The storage process facilitates the three business day delivery requirement seen in 6.7 of this statement of work. During the initial phase of the contract it is likely IDP will require direct shipments to both the IDP production facility and to storage. Although, future deliveries may come directly from the vendor’s storage once an ample storage amount has been generated. It is anticipated the vendor will require time to create the necessary storage quantities to support future deliveries in accordance with the three business day delivery requirement, thus the vendors ability to create such storage in a timely manner should be identified in the project plan. The vendor shall have ample storage space and eventually ample products in storage to support the three business day delivery requirement.

5.0 Testing

5.1 Design Task / Customary Artwork Testing First article post award testing shall be in accordance with 52.209-4. The IDP program will test and evaluate supplies if there are changes in subsequent production batches. In this event, Offerors will be required to submit card stock and components at their own expense to an independent third party testing facility. Third party testing will be conducted in accordance with applicable ISO and ANSI Standards, which are identified in this Statement of Work. This testing is necessary if subsequent production batches change and the artwork design task was initiated and a newly designed card is resultant.

Design task testing requires Offerors to personalize the cards prior to third party testing and prior to shipment to the IDP Program Office. The intent of the design task testing is to ensure each of the card stock types and components are chemically compatible.

When the Contractor changes card stock or associated components, the Contractor shall, notify the Government and if deemed necessary by the Government, follow the Design task testing procedures. When the Contractor changes card stock or associated components the Contractor shall allow the Government or its’ designated agent to conduct testing of new and/or modified products and materials on IDP owned production systems.

Stage 1 Testing

This is post award testing for any Design Task / Customary Artwork changes. Offerors shall at their expense ship personalized CR80 Non-Optical card stock types directly to the Government designated independent test laboratory for testing, per the quantities specified below. In the case of cards with magnetic stripes or RFID data, all cards shall contain the same data or information. The cards will be read prior to and after tests. Identification Cards - Test Methods -

ISO/IEC 10373-1

Part 1: General Characteristics

Identification Cards - Test Methods -

ISO/IEC 10373-2

Part 2: Cards with magnetic stripes

Specifically, cards will be read before and after being tested for each of and any combination of the following:

· Card dimensional stability - for readability

· Adhesion or blocking

· Dynamic bending stress

· Dynamic torsion stress

Specifically, cards will be read after being tested for each of and any combination of the following:

· De-lamination

· Resistance to chemical exposure

· Ultraviolet light

· Sutherland Rub test

· Immersion in artificial perspiration.

The test lab will expose the cards to UV to evaluate the durability of the cards after exposure to UV light. The face and back of the cards are placed in a QUV cabinet and exposed to UV-B rays at peak temperatures of 59C. The cards are examined at 1-hour, 4-hour, 8-hour, and 24-hour intervals. The test lab will send a copy of final test results to the Offeror at the same time the originals results are sent to the IDP.

The outcome of the Sutherland Rub test is used for evaluating the resistance of the card surfaces to scratches from repeated rubbing against other cards. The apparatus used is a Sutherland Rub Tester with the 4- pound weight. The weight oscillates in an arc pattern, back-and-forth over the card at a rate of 45 cycles per minute. The front of one card is rubbed over the back of another and both surfaces are inspected for damage.

For cards that are RFID compatible, the following tests shall be performed:

5.2 Post-Award Acceptance Testing

Post-award acceptance testing will be conducted on a recurring basis to ensure each lot of cards produced is compliant with contract requirements. Acceptance of line items shipped directly to vendor storage or to IDP production facilities will be subject to the formal Non-Optical Quality Assurance Post-Award Test Plan, which requires random sample testing in accordance with the Forensics Document Laboratory ICPS Quality Standards and the ISO/ANSI Manufacturing Standards. The USCIS IDP Non-Optical Quality Assurance Post-Award Test Plan will be used to ensure all line items are compliant with the requirements of the acquisition. This plan will not be provided to offerors prior to award. The Non-Optical Quality Assurance Post-Award Test Plan procedures are standard commercial procedures and do not exceed normal commercial business practices.

The post award acceptance procedures require the offeror to ship 5,000 out-of-sequence Non-Optical cards, as well as a proportionally similar number of clear overlay, holographic overlay and polyester laminate patch rolls from each production run for testing to ensure early detection of any production related issues. These cards are not tested and destroyed, rather, they are tested through the personalization process and utilized as part of the quantity required within the Task Order and are shipped to USCIS customers provided personalization occurs correctly. Each delivery of 5,000 cards shall be in sequential serialized numerical order and, unless otherwise directed, be delivered via DHL or similar method, to the IDP Corbin Production Facility for personalization on IDP production machines.

This acceptance criterion facilitates the ship to storage process. As the vendor produces cards, they are tested and accepted by IDP through the random sampling acceptance process. It is anticipated items would then be invoiced and placed in the required vendor storage for later delivery to the IDP production facilities, unless the cards were required at the IDP production facility.

12. Evaluation of Performance for Contractor Performance Reports

Past performance information is relevant information regarding a Contractor’s actions and conduct on previously awarded contracts. It includes such things as a Contractor’s ability to conform to contract requirements and specifications, adherence to contract schedules, quality performance, cost control, reasonable and cooperative behavior, and commitment to customer satisfaction.

For active contracts valued in excess of $100,000.00 dollars, the Federal Acquisition Regulation (FAR) requires federal agencies to prepare Contractor performance evaluations (performance evaluations). Performance Evaluations are completed and forwarded to the Contractor for review within thirty (30) calendar days from the time the work under the contract is completed. Interim evaluations by the Contracting Officer may be completed as necessary. The Contractor has thirty (30) days to reply with comments, rebutting statements, or additional information, which will be made part of the official record. Performance evaluation reports will be available to Government contracting personnel for their use in making responsibility determinations and source selection purposes on future contract actions.

13.0 Security Requirements

13.1 General

U.S. Citizenship & Immigration Services (USCIS) has determined that performance of this contract requires that the Contractor, subcontractor(s), vendor(s), etc. (herein known as Contractor), requires access to sensitive but unclassified information, and that the Contractor will adhere to the following:

13.2 Suitability Determination

USCIS shall have and exercise full control over granting, denying, withholding or terminating access of unescorted Contractor employees to government facilities and/or access of Contractor employees to sensitive but unclassified information, based upon the results of a background investigation. USCIS may, as it deems appropriate, authorize and make a favorable entry on duty (EOD) decision based on preliminary security checks. The favorable EOD decision would allow the employees to commence work temporarily prior to the completion of the full investigation. The granting of a favorable EOD decision shall not be considered as assurance that a full employment suitability authorization will follow as a result thereof. The granting of a favorable EOD decision or a full employment suitability determination shall in no way prevent, preclude, or bar the withdrawal or termination of any such access by USCIS, at any time during the term of the contract. No employee of the Contractor shall be allowed unescorted access to a USCIS facility without a favorable EOD decision or suitability determination by the Office of Security & Investigations (OSI).

13.3 Background Investigations

Contract employees (to include applicants, temporaries, part-time and replacement employees) under the contract, needing access to sensitive but unclassified information, shall undergo a position sensitivity analysis based on the duties, outlined in the Position Designation Determination (PDD) for Contractor Personnel, each individual will perform on the contract. The results of the position sensitivity analysis shall identify the appropriate background investigation to be conducted. All background investigations will be processed through OSI. Prospective Contractor employees shall submit the following completed forms to OSI through the COTR no less than 30 days before the starting date of the contract or 30 days prior to entry on duty of any employees, whether a replacement, addition, subcontractor employee, or vendor:

· Standard Form 85P, “Questionnaire for Public Trust Positions”

· DHS Form 11000-6, “Conditional Access to Sensitive But Unclassified Information Non-Disclosure Agreement”

· FD Form 258, “Fingerprint Card” (2 copies)

· Form DHS-11000-9, “Disclosure and Authorization Pertaining to Consumer Reports Pursuant to the Fair Credit Reporting Act”

· Position Designation Determination for Contract Personnel Form

· Foreign National Relatives or Associates Statement Required forms will be provided by USCIS at the time of award of the contract. Only complete packages will be accepted by OSI. Specific instructions on submission of packages will be provided upon award of the contract.

Be advised that unless an applicant requiring access to sensitive but unclassified information has resided in the US for three of the past five years, OSI may not be able to complete a satisfactory background investigation. In such cases, USCIS retains the right to deem an applicant as ineligible due to insufficient background information.

13.4 Employment Eligibility

The Contractor shall agree that each employee working on this contract will have a Social Security Card issued and approved by the Social Security Administration. The Contractor shall be responsible to USCIS for acts and omissions of his own employees and for any Subcontractor(s) and their employees to include financial responsibility for all damage or injury to persons or property resulting from the acts or omissions of the contractor's employees.

Subject to existing law, regulations and/ or other provisions of this contract, illegal or undocumented aliens will not be employed by the Contractor, or with this contract. The Contractor will ensure that this provision is expressly incorporated into any and all Subcontracts or subordinate agreements issued in support of this contract.

13.5 Continued Eligibility If a prospective employee is found to be ineligible for access to USCIS facilities or information, the COTR will advise the Contractor that the employee shall not continue to work or to be assigned to work under the contract.

USCIS reserves the right and prerogative to deny and/ or restrict the facility and information access of any Contractor employee whose actions are in conflict with the standards of conduct, 5 CFR 2635 and 5 CFR 3801, or whom USCIS determines to present a risk of compromising sensitive but unclassified information to which he or she would have access under this contract.

The Contractor will report any adverse information coming to their attention concerning contract employees under the contract to USCIS OSI. The subsequent termination of employment of an employee does not obviate the requirement to submit this report. The report shall include the employees’ name and social security number, along with the adverse information being reported.

OSI shall be notified of all terminations/ resignations within five days of occurrence. The Contractor will return any expired USCIS issued identification cards and building passes, or those of terminated employees to the COTR. If an identification card or building pass is not available to be returned, a report shall be submitted to the COTR, referencing the pass or card number, name of individual to whom issued, the last known location and disposition of the pass or card.

13.6 Security Management

The Contractor shall appoint a senior official to act as the Corporate Security Officer. The individual will interface with OSI through the COTR on all security matters, to include physical, personnel, and protection of all Government information and data accessed by the Contractor.

The COTR and OSI shall have the right to inspect the procedures, methods, and facilities utilized by the Contractor in complying with the security requirements under this contract. Should the COTR determine that the Contractor is not complying with the security requirements of this contract, the Contractor will be informed in writing by the Contracting Officer of the proper action to be taken in order to effect compliance with such requirements.

A.1.1 Polyester Patch

A.1.1.1

Sensor

Floating - When the patch is applied to the card the patch may be placed too far to the right, left, top or bottom. The next card the patch may be on a different area of the card and so on. This makes a maintenance adjustment impossible.

"Floating" what is tested and measured - The rolls are segregated for corrective action and quality input. Measurements are being taken according to specifications: CWP-013 from Crown's Securelam, Information Spectrum ING/INS. These measurements include the following: Length of patch 3.250" (+/-.063"), Width of patch 2.00" (+/-.063"), Sensor Mark to Sensor Mark (a.k.a. registration mark, black square) 4.125" (+/-.063'), Sensor Mark to patch 1.885". Sensor Mark Width 0.21"

Over Spray - The sensor mark ink has an area that is "over sprayed" onto the patch.

Too Light - The sensor mark is light causing a poor sensor reading.

Missing - The sensor mark is missing.

A.1.1.2

Spooling

Loose on core - The polyester film moves up and down on the core.

Uneven on core - The polyester film is spooled uneven on the core.

Too high on core - The polyester film is spooled too high on core.

Too low on core - The polyester film is spooled too low on core.

Wrinkles in material - The polyester film is spooled incorrectly.

A.1.1.3

Splicing

Incorrectly Taped Polyester Film Rolls - Splicing is marked with red tape, but the red tape is more than one patch ahead of the splice.

Unmarked Spliced Polyester Film Rolls - Splice roll that is not marked, which subsequently causes lost cards.

A.1.1.4

Patch

Scratched - A scratch on (front or back) of polyester film or patch that transfers to the card.

Debris - Black specks or foreign material that transfers to card.

Glue Inconsistent - Too much or not enough glue.

Bubbles - Bubbles in patch that transfers to card.

Wrinkles - Patch applied to polyester film is not smooth.

Void - See inconsistent glue.

Textured - Visible pattern (matte finish/alligator skin) showing through the patch that transfers to the face of the card.

A.1.2

Holographic overlays

Out Of Specification - Shall Be Checked Against Original Drawings

A.1.2.1

Spooling

Loose on core - Improper tension on spooling.

Uneven on core - Material is uneven on core.

Too high on core - Material is too high on core.

Too Low on core - Material is too low on core.

Wrinkles - Material is incorrectly spooled on core.

Missing notches on core - Notches missing from core.

Damaged core - Notches damaged causing misalignment of core.

A.1.2.2 Splicing

Rolls Taped - Spliced and incorrectly taped.

A.1.2.3 Slitting

Rolls Slit - Slitting of roll out of specification causing image to be to high or to low.

A.1.2.4 Sensor Mark

Too light - The sensor mark is light causing a poor reading.

Missing mark - The sensor mark is missing and will not read.

Over Spray - The ink is "over sprayed" onto the holographic overlay.

Length Inconsistency - The sensor mark is not applied "top to bottom".

A.1.2.5 Holographic Image

Color tinted - Holographic overlay and acrylic backing have a colored tint (usually green or yellow) that leaves a colored tint on the card or photo resulting in color consistency problems.

Voids - An area in the holographic overlay is not visible.

Scratches - A scratch that transfers to the card.

Debris - Black specks and foreign material that transfers to the card.

Flaking - Holographic overlay material flaking off. Flaking occurs when the entire holographic image is not laid on the card.

Blue Marks - Blue line running through holographic overlay that transfers to the card.

Too Light - Image too light when applied to the card.

Holographic overlay not adhering to card - See Corrective Action 51 for details.

Laminate not adhering to holographic overlay - See Corrective Action 77 for details.

A.1.3

Packaging / Lot Control

Holographic overlay and Laminate should be packaged in groups with only one lot number present; the only exception to this would be at the end of a production run when a box may contain two lots. This package should be plainly marked "Mixed Lot" with both lot numbers listed.
