A. The solicitation proposal due date is hereby extended until June 8, 2011 at 11:00 a.m. EST.

B. The following questions and answers are provided for informational purposes only:

Q28. Is there any chance you could provide the current contract annual value?

A28. This information has been determined not to be relevant to the current acquisition as the requirements are different.

Q29. Based on the SOW provided with the following 11 locations (Crystal Mall I, Crystal Plaza #1, Crystal Plaza #4, Crystal Plaza #5, Crystal Plaza #6, One Potomac South, One Potomac North, Two Potomac North, Crystal Mall IV, Crystal Mall 2 and Two Jefferson Plaza). Would the Government please clarify which locations are covered by which CBA and which ones needs to be priced with the WD?

A29. As already indicated in the solicitation and as repeated in Amendment 0003:

CBA 2009-3229, Revision 1 - Collective Bargaining Agreement between Master Security and the Industrial, Technical & Professional Employees Union (AFL-CIO) (covers buildings VA0376 and VA0839)

CBA 2009-2981, Revision 1 - Collective Bargaining Agreement between Frontier Systems, Inc. and the United Government Security Officers of America Local #209 (covers building VA0837)

CBA 2010-3503 - Collective Bargaining Agreement between C & D Security and the National Union of Protective Services Associations (covers buildings VA0905 and VA0323)

CBA 2010-3842 - Collective Bargaining Agreement between USEC Service Incorporated and the Industrial Technical & Professional Employees Union (AFL-CIO) (covers building VA1287)

CBA 2010-4064 - Collective Bargaining Agreement between Sectek, Inc. and the Security, Police and Fire Professionals of America (SPFPA) (covers buildings VA 0907 and VA0908)

Wage Determination No.: 2005-2103, Revision 10 dated 06/15/2010 (covers buildings VA0251 and VA1450)

Q30. The CBA’s expire before the end of the contract term. Would the Government please provide guidance if offerors are to revert the out years to WD or keep the CBA rates as is extended out remaining period past expiration?

A30. “Out years” are not to be reverted from CBA rates to the DOL prevailing wage determination rates, CBA rates are to be extended otherwise an offeror’s proposed price may be deemed unrealistic under this requirement.

Q31. The CBAs provide rates for Armed Guard II, Sergeants and Lt’s (2 or all based on which CBA you look at). The post order (SOW) and the seniority list provided does not correspond to this breakdown as a result how are we to estimate the accurate blended wage and all other dependent costs when we do not have the breakdown of hours as it relates to these positions. Would the Government please provide detailed seniority lists to include positions, and average annual productive hours?

A31. No further information in relation to the seniority lists is available at this time.

Q32. Is any one of these (refer to Q31.) a supervisor covered by the CBA?

A32. See Amendment 01, paragraph J.

Q33. Amendment 2 - This amendment gives bidders the opportunity to submit questions by June 2, 2011. As proposals are currently due five days after the above referenced date, can bidders expect another extension of the due date?

A33. An extension of the due date is included as detailed in A. above.

Q34. Amendment 0003, Answer A12. The government’s answer to question 12 states that the 6 month transition period is for recouping transition costs, and that this is separate from the actual time period for the transition which is 90 days. Actual Performance begins 10/01/2011. Will the government please further clarify that the 6 month period is inclusive of the 90 days to transition from incumbent to awardee, and that the actual performance of post duties will begin on 4/1/12 as specified in the Basic Services period of performance?

A34.As detailed in Amendment 0003, Answer A12, CLINs 0001 – 0010 are designated as a six month period so that non-recurring transition costs can be recouped more quickly within the first six months of the contract rather than throughout the entire period of performance (i.e. 60 months). This is separate from the actual time period for the transition between the awardee and incumbent contractor, which is specified as a maximum of 90 days (i.e. the date the contract is signed until October 1, 2011). Actual performance of post duties begins 10/01/2011 with the *exception of VA1450 with performance beginning 01/01/2012. Again:

Date Contract Awarded to 9/30/2011 = Transition Time 10/1/2011 = Commencement of actual performance under this contract*

Q35. Amendment 0003, Answer A14. The Supplement Agreement to CBA 2009-3229, Revision I, was incorporated for buildings VA0376 & VA0839. Will the government please clarify that building VA0839 is covered by the wages and benefits corresponding to Ballston Plaza, DSS, and FBI; and building VA0376 is covered by the wages and benefits corresponding to FEMA?

A35. This is correct.

Q36. Amendment 0003, Supplement Agreement to CBA 2009-3229, Revision I The Health and Welfare effective 10/30/2010 for FEMA is written as “the sum of three dollars and fifty cents ($2.00)”. The stated Health and Welfare amounts are conflicting. Will the government please clarify that the numerical amount stated should read ($3.50)?

A36. $2.00 per hour is paid under the Health and Welfare benefit and $1.50 per hour additional is paid to the employee’s existing pension of $0.80 per hour for a total of $2.30 per hour to the employee’s pension.

Q37. Amendment 0003, Supplement Agreement to CBA 2009-3229, Revision I The Health and Welfare effective 10/30/2010 for Ballston Plaza, DSS and FBI is written as “the sum of two dollars ($2.00)”. The stated Health and Welfare amount seems to be in error. Will the government please clarify that the health and welfare amount stated should in fact be $3.50?

A37. $2.00 per hour is paid under the Health and Welfare benefit and $1.50 per hour additional is paid to the employee’s existing pension of $0.80 per hour for a total of $2.30 per hour to the employee’s pension.

Q38. Amendment 0003, CBA between SPFPA and SecTek - The wages and benefits included in Appendix “A” of the CBA are effective 1/1/09. Will the government please clarify if there has been a change to the CBA wages since the effective date of 1/1/09? If so, will the government please provide the current effective wages for this

CBA?

A38. This information is included as part of the Request for Proposal (RFP) beginning on page 331. The CBA and addendum are re-attached.

C. All other terms and conditions of the Solicitation, as amended apply.
