1 - The Summary of Work refers to scraping the coating to clean the surface. The notes on Sheet A-201 states that members will be "scraped cleaned and recoated". Specification 09 97 13.26 refers to abrasive blasting. At the site visit, power tool cleaning was discussed. Is Power Tool Cleaning acceptable? Abrasive blasting would require a floating plant, stringent containment and dust collection, which will significantly increase the cost.
ANS: Depends on the suggested coating system and the manufacturer’s recommendations to create the desired surface profile. The CG only cares if it violates environmental laws and it does not create the desired surface profile for the coating system to be effective.
2 - Areas at or below the splash zone cannot be cleaned by abrasive blasting. What manner of surface preparation is acceptable to the owner?
ANS: Depends on the selected coating system.
3 - Marine growth and coatings cannot be contained in the splash zone or below the water line. What is the contractor's responsibility for containing debris and environmental protection in these areas?
ANS: In accordance with local, state and federal environmental regulations and guidance.
4 - The three coat epoxy system specified cannot be applied at the splash zone or under water. What coating system does the owner want to apply in these areas?
ANS: Contractor shall come up with an alternative that they are familiar with the required application methods, etc.
5 - During the site visit, it was suggested that damaged and corroded areas would require cleaning to remove rust and built up corrosion.
ANS: The surface profile must be in accordance with the manufacturer’s recommendations for a successful coating system.
6 - Have the coatings on the structure been tested for PCB's, lead and/or chromium to determine if they are hazardous?
ANS: No, structure was built in the 1998.
7 - Specification 09 97 13.26 states that "All interior paint shall be minimum 15 year warranty, washable and scrubbable. All Exterior paint shall be minimum 15, year warranty. Contractor shall apply the required number of paint coats to comply with warranty." I'm unaware of any manufacturer who will warranty the coating system in a seacoast/marine environment for 15 years. Can you clarify the terms of the warranty, including the criteria used to determine what represents a failure (eg.
chalking, peeling, rusting, percent of failure on any member)?
ANS: Failure would be assessed by criteria set forth by ASTM, steel structures painting council and NACE.
8 - Will the welding inspector be required to be on site when welding is taking place, or can one be brought out to inspect the welds once the welds are completed?
ANS: IAW 05 05 23, a welding inspector does not need to be on site, however, if the weld fails any tests, the work will be required to start over in order for it to be accepted.
9 - What kind of non-destructive testing will be required for welding?
ANS: See 05 05 23 (pg7) section 3.2
10 - Existing handrails and ladders appear to be stainless steel. The specification calls out aluminum, galvanized and/or painted steel, but doesn't refer to stainless steel ladders or railings. Can you confirm that the ladders and railings are to be stainless? If so, can you provide the grade?
ANS: The drawings call for stainless steel. 316 Stainless Steel.
11. On sheet number A-201, also labeled sheet 2 of 4, section “B2” is noted to be located on sheet A-501 but this sheet is not part of the bid package. Was drawings A-101, also labeled as sheet 3 of 4, supposed to be number A-501?
ANS: Yes. A-501 is A-101.
12. Sheet A-101 calls for all of the ladders to be built using 1 7/8” diameter x 0.145 stainless steel pipe but contract specification “05 50 00”, section 2.13 on page 8 states that the ladders should be built using 2 ½” x 3/8” steel flats. This specification also lead one to believe the ladders are galvanized. Section 2.12.1 on page 7 of specification 05 50 00 and states that handrails are to be made out of steel and be hot dip galvanized. What dimensions should we use? For handrails and ladders, should we use stainless steel or galvanized?
ANS: ) Ladders and handrails shall be stainless steel as the drawing calls out. Dimensions were provided in the drawing and reference drawings.
13. What is the door pressure?
ANS: Door should be Standard Marine Quick Acting Watertight Door (QAWTD).
14. I wanted to confirm that the drawing’s appears to be calling for us to paint the new coating 4’ under low tide. Is this in fact the case? Is there a special method in which we are anticipated to use to accomplish this? If there is information on this sorry for asking but I didn’t see it.
ANS: That is the case. See next question.
It was suggested at the site visit that the epoxy specified for the areas above water can't be applied in the splash zone or under water and that the contractors may want to suggest an alternative.
ANS: The underwater/splash zone coating system is going to be different than the structure coating system. The contractor will need to propose a different coating system. Divers may be required. The drawings call for the required results.
In reference to the containment concerns, please refer below. The CG is interested in following all federal, state and local regulations when it comes to containment, however, it is on the contractor to determine an applicable method that is authorized by the appropriate regulatory agency and the associated costs shall be included in the bid.
Section 01 57 19
1.5 "The Debris Control Plan shall address the methods and means for preventing debris, paints and solvents from getting into the water or into the air."
Section 09 97 13.26
3.1.2.2 "Containment in accordance with Federal, State and local regulations shall be provided for blast cleaning."
