FAR (48 CFR) 53.243

Question #1: Several of the decks have satellite dishes and related cables mounted on the existing deck rails. Who is responsible for removing and remounting these items?

Answer #1: The contractor shall be responsible for removing satellite dishes and related cables. Satellite dishes and cables shall be turned over to the resident(s) of the unit from which the equipment was removed.

Question # 2: Many of the decks have barbeque grills, patio furniture, etc. on the decks. Who is responsible for removing and replacing these items?

Answer #2: The tenants will be responsible for removing personal items from the decks. Any discrepancies or questions should be addressed to Coast Guard Sector New York.

Question #3: Many of the decks have hangers for plants attached to the underside of the deck and/or columns. Will these be removed by others or just disposed of during demolition? Are there any provisions for future plants?

Answer #3: The contractor shall remove plant hangers from the underside of the affected decks and/or columns. The contractor shall not make any special provisions for future plants.

Question #4: The existing concrete bases for the columns are 12” x 12” and sometimes do not appear to be in the proper location to be centered on the new 6” x 6” columns. Our stand, if we were to design the new bases, would be to use an 18” x 18” base for a 6” x 6” post. Given the potential for exerting loads, was this base considered? Please advise how you would like this item addressed.

Answer #4: The 18”x18” base was not specifically considered, but would be acceptable if the contractor selects this size.

Question #5: The drawings call for new splash blocks. In most cases the splash blocks can be reused and are in good condition. Please advise.

Answer #5: For bidding purposes, assume all splash blocks will be replaced. The KO may approve reuse of certain splash blocks.

Question #6: It is assumed a dumpster can be spotted in the areas adjacent to the demolition. This will be coordinated to provide a minimal amount of interference. Please advise.

Answer #6: Coordinate dumpster location with Coast Guard Sector New York. The contractor should be aware that the dumpster location(s) may not be in the exact location desired. Also, the Coast Guard may decide on central locations depending on the sequence and section of housing.

Question #7: It is inevitable that some grass will get damaged during construction. We assume that the damaged areas will be graded, fertilized and mulched but maintenance and cutting is not provided under this contract; since this would be an excessive cost.

Answer #7: See Specification SECTION 01 50 00 paragraph 3.3. Also, the contractor shall be responsible for lawn maintenance during construction and restoration immediately after the buildings are completed.

Question #8: Exterior painting of the front balconies states “exterior painting of the front balconies shall be limited to items exposed to view such as wood rim joists and trim designated for replacement.” Does this mean only that the replaced or new items get painted, or is it intended that all surfaces that are presently painted and the new items get repainted? Please advise.

Answer #8: The intent is to paint all surfaces that are presently painted, in addition to painting the replaced surfaces.

Question #9: On the Type 1 units at the building’s end, rear, it shows to the new 6” x 6” posts into the soffit. These posts are beyond the soffit depth of the soffit (see Elev. 8, B-2).

Answer #9: The posts shall extend to the soffit.

Question #10: We assume the demising walls between the center rear balconies in the Type 1units get removed and replaced in their entirety. Please advise.

Answer #10: The wall shall be removed and not replaced.

Question #11: Buildings 423 and 453 call to have rotted rim joists replaced. Does this mean the whole 22-foot, plus, span? Please advise.

Answer #11: The entire 22-ft +/- shall be replaced.

Question #12: The phasing calls for a maximum of two (2) buildings to be worked on at the same time. Are the tenants going to remain in the units while the decks are being replaced, if so what will be the protocol for securing the existing doors? Is there a swing time between units?

Answer #12: Residents will remain in the apartments, and directed to not open the deck doors. The Contractor shall be required to put "Caution/Danger" signs on and tape across the door. At minimum, a block of wood should be installed in the inside track to prevent the door from opening. A second option is to install a pin through the inside track to prevent the door from opening; this option would require restoration to the track/threshold.
