Amendment 000002 shall replace Amendment 000001 and Amendment 00001 shall be disregarded. The attached revised RFP reflects all changes enclosed in this amendment. To address some of the changes within this Amendment, the Government is conducting pre-award testing and the offerors are responsible for all pre-award expenses including the cost of testing. Additionally, the
Government is conducting First Article Testing under section 5.1 of the SOW. First Article
Testing will be conducted if there are changes to the card stock, such as Customary Artwork changes or changes in card composition. The Government also requires acceptance testing on a recurring basis as seen in Section 5.2 of the SOW.
Additionally, the Government requires an additional sub-clin 0001AB Non-Optical Laser
Engraveable Poly-Carbonate card (with RFID). The
Government anticipates that TID will be required for the Non-Optical Laser Engraveable
Poly-Carbonate card with RFID and the TID specifications the Government is currently considering are covered under the Gen 2 GDTI-96
RFID tag data format. Serial number pre-encoding and manifesting may be options the Government would want to use, but that would be determined by the scope and business process of the card project undertaken. The government may require the vendor to do pre-encoding and manifesting if the government deems necessary. The Government does not require industry to submit for pre-award testing the additional sub-clin 0001AB
Non-Optical Laser Engraveable Poly-Carbonate card
(with RFID).
CHANGES:
The Government would like to change the maximum quantities within the CLIN structure to the quantities shown below. The changes in quantity are the same for the base year and all option years.
New CLIN Amounts are as follows:
0001AA Non-Optical Laser Engraveable
Poly-Carbonate Card - 3,000,000
0001AB Non-Optical Laser Engraveable
Poly-Carbonate Card (w/RFID)- 60,000

Will the cards be preprinted with color artwork?
Does the agency want to use the industry standard four (4) colors on the card front and two (2) colors on the card back? Will all cards (CLIN
0001AA, 0002AA, 0003AA and 0004AA) have the same colors and the same number of colors on the front and back or will the number of colors and the artwork be different by card type?
Government Response: Yes, the cards will be preprinted with color artwork. The determination of colors used will be done during the Design and
Customary Artwork task in Section 3.5. USCIS IDP believes that cards will use 4 colors on the front and two colors on the back; however, the government reserves the right to change the color composition of cards and this will be done in accordance with the Design and Customary Artwork task in section 3.5, Page 15.

20. Question: The RFP for non-Optical Card Stock
(HSSCCG-08-R-00008, Section: RFP Addendum Two;
Paragraph 9; Page 49; Testing of Card Stock) requests a variety of IDP Card Consumables be provided by the Offeror for testing. One area of that we would like to clarify is the quantity of images for the Holographic Overlay, Hologram
Stamps, Polyester Laminate Patch and Clear
Overlay rolls. In particular, the “Hologram
Stamps – 25k/lot” indicates that offerors would supply 25,000 images (approximately 2,500 feet of material). This is a lot of material. In addition, for the other “roll” items we have different sized rolls with different amounts of material. We would like to request that for these “roll” material the Government identify a specific number of images per roll to be provided. The due dates of proposals will be extended to October 15, 2008
Government Response: Vendors should provide the roll(s) with a minimum of 150 images per roll;
