A. Section 6.7.3 of the Statement of Work is hereby deleted in its entirety and replaced with the following:

PSOs must complete Screener Training and pass a Government-administered examination.

B. Please note that the hours on the post exhibit for posts 26, 27 & 28 are hereby deleted and changed to 12 hours/day.

C. It is anticipated that Emergency Security Services (see Section 12.4.3) will not be required under this effort.

D. As part of an offeror’s staffing plan under the management approach technical evaluation factor, offerors shall also address how they intend to staff the Emergency Medical Technician (EMT) PSO posts designated on the post exhibit.

E. The following questions and answers are hereby provided for informational purposes only. This answers all questions. Please note that no further questions will be entertained under this solicitation.

1) Does the government require that Offerors fill in boxes 21 through 24, unit prices and amount, of Standard Form 1449, or will a completed Pricing Schedule suffice?

Answer: Offerors shall fill out the SF 1449 to include boxes 21 through 24 on this form.

2) Contract Clauses, Subsection E-2, Technical Proposal (Non-price factors), Socio-Economic Factor presents a chart that requires the bidder to provide the overall price of the contract as bid. Since this is a “technical” factor, how does the entry of the price data in the chart reconcile with the prohibition against placing price data in the technical proposal? Does the Government want a dollar value in the first block, or just a percentage value in the subsequent blocks of this chart?

Answer: The solicitation is clear on its face.

3) Will the Government consider allowing a Table of Contents for the Technical Proposal that will be exempt from page limitation?

Answer: No

4) Will the Government consider allowing a Cover Letter for the Technical Proposal that will be exempt from page limitation?

Answer: No

5) Regarding Past Performance Questionnaires, per Contract Clauses, Subsection E-2, Proposal Submission Requirements, Technical Proposal (Non-price factors) paragraph C please confirm that Past Performance Questionnaires are not required to be submitted as part of the proposal.

Answer: Completed past performance questionnaires shall not be submitted as part of the proposal.

6) Will the Government consider a smaller font size for tables and graphics as long as it is legible?

Answer: Font smaller than that specified in the solicitation will be acceptable for graphics and tables only insofar as the font is legible to the Government. The Government is not responsible for any mistakes in evaluation due to an inability to read the provided text in the graphics/tables of the proposal.

7) Will the Government allow a smaller, legible font size for the essential information contained in document headers and footers?

Answer: The Government has no limitations on the use of headers or footers although the required font would be 11 pt.

8) Given that OSHA’s definition of first responders at the awareness level requires an intimate knowledge of hazardous material, is any additional training required for uniformed contract employees to qualify as first responders at the awareness level?

Answer: The solicitation is clear on its face. The FPS mandated training is for the purpose of preparing officers to perform required post duties. As explained in sections 3.5.3 and 5.2.1.3 of the Statement of Work, it is the responsibility of the contractor to be in compliance with any OSHA regulations.

9) Are the drug screening standards in this RFP different from the drug screening standards currently applied to incumbent personnel?

Answer: Yes.

10) Will incumbent PSOs with drug screening records that meet the requirements of the current contract be required to undergo drug screening during transition because the drug testing standards have changed?

Answer: Yes.

11) Do contractors bear the administrative costs of requesting the suitability and the employee’s time spent completing the process online only and that the Government bears responsibility for the costs related to the suitability review? Generally this is our experience working under federal contracts.

Answer: The Government is responsible for the processing and review of suitability packages only.

The contractor is responsible for all costs associated with obtaining and renewing the suitabilities for employees under this contract.

12) Was the investigation conducted on incumbent personnel the same or higher type and scope as the one required for PSO positions under this RFP?

Answer: Most or all the protective security officers received NACI clearances under the current contract, but FPS now requires MBIs. Further, the current contract only required posts to be manned by protective security officers with DHS suitability. This solicitation requires all posts to be manned by protective security officers with either a secret or top secret clearance which are separate investigations. It is the responsibility of the offeror to ensure each protective security officer meets the current requirements of the statement of work for this solicitation.

13) How many of the incumbent personnel meet the five year investigation requirement?

Answer: See answer to question #12.

14) Do contractors bear the administrative costs of requesting the clearance and the employee’s time spent completing the process online only and that the Government bears responsibility for the costs related to the clearance process? Generally this is our experience working under federal contracts.

Answer: The Government is responsible for the processing and review of clearance packages only.

The contractor is responsible for all costs associated with obtaining and renewing the security clearances for employees under this contract. Under this effort, the offeror may be required to complete any agency required security forms (i.e. DHS Form 100025) for security clearances.

15) Is the current weapons platform different from the weapon platform required under this contract?

Is the 9mm considered a change from the current platform?

Answer: This was already addressed in Amendment 0001 (paragraph M).

16) Please identify which specific requirements of Exhibit 4C are applicable for incumbent PSOs:

3 hours of Transitional Weapon training (revolver to revolver; semi-automatic to semi-automatic) 8 hours of Weapons Platform Change training (revolver to semi-automatic pistol)

Answer: Incumbent protective security officers currently are armed with the Glock 17. If an offeror does not utilize the Glock 17 as the 9mm handgun, they would be required to provide 3 hours of transitional weapon training.

17) Please confirm that the 40 hour course identified in Exhibit 4C (4 hours Use of OC Spray, 4 hours Use of Baton, 8 hours Firearms Maintenance, Safety and Handling, and 24 hours Initial Firearms Familiarization Fire) is only required for new employees.

Answer: This would be for new employees and any FPS protective security officer who does have documentation that the training was provided.

18) Are the 4 hours Use of OC Spray training provided in Exhibit 4C a new requirement? If so, do all incumbent PSOs have to undergo this training during transition?

Answer: This was already addressed in Amendment 0001 (paragraph M).

19) Statement of Work, Paragraph 6.7.4, provides " PSOs assigned to and performing duties with CBRNE requirements must complete 8 hours initial and 8 hours annual CBRNE Training and pass a Government-administered examination." Please identify those posts requiring PSOs to perform duties with CBRNE requirements.

Answer: Posts 24, 25, 26, 27 and 28.

20) Is the requirement for employee respirator fit testing in this RFP different from the employee respirator fit testing requirement in the current contract?

Answer: No.

21) Are incumbent PSOs with current respiratory protection clearances required to take a respiratory protection examination during transition because the respiratory protection standards have changed or are new?

Answer: The respiratory protection requirements are set by OSHA and NIOSH. If they update the requirements, contractors may be required to comply with the changes. It is the responsibility of the offeror to ensure each PSO meets the current requirements of the Statement of Work for this solicitation.

22) Please clarify whether that the periods of performance indicated in the Pricing Schedule (Form SF 1449) are correct and that the duration of this contract would be two and a half years in addition to an optional 6-month extension for a maximum possible duration of 3 years of service.

Answer: The solicitation is clear on its face.

23) If the periods of performance indicated in the Pricing Schedule (Form SF 1449) are not correct, please provide an updated Form SF 1449 with the correct periods of performance.

Answer: The SF 1449 is correct.

24) Will the government provide a Pricing Schedule for which the annual hours indicated reflect the annual hours calculated based on the Post Exhibit so that Offerors are better able to provide quote that are more readily compared to existing service levels?

Answer: The hours identified in the post exhibit are only estimated productive and supervisory hours for this requirement. As specified in the solicitation, offerors may be required to provide additional hours than what is indicated in the post exhibit. This is a labor hour, ID/IQ type contract and the Government may order hours up to the maximum quantities specified in the solicitation.

25) If not, please confirm that Offerors are to provide a quote based on 300,000 hours per year even though the Post Exhibit reflects an amount of 265,566 hours per year.

26) Attachment 2, Exhibit 4C, Contractor Provided Initial and Transitional/Platform Firearms and Less-Than-Lethal Weapons Training and Qualification includes shotgun qualification requirements on pages 36 of 106. Also, a “Shotgun Qualification Course” is included on page 41 of 106 although shotguns are not identified in Exhibit 8C: Contractor-Provided Firearms and Ammunition. Does this contract require every PSO to qualify with a shotgun?

Answer: No, only those manning certain posts-see Amendment 0001 (paragraph M). The offeror is incorrect, shotguns are clearly identified on Exhibit 8C and the post exhibit identifies which posts require shotguns.

27) Does this contract require that shotguns be made available to PSOs? If so, where are they stored (please provide the facility address and method of storage)?

Answer: Yes, this contract requires shotguns for protective security officers manning certain posts under this effort. They will be stored on-site in a contractor furnished gun locker.

28) Is it permissible to price Supervisory and overhead in positions at a 5 year average instead of escalating wages each period?

Answer: This contract is not a five year contract. It is at the discretion of the offeror on how to price supervisory and overhead positions.

29) Please clarify whether the initial two week supply noted in Exhibit 8D PPE is included in unit hourly rates or if it will be reimbursed under the separate Not-to-Exceed CLIN.

Answer: The initial two week supply noted in Exhibit 8D shall be included in the proposed hourly rates.

30) Please clarify which of the four vehicles listed are required for roving positions and which are required for supervisors.

Answer: It is anticipated that two of these vehicles will be for patrol and response and two of these vehicles will be for supervisors.

31) Are supervisors permitted to work in a capacity other than a supervisory capacity? If yes, are supervisors working in non-supervisory capacity permitted to provide relief and/or stand post?

Answer: See Amendment 0001, paragraph A.

32) Reference Post Exhibit: Please provide a description of the posts in the post exhibit so bidders can identify roving posts versus fixed posts, screener posts, vehicular posts etc.

Answer: This information will only be provided to the successful offeror.

33) Reference Post Exhibit: Supervisory posts 14 and 34 are listed as requiring relief.

Please confirm.

Answer: Yes, these posts require relief.

34) Please provide the total post hours per week under the referenced solicitation.

Answer: Due to the uncertainties at this site, this is unknown. The post exhibit only represents estimated hours under this effort. Please note that this is a labor hour, ID/IQ type contract and the

Government will issue task orders with the required staffing once known.

35) What type of 9mm firearm is being utilized under the current contract?

Answer: Glock 17

36) Reference Exhibit 7: Please confirm that all incumbent PSOs meet the medical and PAT standards required by Exhibit 7 in the referenced RFP.

Answer: This was already addressed in Amendment 0001.

37) Reference Amendment 1 paragraph H, “It is not anticipated that Emergency Security Services

(see Section 12.4.3) will be required under this effort. If these services are ever required, these services would be negotiated in accordance with FAR 52.212-4 (c)”. Part of the pricing submission requires bidders to provide pricing for TAS services under SF1449 TAS CLINS 0003 and 0503. Please confirm that bidders are required to provide the unit price and amount for the subject CLINS.

Answer: The solicitation is clear on its face. Please note that ESS services differ from TAS services.

38) Please inform if the incumbent contract personnel are trained in Baton as required by

Exhibit 4C of the referenced RFP.

Answer: Yes, this was already addressed in Amendment 0001.

39) Is there a requirement in the current contract that corresponds to Post 17 of the referenced RFP which requires a 24/7 presence of an EMT personnel?

Answer: The current requirement has an EMT PSO on-site, Monday-Friday (excluding holidays)/

8hrs per day.

40) Reference SOW 6.7.3 requires screeners to complete 16 hours of initial and 8 hours of annual screener training. Please inform if this is government provided training.

Answer: See Paragraph A of this amendment. Refer to Exhibit 4G.

41) Further to the question above, Exhibit 4G provides for 8 hours of government provided initial and annual screener training. The 64 hours of contractor provided basic FPS training does not contain any screener training. It appears that there is a discrepancy between the SOW section 6.7.3 and the exhibits.

Please clarify.

Answer: See Paragraph A of this amendment. Refer to Exhibit 4G.

42) Exhibit 8E, Contractor Provided Communications Equipment does not list any quantity against the equipment type. Please provide the quantities of equipment that contractors are required to provide for this effort.

Answer: See Exhibit 9D.

43) Exhibit 8F, Contractor Provided Vehicles lists 4 vehicles and estimated miles/hours per day.

Please provide which posts are vehicular posts. Additionally, please confirm that the number provided against the “Est. use miles/hours per day” refers to the miles per day.

Answer: This information will be provided to the successful offeror; the number provided refers to miles per day.

44) Sub-Section E-2, Proposal Submission Requirements, paragraph 2, page #100 states, “When responding to this RFP the Contractor must use the Standard Form 1449 as a cover page to the proposal.” Is the SF 1449 to be used as the Cover Page for only the Price Proposal or is it to also be used as the Cover Page for the Technical Proposal?

Answer: The SF 1449 shall be used only for the price proposal.

45) Sub-Section E-2, Proposal Submission Requirements, paragraph 3, page #100 states, “Proposals shall be comprised of TWO (2) separate sealed envelopes, the first containing two (2) copies of the pricing submission and the second containing five (5) copies of the technical submission.” 1) Is the requirement for one (1) original and two (2) copies or one (1) original and one (1) copy of the price submission; and, 2) is the requirement for one (1) original and five (5) copies or one (1) original and four (4) copies of the technical submission?

Answer: The Government requires two (2) total copies of the price proposal, one (1) original, and one (1) copy, as well as five (5) total copies of the technical proposal, one (1) original and four (4) copies.

46) Sub-Section E-2, Proposal Submission Requirements, paragraph 4, page #100 states, “Page

Limitation - Excluding the cover page and past performance forms and questionnaires, the technical proposal (covering all non-price factors) is limited to fifteen (15) pages in at least 11pt. font and 1” margins.” Is it permissible to use a smaller font size for graphics, illustrations, and tables as long as they are readable?

Answer: Font smaller than that specified in the solicitation will be acceptable for graphics and tables only insofar as the font is legible to the Government. The Government is not responsible for any mistakes in evaluation due to an inability to read the provided text in the graphics/tables of the proposal.

47) Sub-Section E-2, Proposal Submission Requirements, paragraph 7, page #101 states, “Offerors, other than small businesses, shall prepare and submit a Small Business Subcontracting Plan.” Sub-paragraph “b” states, “The offeror’s subcontracting plan must be approved by the Contracting Officer prior to award.”If the Offerors Small Business Subcontracting Plan is not approved by the Contracting

Officer during the source selection process, will the Offeror be eliminated from the competition or will the Contracting Officer enter into discussions with the Offeror?

Answer: FAR 19.702 implements the requirements of the Small Business Act (15 U.S.C. § 637(d)) for submission and negotiation of small business subcontracting plans. With respect to negotiated acquisitions, “shall require the apparently successful offeror” to submit an acceptable subcontracting plan, and if such offeror fails to negotiate a plan acceptable to the contracting officer within the time limit set by the contracting officer, the offeror will be ineligible for award.

FAR 19.702(a)(1).

48) Reference: 6.4 Training Requirements by Position. Does the incumbent guard force currently meet all of the training requirements outlined in this section as well as in the exhibits?

Answer: See Amendment 0001

49) Reference: 14.4.6 For those contracts storing weapons on site, Contractor shall store and secure additional ammunition on-site, periodically rotating old duty ammunition with new ammunition. How much additional ammunition (both for the 9mm and the shotgun) is the Contractor required to store at the location? Also, what are the time constraints for rotation of old duty ammo (i.e. annually, bi-annually, quarterly, Biennial).
