HSTS07-11-R-00049 QUESTIONS AND ANSWERS
AMENDMENT NUMBER 003
A. This amendment is issued to provide answers to the final contractor questions:
QUESTIONS 24-35:
24. If the incumbent has 4.5 FTEs currently, and the new contract has 3 FTEs: A) has the amount of work changed? B) has the description of work changed?
Government Response: No, for both A & B.
25. The PWS mentions “Secret” clearances. Do our staff need active secret clearances to be considered for this work? If so, will interim secret clearance suffice?
Government Response: The Government has detailed the requirements and process for obtaining a security clearance; refer to solicitation Sections C.2, C.3 and H.3 and solicitation Amendment 002 Q&A 15, posted on August 11, 2011. Further detail on the TSA pre-employment screening process has been provided in solicitation Amendment 001 posted August 10, 2011.
26. If our staff have secret clearances, will that speed up or eliminate the 15-90 day pre-employment screening process?
Government Response: If proposed staff has current TSA-issued clearances, that may expedite the TSA pre-employment screening process.
27. Can our staff work on-site during the 15-90 day pre-employment screening process?
Government Response: See answer on the TSA pre-employment screening process which has been provided in solicitation Amendment 001 posted August 10, 2011.
28. Can we vary our staff (2, FTEs, 3 FTEs, etc) based on workloads.
Government Response: The Government has requested labor coverage of 3 full time laborers, (one being a lead); refer to solicitation Section B and C.
29. If we hire incumbent staff, do they need to be rescreened (15-90 day process)?
Government Response: All proposed contractor candidates will require TSA pre-employment screening. If s contractor employee possesses a TSA-issued clearance, that may, and has expedited, the process of pre-employment screening on a new contract.
30. Does the incumbent contract utilize the Occupational Code 21050 Material Handling Laborer? Is the incumbent contract utilizing the Occupational Code 21050 Material Handling Laborer for all positions?
Government Response: The occupational title assigned by the Government for the previous contract was Material Handling Laborer for all positions, and so it is the same occupational title as this solicitation. The Occupational Code has changed however from 21040, under the original Wage Determination, No. 94-2345 REV (2) NJ, Atlantic County, to the present Occupational Code of 21050 for this solicitation.

31. Considering work start is Sept 5th, how can we start work on the 5th if there is a 15-90 day pre-employment screening process?
Government Response: The period of performance date is an estimated date.
32. What is the anticipated award date?
Government Response: Award is anticipated on or before September 30, 2011.
33. Please confirm that you are neither requesting nor evaluating resume(s). Correct?
Government Response: Contractor’s are not restricted from submitting resumes, but the Government has not required resumes. The Government will not advise a contractor as to the specific content of their proposal, but will encourage them to refer to solicitation Sections L and M.
The Government will evaluate proposals in accordance with Section M of this solicitation.
34. Are forklift operation and traveling as described in this solicitation excluded by the Department of Labor in their definition of Material Handling Laborers, OCC Code 21050?
Government Response: No. The exclusion referred to, pertains to the operation of a crane or heavy-duty motorized vehicle such as a forklift or truck. This exclusion does not apply to the current solicitation. The forklift used by the TSA is electric and is not a heavy-duty motorized forklift;
reference SOW Section C.2. In addition, the operation of a forklift is not a primary function of the Material Handling Laborer position.
The Material Handling Laborers are not expected to travel on trucks beyond the establishments physical location to load or unload merchandise, so neither does this exclusion apply to the current solicitation, nor is it a primary function of the position required.
35.( Is your) agency happy with the performance of the incumbent and do you want them back? What are some key areas you would like to see improved? What were the things you like most about the incumbent that you would like to see in a new vendor. What are some key aspects of the incumbent that you did not like?
Government Response: The Government will not provide response to questions related to the present contractor’s performance.
B. The due date for the submittal of the proposal remains unchanged by the issuance of this amendment.
