3. Meal Type:

The Government intends to award a commercial purchase order(s) resulting from this solicitation to the lowest priced, technically acceptable responsible offeror(s). The preference of meal type is in the following order:

(1) The primary consideration will go to vendors who can supply the most number of meals per day and in total delivery. While FEMA is open to accepting all types of meals, FEMA’s primary need is to fill reduced-sodium, a 30-36 month shelf life that must be self-heating that include an entrée. Therefore, technical acceptability determination will be made on this type of meals first.

(2) The second consideration is contractors who are technically acceptable with self-heating Short Shelf life meals. Least acceptable shelf-life is 90 days after delivery to destination.

(3) Boxed shelf life meals that are not self-heating will be considered third, as situation progresses with Hurricane Maria.

(4) Emergency Ration Bars

The factors identified above will be the evaluation factors used to evaluate all offers received. Quotes must be specific in details and clearly identify all the government requirements.

Meals not accepted are items such as:

· box cereal;

· sandwiches;

· portable kitchens (i.e. food trucks) on-site cooked meals;

· beverages;

· any meals that needs to be heated by microwave or external heat, such as boiling water and without a heating element.
