HSTS07-11-R-00049 QUESTIONS AND ANSWERS

AMENDMENT NUMBER 001

A. This amendment is issued to provide answers to the following contractor questions:

QUESTIONS 1-14:

1. Is there an incumbent contractor? [Who is the current contractor?] [Who is the incumbent?] [Who is the incumbent?]If so, what is their name and what is the latest price and its associated performance period (6 months, 12 months, etc.).

Government Response: Currently Trevor L. Newman LLC DBA (doing business as) Leonard- Newman Unlimited, Galloway, New Jersey is providing warehouse labor services to the TSA. The pricing structure of the current contract was based upon a different labor requirement, but the pricing did comply with the Service Contract Act prevailing wage determination.

2. What is the current contract number? [What is their current contract number?] [What is the incumbent’s contract #?]

Government Response: HSCEFA06-C-PBM122

3. How long does it take for TSA to conduct the local background check and appropriate national agency check(s) and is that to be done before an employee starts or while they are working?

Government Response: A potential contractor wishing to support the Transportation Security Administration (TSA), must complete an e-QIP (Electronic Questionnaires for Investigations Processing), and supplemental paperwork, reference solicitation (Section C, 3.0 Security Requirements and Section H.3 Pre-Employment Security Screening of Contractor Employees). Once completed and submitted, each case will be reviewed and a determination will be made regarding a contractor candidates’ suitability to begin supporting TSA as a federal contractor. This period can take between 15 to 90 days after submittal of e-QIP and all supplemental paperwork.

Shortly after a contractor candidate has been found suitable to begin working as a TSA federal contractor, TSA’s investigative agency, will then conduct a full background investigation. Continued federal contract support work is contingent upon passing that full background investigation.

4. Required staffing is one lead laborer and two laborers in paragraph 2.0. Is the Lead Handler mentioned in paragraph 3.0 considered the same as the lead laborer mentioned in paragraph 2.0?

Government Response: Yes.

5. What Department of Labor category from the wage determination has been assigned to the required staff categories?

Government Response: Occupational Code 21050 Material Handling Laborer

6. Is a site visit or pre-proposal conference planned for the Egg Harbor Township warehouse project?

Government Response: No.

7. Considering our document will be 10 pages maximum, do you want all 5 volumes as one MS Word document or 5 MS Word documents? [Should the 5 “volumes” be 5 separate files, or do you want 1 file

with 5 different sections?] [Do cover page and table of contents count against the technical volume’s total page count?]

Government Response: Five (5) separate files should be provided. The cover page and table of contents does not count against the 10 page limit on technical approach, staffing and past performance volumes. (Reference L.3 Proposal Submission). The 10 page limit is the combined page limit total for the technical approach, staffing and the past performance volumes.

8. Should CLINS 0010-0013 be for 12 months each?

Government Response: Yes, CLINS 0010-0013 should be for 12 months each.

9. If this is a FFP contract, can we vary the number of staff and/or quantity of hours the staff works based on workloads and/or efficiencies?

Government Response: Your proposal should conform to the government’s requirement.

10. Is there workload data available so we can develop our own staffing model?

Government Response: The present contract provides four, full-time material handling laborers and one part-time material handling laborer who work Monday through Friday, excluding Federal Holidays; (reference Section, 2.0, Work Hours).

11. If someone is out for a few days, do we need to backfill them with a back-up worker, or is it OK to perform shorthanded for short periods of time?

Government Response: Excusable absences may be acceptable.

12. If the workload increases, beyond that of 3 FTEs, what is the mechanism for requesting an adjustment in the contract to allow us to add more bodies?

Government Response: The Government does not anticipate that an increase to the workload will be experienced but has provided Section B. 2 in that event.

13. What is the square footage of the Supply and Service Branch?

Government Response: The square footage of the Warehouse is 25,500 SF.

14. Will the contractor’s staff be the one supporting the Supplies and Service Branch?

Government Response: Yes, the contractor’s staff will provide Warehouse Labor Support to the Supplies and Service Branch.

B. The cut-off date for the submittal of contractor questions is Friday, August 12, 2011, at 3:00 pm EST. The due date for the submittal of the proposal remains unchanged by the issuance of this amendment.
