided as well as the time period that the file represents?

ANSWER: The Member Category Code identifies the status of the Service Member. Please note that the following table is at the top of the data file (ADDP Eligible Data – Oct2012.xlsx) that was provided to potential offerors in November 2012. The data is current as of Oct 31, 2012.

MBR_CAT_CD

A
Active Duty
G
National Guard member (mobilized or on active duty for 31 days or more) Early ID Alert Status
J
Academy student (does not include Officer Candidate School or Merchant Marine Academy)
P
TAMP
S
Reserve member (mobilized or on active duty for 31 days or more) Early ID Alert Status
T
Foreign military members
3.Reference C.4.5. Beginning with the start of option period 1, DMDC will forward a monthly data file containing changes in the status of ADSMs living within 50 miles of a Military Treatment Facility (MTF) that has no DTF. The contractor will use this file to enroll the newly identified ADSMs in DEERS by entering the remote ADSM Health Care Delivery Program (HCDP) Plan Coverage Code with an end date set to end of eligibility.
Will the Government consider loading the monthly ADSM status changes directly into DEERS.

ANSWER: DMDC cannot automatically enroll the ADSM as a remote member when there is an MTF that does not have a DTF and the ADSM is not in TRICARE Prime Remote (TPR). The contractor has to enroll these ADSMs into the remote ADDP through the DEERS Online Enrollment System (DOES).

4. Reference the Claim File. In the claims file provided, do the procedure and claim counts represent paid claims or represent all claims processed including the denied claims as provided in a separate file.

ANSWER: The claims data provided in November 2012 represents all paid claims. There are no denied/rejected claims in this file. Separate data was provided in March 2013 indicating the frequency of the rejected claims.

5. Reference Data Requests. Request the Government provide the following to assist with preparing a competitive bid:

1) Since call volume associated with appointing is an integral part of pricing request the Government provide outgoing call volumes associated with appointing.

ANSWER: The number of appointments scheduled by the incumbent was provided in March 2013. The Government does not track and does not have further information regarding additional call volume associated with appointments.

2) Request the Government provide the annual number of ADSMs enrolled in DEERS by the incumbent for the current contract.

ANSWER: The Government does not track and does not have further information regarding how many ADSMs the incumbent enrolls for the current contract.

3) Request the Government provide claim counts by eligible category as defined by C.8.2

ANSWER: Remote claims and DTF referred claims are indicated in the claims file data provided in November 2012. The Government does not track and does not have further information regarding claims by the remaining categories listed in C.8.2 with the exception of the Foreign Forces. The approximate total number of claims by Foreign Forces is OP1 – 462, OP2 972, and OP3 – 1,113. Review Attachments J-3 and J-7 for further explanation of the categories listed in C.8.2

4) Referencing the ADDP Contractor Scheduled Appointments request the Government also provide the total number of appointments made directly by the DTFs and by the ADSMs for each contract year

ANSWER: The Government does not track and does not have further information regarding the appointments made directly by the DTFs.

5) Request the total number of Referrals made by DTFs by year under the current contract.

ANSWER: Total counts for DTF referrals are listed on the first tab of the claims data dictionary that was provided with the claims data file in Nov 2012. The total counts for DTF referrals by FY listed in the data dictionary provided in Nov 2012 defined “DTF Referred = Y” as any line item record that contained a DTF_DMISID on the record. Any records that were missing a DTF_DMISID were defined as “DTF_Referred = N”. This can differ from categorization of the data by the “DTF_AREA” field, which is a code that represents if the ADSM is within reach of a DTF or is in a remote location.”

6) For each year of the current contract please provide referrals by DTFs listed in attachment J-13. This information is important to ensure contractor ability to provide an adequate network to meet access standards in all geographies.

ANSWER: This information is provided by each individual claim in the claims data file. The claims data indicates the referring DTF by DMIS ID. See the Variable labeled DTF_DMISID in the data dictionary and also in the same document see the tab labeled DMIS ID Information. In addition the zip code of where the care was provided is in the same data file.

7) Please provide the number of claims originated by category (DTF referred and remote ADSMs) for each year of the current contract.

ANSWER: See answer to #5. 3).

6. Reference C.9.1 – Referral System. Request the Government provide the following to assist with preparing a competitive bid:

1) Is the current ADDP program supported by a CAC enabled, PKI compliant referral system as specified in the current solicitation? If yes, was the current ADDP contract modified after its original award in order to specify the CAC and PKI requirements?

ANSWER: No.

2) Did the Government pay for or reimburse the incumbent contractor for establishing a system compliant with CAC and PKI requirements?

ANSWER: Not applicable, see response above.

3) What rights, if any, does the Government have to the referral system used by the incumbent contractor for ADDP?

ANSWER: The Government does not have any rights to the system except for access rights.

4) If the Government did provide funding for the development of the existing referral system as part of a modification or change order to the existing contract, will the existing system be made available as GFE?

ANSWER: This is not Government Furnished Equipment.

5) Does the Government own the interfaces that were established to support the current ADDP referral system? Will all such interfaces and the related security infrastructure be available as GFE?

ANSWER: This is not Government Furnished Equipment.

6) Please provide the technical specifications necessary for interfacing with Government systems and the DTFs as required by the solicitation

ANSWER: The Government does not have specifications as a contractor’s referral system will not interface with Government systems. The successful offeror’s system will allow the contractor to track referral and authorizations and allow the Government and the DTFs to access it in order to input referrals and authorizations (see C.9.1).

7. Reference J-2. Please clarify the status of x9999 procedure codes - These are not listed as covered benefits in the J-2 attachment however they are in the Exhibit A pricing table. Please clarify this apparent contradiction.

ANSWER: Attachment J-2 and Exhibit A will be corrected in a forthcoming Amendment.
