HSTS07-11-R-00049 QUESTIONS AND ANSWERS
AMENDMENT NUMBER 002
A. This amendment is issued to provide answers to the following contractor questions:
QUESTIONS 15-23:
15. Do our staff require secret clearances on day 1, or do they just need to be eligible to get Secret clearances?
Government Response: All proposed personnel will be required to undergo and pass a National Agency Check (NACI) Investigation. The personnel security requirements for this solicitation can be found in Sections C.2, C.3 and H.3. Further detail on the TSA pre-employment screening process has been provided in solicitation Amendment 001 posted August 10, 2011.
16. Do we need to submit resume for Key Personnel?
Government Response: A contractor may submit a resume for key personnel identified in their proposal.
17. Is the incumbent still eligible to bid?
Government Response: This acquisition is set aside (100%) for Women-Owned Small Business (WOSB) and the incumbent is eligible to propose on this solicitation.
18. What is the timeframe for the phase-in, phase-out, since the contract is anticipated to start by September 5, 2011?
Government Response: The Government has set forth an estimated period of performance to commence on September 5, 2011. Phase-in and Phase-out timeframes should be detailed in the contractor’s proposal.
19. (Section B. Item 2.) Optional Positions Clins 0006-0013: Do these clins rates apply for the base or option year periods or both? [Does clins 6-9 coincide with option periods 1-4? Should pricing be for clins 6-9 versus 6-10 for the one full time M/H? Should Clin 10 -13 represent the total fixed price for One M/H for each option year?]
Government Response: Section B.1.2. Optional Positions: CLINS 0006-0009 correspond to the Base Year period of performance. The remaining Optional Position CLINS correspond as follows:
CLIN 0010 – Option Period One CLIN 0011 – Option Period Two CLIN 0012 –Option Period Three CLIN 0013 – Option Period Four.
The pricing should represent one full time position for the time duration and period of performance referenced.
20. (page 5, paragraph 1 Staffing Level- Overtime is not anticipated, but if required, would be authorized in writing by the contracting officer prior to occurrence) Does TSA follow standard industry practice that the overtime billing rate applies as 1.5 times the normal billing rates?

Government Response: Although overtime is not anticipated, this contract is subject to the Service Contract Act. An Offeror’s proposal should conform to the requirements for payment under the Act.
21. Wage Determination: Under the Presidential Executive Order designated “Nondisplacement of Qualified Workers Under Service Contracts”, an incumbent contractor employee’s length of service includes the whole span of continuous service with the present contractor or successor contractor. (Reg. 29 CFR 4.173). This regulation affects the incumbent/successor contract employee’s cost structure regarding the total number of paid vacation days.
Please provide each of the incumbent contract employee’s date of hire that is identified by position.
Government Response: The Government has identified the name and location of the incumbent contractor. The contractor is responsible for compiling any additional information as part of their proposal preparation.
22. Section C. Item 2.0 Description of Technical Services Required. Duties require operating and relocating Government provided motor vehicle(s). Please completely define what type of motor vehicles contract employees would operate, including vans, light/medium/heavy duty trucks by size and Gross Vehicle Weight (GVW).
Government Response: Contract employees may operate various types of motor vehicles, example, Chevy Impala; Dodge Magnum; Ford Escape; and Chevy Pick-up Truck. Contract employees may also operate vans (8000 GVW) or Box Truck (14,000 GVW).
23. How long has incumbent had the current contract?
The contract is in the 5th and final year of performance...
B. The due date for the submittal of the proposal remains unchanged by the issuance of this amendment.
