This table lists revisions and changes made to this document since the initial issue.
Date Revision Sections Revised Revision Explanation
5/21/2016 1.0 Initial issue for solicitation.
1. OVERVIEW
The services required in this specification include all labor, material, methods, and equipment to modify the heat trace systems in FEMA’s existing Manufactured Housing Units (MHUs) that are equipped with NFPA 13D Residential Fire Sprinklers.
2. GENERAL REQUIREMENTS
2.1. All work shall comply with most current edition of the following National Standards that are adopted by incorporation into this contract.
2.1.1. NFPA 13D, Standard for the Installation of Sprinkler Systems in One- and Two-Family Dwellings and Manufactured Homes.
2.1.2. NFPA 70, National Electric Code.
2.1.3. 24CFR3280, Manufactured Home Construction and Safety Standards.
3. EXISTING CONDITIONS.
The existing sprinkler risers are configured as shown in Diagram 1. Each riser is equipped with RayChem heat trace cable and a RayClic-LE Lighted End Seal as illustrated in the diagram. In most homes, the sprinkler riser is located in the water heater closet; in some homes, however, the riser is hidden within a wall behind an access panel.
4. REQUIRED MODIFICATIONS.
4.1. The sprinkler riser heat trace is to be modified as shown in Diagram 2. The following modifications are to be performed on each MHU sprinkler riser identified in a Task Order:
4.2. Remove the existing Lighted End Seal and heat trace cable, being careful not to damage the pipe, insulation, or belly board. If necessary, the belly board can be opened up to permit access to the insulated sleeve. Remove all tape and debris. Clean the Lighted End Seal unit and return to FEMA for future reuse. Discard heat trace cable and existing Ray- Clic-E end seal after removal.
Note: If the heat trace cable is taped to the sprinkler riser and cannot be removed, the cable may be abandoned in place. Cut the cable close to the top of the floor or bottom of the insulation sleeve, so that as little as possible remains exposed.
4.3. Install two, ¾ inch wide polyester electrical pull tapes longitudinally between the pipe and the insulation. Pull tapes shall have a minimum breaking strength of 2,000 lb, and shall be pre-lubricated.
Pull tapes shall be provided so that not more than 6 inches of tape protrudes from the underside of the home, and not less than 6 feet of tape is above the finished floor in the water heater closet. Install the pull tapes on opposite sides of the riser pipe, not closer than 1” apart, measured along the outer circumference of the pipe.
To help ensure that tapes remain in place until needed, and that a single accidental pull on any tape will not render both tapes unusable, pull tapes shall be individually affixed to the sprinkler riser. Pull tapes shall be securely affixed to the riser pipe both above the floor and below the belly board using two zip-ties above the floor, and two zip-ties below the belly board. Each zip tie shall secure only one pull tape. See Diagram 3.
4.4. After installation of pull tapes is complete, seal the openings around the sprinkler riser to prevent entry of insects or air infiltration.
4.5. After installation of pull tapes is complete, seal the opening in the belly board around the sprinkler riser and around the sprinkler drain using Flex-Mend™ belly board tape.
4.6. Where the distance between the floor of the MHU and the pipe clamp closest to the floor exceeds 24 inches, install a rigid pipe clamp to better support the sprinkler riser assembly.
Pipe clamp shall be located within 12 inches of the floor, and shall be securely attached to stud(s) inside the wall.
5. PRODUCTS:
The following products are used in current sprinkler installations in existing MHUs, and are approved for use in this project. Contractors may submit substitute products for consideration by FEMA. However, any product substituted must be equal to or exceed the performance of the products listed below. Substitutions must be approved by FEMA’s COR prior to use.
Belly Board Tape: Flex-Mend™ tape is available at a number of manufactured home supply houses and is marketed by V.P. Products & Sales, Inc., 219 Challenge Avenue, Prattville, AL 36067.
Pull Tape: Pull tape is available from a variety of electrical supply houses and online outlets. Erin Rope Corp., MPN: WP25003000 is one acceptable product.
6. INSPECTION:
6.1. The contractor shall thoroughly review the jobsite prior to work beginning and determine that all conditions of this contract can and will be met. If any part of the work cannot be completed at the time of review of the jobsite, the information shall be brought to the attention of the COR before the task is started on the site. All field measurement may be carried out at this time.
6.2. COR shall review and or inspect work at any time, all phases of construction and installation of materials used in the completion of this contract.
6.3. Contractor(s) and COR will schedule a time for a walkthrough of the completed work at least once a week. Any and all manuals, to include sequence of operation, completed warranty copies and as built drawings will be turned over to the COR at the completion of the walkthrough.
7. WORK PROCESS:
7.1. All work shall be carried out in a neat and workmanlike manner in accordance with local, state and federal codes as well as all applicable industry standards and practices. (i.e., NFPA, NEC, IBC codes, etc.).
7.2. Clean up: tools, surplus materials, debris, and trash resulting from the work and activity required to complete this contract shall be removed and disposed of by the contractor.
Facility dumpsters shall not be used for this purpose. All homes and work areas shall be cleaned on completion of the work; all dust and debris shall be removed from work areas, and the homes shall be left in ready-to-occupy condition.
7.3. Safety: all personnel required for the fulfillment of this contract shall work safely in compliance with all applicable OSHA regulations while on site. Work areas are to be cordoned off as needed and left in a safe, clean and organized condition at the end of each work day.
7.4. Use of premises: Contractor will be advised of the areas on this site (rest rooms, dining hall, etc.) that may be used by workers during the term of this contract. All contracting staff will provide photo identification when entering this facility and adhere to all security requirements and regulations imposed.
7.5. Penetrating the Bottom/Belly Board: The work under this contract may require access to the interstitial space beneath the home, between the floor assembly and the Belly Board.
At the conclusion of work, all insulation in the interstitial space shall be restored to its original configuration, and all penetrations of the Bottom/Belly Board fabric shall be sealed using Flex-Mend™ Tape in accordance with manufacturer’s installation instructions.
