| Question | Response | |
| 1 | In the RFI, the data sets appear to be from the Maintenance |
Service Providers responsible (MSP) for the Transportation Security Equipment (TSE). At first glance, availability matrices may be bias and favorable to the MSP contract vendors based on a contracted service agreements. Are there any mitigating matrices or databases which could be used to address such bias? For example, will there be an attempt to import data from other databases with active uptime matrices? If no
| other database exists, would TSA be interested in a creating system to actively poll each device for uptime data? | No, there is no other database other than MSP raw maintenance data. TSA is not interested in creating a new system for each TSE unit. | |
| 2 | The RFI is mainly focused on reliability and availability |
matrix. Would predictive failure analysis be of interest to the TSA
| should enough data points become available to make predictions? | Yes, TSA requires the ability to do predictive failure analysis. | |
| 3 | The RFI has a data aggregation analysis component. To estimate | |
| transformations required per MSP (from the MSP vendor database(s)), would sample data be available to estimate data Extraction-Transformation-Load (ETL) on a per data-set bases? | Yes, TSA will provide sample data during the RFP process. | |
| 4 | The RFI appears interested in an IT architecture for such |
analysis. Would a cloud solution or an on-premises IT architecture be preferred?
| TSA would like to utilize the TSA iShare for data storage purposes. | |
| 5 | Data ownership and data use of MSP data could be a factor for |
matrix calculations. Who owns the data from the MSP? If the MSP owns the data, does TSA have a data use agreement in place? If so, would the data use agreement be available? If not, would the RFI also include the generation of a data use agreement?
| The data provided by the MSP is TSA data and therefore TSA has the ownership of all the data provided. | |
| 6 | It appears data would be available for analysis on a monthly |
bases. Will real-time data from the MSP also be available? If not, how is the data handling between the MSP and the data analysis services provider going to be coordinated? Will TSA play a roll in coordinating? If TSA will play a roll in coordinating, what roll will
| TSA play (data broker, data transfer agent, meeting coordinator, other)? | TSA receives the data from the MSPs as a contract CDRL submittal and will then provide the data, communicate, and provide guidance to the contractor for the data analysis. | |
| 7 | How long (time-frame) are data analysis services expected to be |
used/maintained? Would there be a future opportunity to expand the
| roll of data analysis services? | The data analysis service is expected to last the entire duration of the contract period an expected BY and 4 option years. | ||
| 8 | Is there an incumbent currently supporting this requirement? | Yes. The incumbent is Logical Essence | |
| 9 | If there is an incumbent, can you please list the contract number and contract value? | The incumbent is Logical Essence under contract HSTS04-13-C-CT3017 | |
| 10 | When will an RFP be issued? | We anticipate RFP release during Q3 of FY17 | |
| 11 | Will this solicitation be a set-aside or full and open? | TBD | |
| 12 | Is the cover page included in the 8-page limit? Can figures and table use a smaller font than the Times New Roman 12? | No, the cover page is not included. Yes, figures and tables may use a smaller font, but not smaller than 8 | |
| 13 | Does the baseline raw data from MSPs explicitly record specific corrective maintenance activities such as corrective maintenance, Telephone Contractor Support, and Depot Maintenance? | Yes | |
| 14 | Does the baseline raw data from MSPs explicitly identify TSE failure criticality and failure relevancy? | Yes | |
| 15 | Does the baseline raw data from MSPs explicitly record all the twelve measurement time points (T-Values) | Yes. | |
| 16 | Can you briefly describe or give examples about how “unstructured” the maintenance data from different MSPs is? | Each MSP follows the requirements in the TSE Metrics Terms and Definitions and RMA Metrics as well as the CDRL/DID for TSE Database submittal, they just utilize different maintenance ticketing systems to collect and report TSA data and therefore there are slight differences in their reports. Examples of the raw data for each vendor will be made available in the RFP and questions pertaining to such data can be addressed then. | |
| 17 | How are the baseline raw data from MSPs currently stored and managed | On a TSA issued laptop and hard drive | |
| 18 | Can you describe your current processes and tools to derive and report operational RMA metrics? | The new requirement will require the contractor to utilize TSA approved software which will be provided to potential offerors when the RFP is posted. | |
| 19 | Will a cloud solution be acceptable or are you requiring a locally hosted solution? | TSA requires a locally hosted solution on TSA iShare in order to meet the stringent TSA IT security requirements. | |
| 20 | Are all associated T-Values captured with time/date stamps in the Case Management system used by the Call Center, or are the T-Values, with date/time stamps captured in the raw data files provided by the contractors? | T-Values, with date/time stamps are captured in the raw data | |
| 21 | Are all associated M-Values captured with time/date stamps in the Case Management system used by the Call Center, or are the M-Values, with date/time stamps captured in the raw data files provided by the contractors? | M-Values, with date/time stamps are captured in the raw data | |
| 22 | Are recursions (all forms currently identified) captured and marked as such in the raw data files available, or are they intended to be derived? | They are captured in the raw data | |
| 23 | Can the government describe the current contractor formats data is sent/received in? | excel files; example data will be provided in the RFP | |
| 24 | What IT architecture does the government currently use to generate reports and charts? Does the government have additional requirements/restraints/constraints related to the type of technologies it will consider for this tools and infrastructure associated with this procurement? | The requirement will require the contractor to utilize TSA approved software which will be provided to potential offerors when the RFP is posted. | |
| 25 | Does the government consider Microsoft-based programs sufficient to meet the needs of the program? | Yes | |
| 26 | How do the MSP's currently submit their metrics (FTP to/from TSA, CD, email, http, etc)? | CD & Email | |
| 27 | Is it desired to provide an analytic solution that allows users to incorporate heterogeneous data sources? | Yes, one of the primary requirements will include receiving raw maintenance data from several different MSPs, and then calculate performance metrics from the data, evaluate if MSPs meet contract requirements and submit evaluatoin results to the TSA. | |
| 28 | Is it desired for users to be able to filter, drill down, multi-select and/or spatially select items of interest? | Yes | |
| 29 | Is it desired to provide the ability to present data in a wide variety of interactive visual formats, including maps? | It is not a necessisty | |
| 30 | Is it desired to provide users with the ability to create reports and charts from scratch, not requiring IT intervention? | Yes | |
| 31 | Is it desired to provide users with the ability to incorporated sophisticated statistical models, using languages such as R and Python? | No | |
| 32 | Aside from EDS, who are the other MSPs (Master Service Providers)? | The EDS Maintenance Service Providers (MSP) are currently L3, Morpho Detection, and Leidos; and the checkpoint security equipment prime MSP is Leidos | |
| 33 | What operational systems are being used to capture the TSA metrics of interest? There are references to call center systems, maintenance/repair systems, etc. | Each MSP utilize a maintenance ticketing systems to collect and report TSA data and therefore develop their own unique system. | |
| 34 | What is meant by flexibility of query request? | The ability to provide reports when requested. Query requests would include reports that address the failure frequency of parts, down times associated with different failures, ranking of systems based on government specified criteria, etc. These requests are products of customized data queries using the raw maintenance data | |
| 35 | What is the desire for self-service analytics versus traditional IT-developed/led managed reporting? | N/A | |
| 36 | What are current SLAs for report turnaround time? | The SLAs will be provided in the RFP; (several days) | |
| 37 | What is the process today for data analysis of the target TSA metrics? | The incumbent is Logical Essence under contract HSTS04-13-C-CT3017 | |
| 38 | Kindly clarify the format (“Text only / Hybrid (Date+Text+Numbers)/etc.) that is being used for maintain current data of MSPs. | Data examples will be provided with the RFP; format is mainly Date+Text+ Numbers. | |
