Amendment 00001
Continuation page 2 of 2 Question 2: What was the total payout to the contractor for services performed in the last 12 months including any optional routes and unscheduled services?
Answer: Total Base Award plus 4 options, all of which were exercised totaled $1,007,511.15.
Question 3: Was the optional and unscheduled shuttle route part of the existing services? If so, please indicate the total number of units exercised for both.
Answer: The optional (or mid day) portion was not considered "optional services" on the existing contract; rather, it was part of the normal route. Unscheduled services were a part of the existing contract but never utilized.
Question 4 Where there any changes to the previous contract?
Answer: Schedules were modified to reflect accurate schedule drive times between stops.
Question 5: Is the solicitation due date May 2nd @ 12:30PM Pacific as indicated on SF1449 or May 11 @ 3PM Pacific as indicated on fbo.gov?
Answer: Solicitation takes precedence; however this amendment extends the current due date to May 11, 2016 at 12:30 PM Pacific Time.
Question 6: Section 2.2 of the POW states that “Evidence of California Public Utilities Commission “Z” Permit shall be submitted to the contracting officer at least five (5) business days prior to commencement of performance.” When contacting the CPUC, we were instructed that there are multiple steps to receiving a “Z” permit and the total process could take anywhere from 60 to 125 days from the day of receiving the application. This process puts many contractors at an unfair disadvantage when bidding on this solicitation. The need to show evidence of having a “Z” permit within 5 business days prior to commencement (June 1, 2016), limits most out-of-state contractors and allows only those who have the permit already on hand to compete.
Could the government accept proof of submitting the application, 5 days prior to commencement instead of actually having it on hand?
Answer: No. A “Z” Permit requires the contractor to meet all applicable California Public Utilities Commission permitting, licensing, insurance, safety, registration and identification required by State, Federal and local law and is required prior to operation in California. However, to avoid limiting competition, the date for receipt of proposals will be extended to allow the Government additional time to reach a resolution.
As a result of this amendment, the due date of offers for this solicitation has been extended through 11 May 2016 @ 12:30PM Pacific Time.
