What is a Responder Support Camp?
A facility that provides first responders’ basic needs following a disaster declaration without adding an additional burden to already strained local infrastructure
Office space, sleeping facilities, fencing & barricades, restrooms, mobile showers, laundry facilities, morale welfare and recreation, power and HVAC, kitchen and dining facilities, hand washing stations, medical units, ablution stations, waste collection, and janitorial services.
May be set up with or without existing infrastructure
Who are the Occupants?
Federal, state, and local disaster responders and other authorized personnel and assets (IAW Homeland Security Presidential Directive (HSPD)-12)

| Feed the Children |
| United Church of Christ |
| All Hands Volunteers |
301 to 2000 occupants
Provide Responder Support Camp services to 100 personnel within 36 hours of task order award, and to between 301 and 2000 occupants within 72 hours of task order award.

| During Response, coordinates HQ support; finalizes Task Order Proposal Requests & forwards to HQ Acquisition |
HQ FEMA LMD Program Manager Roles & Responsibilities
Region/Joint Field Office Roles & Responsibilities
| Submits Task Order Proposal Request to LMD | |||
| Notifies the LMD Program Manager of any intention to | change the size of the RSC | ||
| Develops summary report with site closure plan, | accounting for response to environmental impacts, as | needed | |
| Determines when RSC support is no longer | required |

Program Manager Coordinates TOPR & Acquisitions forwards to Pre-selected Vendors
Vendors Prepare Proposals
Acquisitions Award Task Order
Vendor Constructs RSC (72 Hrs)
FEMA Accepts 100 Occupant Camp
RSC TM Roles & Responsibilities
Monitors contractor’s performance to ensure task order compliance, and report to the COTR / FEMA Contracting Officer
Observes RSC operations and make suggestions on improving the process based on experience
Receives, verifies and processes invoices within a 24 hour period
