Addendum 1 - Questions and Answers Summary

This is an Addendum 1 document containing questions and answers for Request for Proposals (RFP) HSS-26-070 issued by the State of Delaware, Department of Health and Social Services, Division of Public Health, for WIC Breastfeeding Peer Counselor Services. The solicitation seeks qualified organizations to provide breastfeeding peer counselor services statewide, with eligible applicants including hospitals, federally funded health care facilities, pediatric offices, obstetrician offices, and other agencies serving women of childbearing age. Key service requirements include employment of Breastfeeding Peer Counselors working 20 to 40 hours per week, provision of a private office for counseling, maintenance of WIC-approved Medela breast pumps, and designation of at least one Designated Breastfeeding Expert. The contract term is one year with four optional one-year extensions. The proposal submission deadline is June 29, 2026 at 1:00 PM EDT, with estimated award notification on July 21, 2026 and project start on October 1, 2026. Up to four awards are anticipated, with contractors serving populations in their immediate treatment areas based on geographic regions and service volume.

Proposals will be evaluated on five criteria: Qualifications of Vendor (25 points), Methodology Proposed (25 points), Responses to Scope of Work (20 points), Ability to Recruit, Hire, Schedule, and Train Qualified Applicants (15 points), and Evaluation of Proposed Costs (15 points). The maximum funding is up to $100,000 per contract under a reimbursement model, with indirect costs on salaries permitted at 19.6%. Contractors are responsible for all personnel costs, equipment, training, supervision, and travel expenses. The current program serves approximately 2,167 breastfeeding participants statewide, with historical service volumes of 10,563 to 12,583 participants in New Castle County and 10,048 to 11,118 in Kent and Sussex counties. The State anticipates maintaining current service volumes rather than expanding. Subcontracting is not permitted, and all data must comply with Delaware DTI requirements and HIPAA standards. Delaware business licensure and Commercial General Liability and Professional Liability insurance of $1,000,000 per occurrence are required.
