Item 11- Lead Based Paint and ACM, 100% Abatement Aft Steering:
Location of Abatement Table 1 calls for approx. 500 sq. ft. of abatement. The Asbestos coatings are relatively obvious in the space. They are located primarily on the side shell. The side shell consists of as large radius from the port and Stbd forward bulkheads and wraps around the fantail of the vessel. The approximate dimension of this area is 8' High by 50' linear. With the associated framework, this easily meets or exceeds the 500 square foot area called out in the Item.
The forward bulkhead of the space is approx. 8' high and 25' linear feet from port to stbd.
Question - Is the remediation limited to the side shell only?
Answer – All asbestos/Lead coatings, square footage updated.
Question - While there are no obvious spots of asbestos on the forward bulkhead, is there concern that lead based primer in this area?
Answer – Lead (LBP) is a concern as the specification advises.
Critical Inspection Report; Item calls for a CIR for UT shots, but does not specify amount, location or need.
Question - Can you confirm the need for UT shots?
Answer – Specification updated, no UT shot’s needed.
Coating Application; In past, the USCG has always directed contractor which type of interior paint scheme was to be applied after all abatement was performed. There is no specific direction regarding for coating requirements after abatement in this item. Note after para 3.2 directs us to see para 3.6.4 of General Requirements. In General Requirements the options are for Water jetting, blasting and Mechanical scaling. While the Item title states 100% Abatement, the square footage listed is not 100% of the space.
Question - IAW SFLC 6310, Which Paint scheme is required in this space for coating application?
Answer – Paragraph inserted with instruction for paint coating after abatement.
Table 2 Wipe Sampling; this table lists the Engine Room and Crew Mess as requiring 10 each wipe samples.
Question - Why are these spaces listed as they are not involved with this item? Shouldn't the wipe samples be focused on Aft Steering?
Answer – Specification Updated, not necessary.
Item 13 Lead Based Paint, Perform Spot Abatement, Keel Cooler Valves; The amount of coatings present on the piping and existing valves is minimal. The USCG Rep on the vessel mentioned that the lead coating was also on the adjacent structural members, primarily deck plate supports.
Some of the supports may be interference in renewal of the valves.
Question - Is the purpose of this option Item in regards to the possibility of hot work in the performance of changing valves under Item 15?
Answer – Correct, optional items will be activated in the event hot work is needed to remove valves or work on piping.
Item 14 Pilot House Overhead, Renew; I request clarification of the overall scope of work in this item. Para 3.3 calls for visual inspection of the plating including mechanical scaling, UT shots and a sketch showing proposed areas to be renewed. Para 3.4 then directs to renew approx. 350 square feet of plate. I understand that all stuffing tubes require renewal. I would like clarification to confirm that the scope of work for steel renewal is to be determined by the CFR and is not intended to be the entire pilot house overhead.
Question - Does the price estimate for this item need to be based upon renewal of all 350 square feet, the entire pilot house overhead? (If so I would have concerns as to accomplishing this work in the given time frame.)
Answer – UT shots will help determine amount of pilothouse overhead requiring renewal. The
350 square feet mentioned gives an estimate of the amount of plating the CG expects to require renewal.
Question - If the scope of work consists of steel renewal determined by UT shots and visual inspection, other than stuffing tube renewal, how can this be priced prior to Inspection called for in Para 3.3?
Answer – UT shots will help determine amount of pilothouse overhead requiring renewal. The
350 square feet mentioned gives an estimate of the amount of plating the CG expects to require renewal.
Item 15 SSDG Cooler Valve, Renew; The item lists the valves to be renewed as 1.5".
Questions - Valves inspected by contractor were 2" ball valves.
Answer - Specification Updated
Item 21 Lead Based Paint and Asbestos Paint, Perform 100% Abatement, Forward Hold; Overall concern for this item is to address type of preparation required for the coating requirements;

Item 22 Lead Based Paint and Asbestos Paint, Perform 100% Abatement, Storage Hold
