Maintenance and Deactivation – DR 1791 Synopsis

The Department of Homeland Security, Federal Emergency Management Agency (FEMA) primary mission is to reduce the loss of life and property and protect the nation from all hazards, including natural disasters, acts of terrorism, and other man-made disasters, by leading and supporting the nation in a risk-based, comprehensive emergency management system of preparedness, protection, response, recovery, and mitigation. Further, FEMA is charged with the responsibility to effectively manage the federal response and recovery efforts following any national incident. Under its statutory authority, the Robert T. Stafford Disaster Relief and Emergency Assistance Act (Stafford Act), FEMA also initiates proactive mitigation activities, trains first responders, and manages the National Flood Insurance Program.

FEMA’s Individual Assistance (IA) Program provides housing and other assistance to disaster applicants in accordance with the Stafford Act. Typically, industry and FEMA-specification built Mobile Homes (MHs), and Park Models (PMs) and other Alternative Housing Units (ALTHUs) have been used as temporary housing units (THUs) for citizens affected by Hurricanes. The IA Program requires long term maintenance and deactivation services for FEMA temporary housing units in the declared disaster area within the state of Texas.

Maintenance and deactivation services will be required on FEMA installed THUs at various locations within the state of Texas. The total number of THUs requiring service at the peak level of effort is estimated not to exceed 3,000 units.

Maintenance services consist of providing 24 hours a day, 7 days a week service, a toll-free number available to FEMA, responding to maintenance calls provided by FEMA, inspecting and documenting damages/malfunctions, performing repairs, testing of repairs, and documenting conditions when complete. Maintenance areas of responsibility consist of all interior and exterior components. In addition, the Contractor is to perform a seasonal inspection and maintenance service for all housing units, once each for the heating and cooling season.

Upon notification from the legally designated Contracting Officer's Technical Representative (COTR), a THU is to be properly deactivated and transported to a FEMA-designated staging area. THU deactivation services consist of disconnection of utilities, securing of THU contents, proper disposal of unwanted materials, repairs and preparation of THU for contractor transportation to the staging area, cleaning of unit, pest control, preparation for storage, site restoration, TPP removal, and project management.

The Government pursuant with the Stafford Disaster Relief and Emergency Assistance Act Section 307 will issue a full and open solicitation to all local small businesses residing or primarily doing business in the declared disaster area within the state of Texas. As of November 5, 2008, the fifty (50) counties included in this area are as follows: Anderson, Angelina, Aransas, Austin, Bowie, Brazoria, Brazos, Burleson, Calhoun, Cass, Chambers, Cherokee, Fort Bend, Galveston, Greg, Grimes, Hardin, Harris, Harrison, Houston, Jasper, Jefferson, Leon, Liberty, Madison, Marion, Matagorda, Milam, Montgomery, Morris, Nacogdoches, Newton, Nueces, Orange, Panola, Polk, Robertson, Rusk, Sabine, San Augustine, San Jacinto, San Patricio, Shelby, Smith, Trinity, Tyler, Upshur, Walker, Waller, and Washington counties.

The Federal Acquisition Regulation (FAR) provision, FAR52.226-4, Notice of Disaster or Emergency Area Set-Aside, will be incorporated in the solicitation; offers are solicited only from businesses residing or primarily doing business in the declared disaster area within the state of Texas as listed above. Offers from concerns outside the declared disaster area will not be considered.

As a result of the solicitation, the Government intends to award an Indefinite Quantity/ Indefinite Delivery type of contract with Firm-Fixed-Price provisions. Multiple contract awards will be issued under this requirement. Additionally, in awarding this contract, the government will use procedures established in FAR Part 12. It is anticipated that the period of performance will be for one (1) base year plus four (4) one-year option periods to be exercised at the Government’s sole discretion. The Request for Proposals (RFP) will only be available on the FedBizOpps website at http://www.fedbizopps.gov/.

Prospective offerors are responsible for downloading the RFP and all attachments. It is the offeror’s responsibility to monitor FedBizOpps for the release of the solicitation and any amendments that may follow. The final RFP should be available for downloading on or about fifteen (15) days after publication of this announcement. Potential offerors making a written request must include an adequate justification for not obtaining the solicitation via the internet. Telephone requests for diskettes or other inquiries will not be honored. Requests may be made via email at sam.ansani@dhs.gov. Offerors are cautioned to include the Solicitation Number HSFE06-09-R-0018 on all documentation submitted in response to this requirement. Written technical proposals and business proposals will be required approximately 30 to 45 days following the RFP issue date.

Contract awards will be based on best-value tradeoff analysis that will result in best value to the Government where technical merit is significantly more important than cost/price. The estimated date of contract awards is February 7, 2009. The Interested Vendors List (IVL) feature has been activated on the Vendors portal to FedBizOpps, and firms are encouraged to provide their contact information in the portal to help maximize teaming arrangements and Small Business participation on this procurement.

The North American Industry Classification System (NAICS) Codes for this procurement are 561210, 484220, 236117 and 238990. To be eligible for award, offerors must be registered with the Central Contractor Registry at www.ccr.gov. Additionally, Representations and Certifications must be completed at http://orca.bpn.gov.
