About this file

This document is Addendum 2 for a Lead Risk Assessment procurement by the Delaware Health and Social Services (DHSS), Division of Public Health, with a proposal due date of June 24, 2025, at 1:00 PM. The addendum modifies the original solicitation (HSS-25-034) by expanding the sampling and analysis requirements for lead risk assessment procedures. The updated requirements now include comprehensive testing protocols such as visual examinations of properties, paint testing using approved methods, dust sampling from various surfaces, soil sampling in play zones and building perimeters, water sample collection from cold-water taps, and analysis of spices, herbs, cosmetics, and toys. A critical addition is the Clearance Testing requirement, which mandates that all dust samples collected in dwellings must be either non-detect for lead or below the current HUD/EPA/State of Delaware clearance standards for floors, windowsills, and window troughs.

The addendum is signed by Eddie Mui, Purchasing Services Administrator, with contact information provided, indicating an official modification to the original solicitation. While the document does not specify precise funding amounts or contract values, it represents an extension of the existing lead risk assessment requirements, focusing on comprehensive environmental testing to identify and mitigate potential lead hazards. The amendment suggests a thorough and systematic approach to lead risk assessment, emphasizing the importance of detailed sampling and analysis across multiple potential contamination sources to ensure public health and safety.
