Statement of Work Overarching Task Order for Public Notice Services
FEMA-DR-1603-LA, FEMA-DR-1607-LA
New Orleans, Louisiana
This form of Statement of Work is the suggested form for use in connection with the issuance of various task orders under a Blanket Purchase Agreement entered into between FEMA and contractor. Depending upon the circumstances of projects in which FEMA engages contractor’s services, not all of the services listed below may be included in each task order’s statement of work.
1.0 INTRODUCTION
FEMA, in response to the declared disasters DR-1603-LA and DR-1607-LA (Hurricanes Katrina and Rita, respectively), is required to follow the Council of Environmental Quality (CEQ) regulations for implementing the Procedural Provisions of NEPA (40 CFR parts 1500-1508). CEQ notes that public scrutiny is essential to implementing these regulations. For this reason, Federal agencies are required, to the fullest extent possible, to encourage and facilitate public participation in agency decisions that affect the quality of the human environment following 40 CFR 1506.6. FEMA Environmental/Historic Preservation (EHP) department is required to respond swiftly and professionally to accomplish specific tasks in support of FEMA’s programs. These tasks necessitate public outreach to fulfill FEMA’s regulatory responsibilities. This Statement of Work describes the public outreach efforts that are anticipated over the duration of the requirement. A more specific description of individual tasks under this requirement will be provided in each Task Order issued by the Contracting Officer.
2.0 SCOPE
The objective of this requirement is to procure support services for the publication of public notices and public outreach necessary for NEPA compliance and other associated laws, regulations and executive orders. This includes advertising in printed materials including legal notices and display advertising in newspapers within all 64 Parishes within Louisiana with the majority of the notices being in the greater New Orleans area (St. Tammany, St. Bernard, Plaquemines, Jefferson and Orleans Parishes). The contractor shall negotiate discounted rates for placements typically made available by publications and as routinely performed by media buying/advertising agencies. Contracted services may also include transcription and interpretive services related to public meetings.
3.0 TASKS
3.1 Public Notices
The contractor maybe required to place public notices, including legal notices and display advertisements in any of the 64 Louisiana Parishes as recommended by the Louisiana Press Association for statewide coverage in each parish’s newspaper of record. The contractor may also place public notices in project specific locations or parishes. The purpose of all advertising is to meet NEPA requirements for public involvement so that an informed decision can be made about proposed projects in the area.
There will be a strict timeline and all legal and/or display ad public notices must be published simultaneously and on the date stated in the task order. Task orders will include detail specific to each notice, including the specific publication(s), numbers of consecutive days as applicable, size of the legal and/or display advertising and any other pertinent details.
Contractor services include, design, layout or production, 24 hours for proofing, media negotiation, estimates delivered to and approved by the Contracting Officer Representative, placement of public notices and an affidavit and tear sheet to verify placements.
3.2 Public Meeting Support
The contractor shall supply transcription to include audio recording and interpretation services of public meetings if required by the task order. Interpretation Services for the hearing impaired shall meet Americans with Disability Act (ADA) requirements.
4.0 DELIVERABLES
a). The contractor shall create a template design that will be used for each placement to ensure consistency and increase effectiveness in attracting readers’ attention.
b). FEMA will supply the text for each ad, which the contractor shall place into the template and produce the artwork required for each target publication based upon design specifications of the respective publication.
c). The contractor shall place the text into the template design and provide a proof copy to FEMA’s Contracting Officer Representative (COR) for proofing and approval before placement within twenty-four (24) hours of receipt of task order.
