FEDERAL EMERGENCY MANAGEMENT AGENCY

FRC REPLACE CHILLERS WITH HIGH EFFICIENCY SCROLL CHILLERS

REGION 10

STATEMENT OF WORK

5 August 2015

1.0 Project Title

Federal Emergency Management Agency (FEMA) Region 10, FRC Replace Chillers With High Efficiency Scroll Chillers.

2.0 BACKGROUND

The Federal Region Center (FRC) is the primary work area for the Response, Recovery, and RRCC activities for Region 10. The existing chillers and controls are original to the FRC. They were installed in 1967. This system is the only means of cooling in our Regional server room and staff areas for 7-8 months of the year. The units have never been converted from R22 and we have continual failures with the controls and associated gear. They have been recommended for replacement by both the Parsons (lifecycle) and Keres (energy) studies contracted by FEMA Headquarters.

3.0 SCOPE

The Contractor shall provide FEMA - Region 10 with the removal and replacement of (2) 50-ton chillers in the mechanical room of the FRC. Chillers will be equivalent to or better than Multistack MS50X High Efficiency Scroll-type Chillers.

4.0 APPLICABLE DOCUMENTS

Blueprint Documents

· On file blueprint of existing space.

5.0 SPECIFIC TASKS

The Contractor shall provide FEMA Region 10 with the removal and replacement of (2) 50-ton chillers in the mechanical room of the FRC.

5.1 The Contractor shall provide labor, tools, material, permits, and equipment to perform the removal and installation in the FRC. The removal and installation shall include, but not be limited to the following tasks:

5.1.1 Removal of existing chillers. Removal work shall include:

• Reclaim and properly dispose of R22 refrigerant

• Remove existing chillers by dismantling into manageable sections

• Remove/Replace existing valves (8)

• Provide dumpster for construction refuse with removal at project completion

• Provide equipment for lifting of mechanical equipment

• Safe-off existing piping and controls

• Disconnect and safe off of existing feeder to chiller

5.1.2 Installation of new high efficiency scroll–type chillers. Installation work shall include:

• Minor modifications to existing generator(s) as needed in order to allow for new modular chiller sections to fit into the room

• Install new frame and modular chiller unit comprising of (2) 50-ton units, capacity

• New grooved pipe connected to existing supply/return piping headers currently serving AHU s and condenser

• Install insulation as required

• Flush and fill system

• Feed new chiller skid with existing chiller feed

• Replace existing valves (8)

5.1.3 Modify existing system controls for new chillers. Modification work shall include:

• Modification of controls for:

a. Chiller 1 & Chiller 2

b. (20) BACnet points for each Chiller

c. (4) Water Flow Switches

d. Hardwire points:

1. CH-1 & CH-2 Start/Stop

2. CH-1 & CH-2 Chilled Water Reset signal

3. CH-I & CH-2 Alarm

4. CH-I & CH-2 Amps (Re-use existing CT' s)

• Graphics update/installed on existing energy management system (ESC managed)

5.1.4 Perform start-up and commissioning of new system. Start-up and commissioning work shall include:

• Charge, startup and functional performance testing of chillers

• Re-balance (2) existing pumps, serving AHU’s and condenser

• Commissioning for operation of new system

5.1.5 Provide supporting drawings, documentation and training. Work provided to include:

•Produce Engineering and Design for new chiller equipment to ensure compatibility with existing related components to remain •Produce Shop and As-Built drawings prepared on AutoCAD •Provide Submittals and O&M information •Provide staff training on operation and testing of new equipment

6.0 Deliverables and Delivery Schedule

The delivery table attached reflects the objectives considered by FEMA Region 10 to be most important to the successful performance of this Statement of Work. This includes the expected standards of performance and incentives for not adhering to performance standards.

7.0 GOVERNMENT-FURNISHED EQUIPMENT

The Government will provide the workspace necessary to perform the on-site portion of Contractor services required under this SOW.

The Government will provide the use of a Government pallet jack and a loading dock to perform the necessary Contractor services identified in section 5.0.

8.0 PLACE OF PERFORMANCE

The Contractor shall perform work at the FEMA Region 10 location. The specific location for work is:

9.0 PERIOD OF PERFORMANCE

The period of performance for this SOW is to be a 30 day period within 180 days from the award of contract.

10.0 SITE SAFETY REQUIREMENTS

Contractor will be aware of possible presence of asbestos in the walls and plumbing insulation in the building. These areas may need to be abated prior to work on the project only if impacted. All personal protective equipment required to be provided by the contractor.

11.0 PROJECT WORK HOURS AND SITE ACCESS

Working hours of the building occupants designated to assist with this project are from 6:00AM to 4:00PM – Monday through Friday, excluding Federal Holidays. Work performed under this contract shall be performed during the hours designated above, unless otherwise approved in advance by the FEMA Region 10 Facility Manager or designee.

The Contractor shall coordinate the contracted work items with the FEMA Region 10 Facility Manager of designee.

The Contractor shall make requests for exception to the work hours indicated above to the FEMA Region 10 Facility Manager or designee, at least 48 hours prior to the proposed deviation from the above work hours.

Security requirement of this facility include, but are not limited to a 100% Identification Check, Sign-in and distribution of FEMA visitors badge. Contractor personnel will be escorted at all times.

12.0 SITE SECURITY REQUIREMENTS

All boxes, crates, toolboxes, etc. are subject to random search, and shall not be left unattended in public areas, except by prior approval of the FEMA Region 10 Facility Manager or designee. Such containers and toolboxes shall be locked and secured when unattended and shall be clearly labeled to indicate general contents and a point of contact in case of emergency. The Contractor shall make available and keep a current roster of employees working at the FEMA Region 10 site.
