COMBINED SOLICITATION/SYNOPSIS HSFE06-17-Q-0734
The following information is provided in response to questions submitted by potential offerors:
Q. Should the grass be removed?
A. No, it can be covered over.
Q. If it necessary to level any areas, should the dirt be spread or removed?
A. Dirt can be spread over area.
Q. Is readily available ground stabilization felt acceptable vs Geomat?
A. Yes, see updated SOW which calls for 7 oz. non Textured fabric.
Q. At site visit, vendors told that run off should be to the east but there is no pond or reservoir for the run off to pour into.
A. See updated SOW for drainage information.
Q. Will FEMA allow an alternate material, a hard rock 610 as there doesn’t appear to be enough 610 limestone in the area.
A. Yes, see updated SOW for acceptable material.
Q. Will FEMA allow crushed concrete in lieu of 610 Limestone?
A. No. See SOW for acceptable material.
Q. Will the perimeter be marked? If not, will the three feet of runoff need to start from the vegetation or from the fence?
A. Yes, the perimeter will be marked with stakes.
Q. How long does the work need to be guaranteed for? E.g., after the job is complete to specs, if there are soft spots that sink causing duck ponds, is the contractor responsible?
A. We would expect a 30 day guarantee period to ensure proper compaction. We will be moving large mobile home units in and out of the lot which can create low spots over time.
Q. When will the job be awarded? How soon after award can contractor start?
A. Award will be made upon completion of technical evaluation. Contractor can start immediately after award.
Q. Are any prevailing wages required?
A. Yes, DOL Wage Determination 2015-2231 applies.
Q. Would we consider a per ton price to protect the government and the contractor?
With no drawings there is no way to verify acreage/quantities.

A. No. The area to be covered will be staked out and is approximately 6 acres.
Q. Are there any liquidated damages if the job exceeds the 5 days?
A. We don’t anticipate requiring liquidated damages unless a past performance review of potential awardee deems it appropriate. The time to complete all work has been extended to 10 days to ensure awardee has sufficient time to complete the job.
Q. Once geo mat is put down, would it be ok to just use 610# crush and run because the mat will act as the buffer to prevent any sinking of the stone material.
A. No. The SOW calls out the specifics required.
Q. Why are you not requiring a bid bond?
A. Per FAR 28.103 a bond is not required for other than construction contracts.
