QUESTIONS/RESPONSES FOR RFP HSCG84-15-R-AA9471
Date: 2 June 2015
1. QUESTION: Is there a percentage price preference for SLA (blind) vendors?
RESPONSE: No
2. QUESTION: Who is the current contractor and what is the contract value?
RESPONSE: Watson Services 47 Grand Street Newburgh, NY 12550
Contract was awarded April 28, 2011 for a Base plus 4 option years for a total of $860,752.78.
3. QUESTION: You have provided the meals served history for FY 2012 - 2013 and FY 2013 - 2014, but can you possible break it down as to week days and weekends/holidays? I know you receive a monthly meals served report so if we can either get an average of meals served for breakfast / lunch or copies of these reports for FY 2013 - 2014 we would appreciate it.
RESPONSE: Technical Exhibit 1 inadvertently over stated the meals severed for both FY-13 and FY-14. The average meal count was included in the totals. FY13 galley totals should reflect; B – 2,128 / L – 5,852. FY14 galley totals should reflect: B – 2,087 / L – 6,333. Below is the annual meal count, weekend meal count and holiday meal count for FY14. See Amendment 0001.

4. QUESTION: Unfortunately we cannot make the site visit so if you can provide a floor plan of the galley it would be greatly appreciated.
RESPONSE: No floor plan is available.
5. QUESTION: Are the current employees represented by a Collective Bargaining Agreement? If so, can you provide a copy of the CBA?
RESPONSE: No, there is no CBA under current contract.
6. QUESTION: In the pricing section it does not break down the price per meal but simply asks for a price for the year. Are we to price the contract all-inclusive and base our price on the number of meals shown in the historical data?
RESPONSE: Yes.
7. QUESTION: Do the numbers in the historical data show all possible personnel usage or are there additional staff on site that do not choose to eat at the galley? –
RESPONSE: Approximately - 40% of Sault Saint Marie staff takes advantage of the galley. Please see response at Question 6.
8. QUESTION: Are there staff on-site that would not be paid for via the contract but may choose to utilize the galley and pay for the meals out of pocket?
RESPONSE: No.
9. QUESTION: In the government supplied furnishings the only items listed are cooking appliances and plates/cutlery for table service. Would the contractor need to supply all other cooking items (i.e. pans, knives, cooking utensils, cutting boards, steam table pans, etc.)?
RESPONSE: Please see PWS Paragraph 5.4, Contractor-Furnished Items and Services.
10. QUESTION: It is possible I misunderstand exactly the procedure at this facility.
Reading over the RFP is somewhat confusing as it is quite a different setup than other military and civilian cafeteria we operate. I am unsure but it might be that we simply price the contract for my company to be there and then we collect payment from each staff member individually on top of that. If that is the case do we need to provide the per meal cost as well as the fixed cost for my company to be there?
RESPONSE: Contractors are advised to thoroughly read PWS (to include all attachments and exhibits). Contractor shall provide all food, personnel, supervision, materials, and other items or services necessary to perform Full Food Service at CG Sector Sault Ste Marie, MI. (Reference PWS, Paragraph 1.0). Also, reference made to Paragraph 5.2.6, Head Count/Cashier Instructions. Amounts to be charged for meals and classes of authorized patrons will be established by the Government.
11. QUESTION: Finally, whom should I contact for a FOIA request for the existing contract?
RESPONSE: A FOIA request must be in writing, reasonably describe the requested information, and should cite FOIA and indicate an agreement to pay fees. You can submit request to the Contracting Officer and will be processed, accordingly.
