USCGC FRANK DREW DRYDOCK REPAIRS

Amendment 00002

QUESTION:

Work Item 69: This work item describes the requirements for the Contractor to preserve the bilge surfaces for the locations and frames identified in Table 1. CG list the table under intent. (Intent is not a bidding requirement). Since bidding work items begins at Para 3 REQUREMENTS; which does not refer to Para 1.1 or Table 1 does the CG want the bid to address Table 1 in Para 1.1 Intent?

ANSWER: Para #3 REQUIREMENTS: Para 3.2 The Contractor shall prepare and coat the designated bilge surfaces, including all adjacent structural members

QUESTION: Work Item 020: Paragraph 1.1 list two different size and type strainers, (8” Simplex and 3”

Duplex), yet the government has provided the same part number (Model 72-44F) for each. The 8” simplex strainer part number is incorrect. Please provide the correct part number.

ANSWER: USCG has provided a revised spec which includes part number.

QUESTION: Work Item 050, Paragraph 1.1 directs the contractor to “blast and coat 100% of the following tanks’ surfaces in locations designated by the Coast Guard Inspector”.

Paragraph 3.2.2 directs the contractor to “perform the following tasks” (power tool cleaning) “for up to

100% of each designated tank interior surfaces”.

Paragraph 3.2.2.1 directs the contractor to “Power tool clean tank interior surfaces (where existing coating system is damaged and where evidence of corrosion exists), as designated by the Coast Guard

Inspector to bare metal in accordance with SSPC-SP 11. Feather all cleaned surfaces into existing sound coating”.

The NOTE on the same page indicates that “Coast Guard policy is not to paint lube oil and un-ballasted fuel tanks that contain water extraction systems”.

QUESTION #1: What is the preservation system to be used in the fuel tanks?

QUESTION #2: Is the contractor to abrasive blast 100% of the listed fuel tank interior surface area or power tool clean?

Power tool cleaning of 100% of the tanks’ interior surface is NOT an industry standard. Normally any surface area of tanks to be power tool cleaned totaling over 20% is considered to be abrasive blasted vice power tool cleaned.

QUESTION #3: Please clarify the government’s intention to power tool clean the interior surfaces of the fuel tanks.

ANSWER: USCG has provided a revised spec to address and provide clarification.

QUESTION: Work Item 050, Paragraph 3.1.5.1 directs the contractor to “Dispose of removed fluids in accordance with all applicable Federal, state and local regulations”.

The very next paragraph, which is ALSO identified as 3.1.5.1 tells the contractor to “Stow all fluids in a suitable stowage facility, immediately after removal, and re-stow all tank contents, upon completion of work.

Is the contractor to dispose of the fuel removed or store it?

Amendment 00002

If we are to re-stow the fuel please add stripping of any water, and filter of the fuel thru an appropriately sized micron filter (government to determine) before pumping to the vessel.

QUESTION: Work Item 060, Paragraph 3.4 directs the contractor to “Crop out and scrap approximately

4’ of each vent and its closure in accordance with SFLC STD SPOEC 0740 and Coast Guard Drawings

175-WLM 506-1 and 175 WLM 506-7”.

Since the statement is not definitive for each vent and closure; is the contractor to remove the vent pipe through the deck or remove pipe to a section before it penetrates the deck?
