100% of deliverables are submitted within the time frames stated in the contract.
No more than 0% of deliverables may be later than the specified time.

Period: Monthly per contract Section F.

Reduction of up to 5% of 1/12 of annual target fee.

SSPA2 – Implementation of Program Management Plans (PWS C.2.1)
a. All of the enumerated plans are implemented, maintained and adhered to, with all delivery schedules met.

b. Delivered items are complete, accurate and of high professional quality.

No more than 1% of scheduled tasks may exceed the agreed timetable established by the COTR.

Periodic surveillance:

- Submission dates

- Management reports

- Status reviews

Period: Monthly per contract Section F.

Reduction of up to 5% of 1/12 of annual target fee.

SSPA3 – Financial Management and Control
Operate a comprehensive accounting system for the NFIP that meets the requirements of the Chief Financial Officers (CFO) Act of 1990 and financial control of OMB Circular A-123 and supports effective cash management.
No material adverse findings directly attributable to errors on the part of the Contractor, in an unqualified financial statement audit performed in accordance with the General Accounting Office Yellow Book.
CPA Audit

Period: Annual Reduction of up to

1/5 of annual target fee.

SSPA4 – Disaster Response
a. Report to COTR with recommendation for the establishment of all field offices and the assignment of a flood disaster event number no later than 24 hours after access to the disaster area has been granted.

b. Deploy FRO disaster teams and CCO disaster teams within 24 hours notice by the COTR.

c. Deploy additional back up disaster teams within 7 calendar days of notice from the COTR.

d. Establish, administer and operate CCO activities within 24 hours notice from the COTR.

e. Establish, administer and operate FRO activities within 3 days notice from the COTR.

0% of the requirements for disaster response may exceed the established timetables.

SSPA5 – Program Management
a. All necessary materials including forms, rate tables, flood manuals, accounting manuals, claims and technical bulletins are professionally written, edited, designed and submitted to the COTR for review according to the schedule.
Material dissemination shall not exceed the agreed upon scheduled delivery dates by more than (1) calendar week per task assigned by the COTR.
Periodic surveillance:

- material receipt and verification weekly project status reports and/or meetings

Period: Monthly Reduction of up to 20% of 1/12 of annual target fee.

SSPA6 – Timeliness of Service
a. Simple correspondence will be responded to within 5 calendar day’s receipt.

b. Complex inquiries will receive an acknowledgement letter within two days’ receipt and a final response within 10 calendar days.

c. VIP correspondence will be responded to within 3 days receipt unless otherwise agreed to by FEMA.

No more than 2% of the written responses shall be late
