AMENDMENT OF SOLICITATION Amendment Number: 0017
Question:
Work Item 111: Potable Water Pneumatic Tank, Clean, Inspect, and Hydrostatically Test, clearly indicates that the pressure tank to inspect is the potable water pressure tank, 200 gallons. The hot water accumulator tank is a secondary larger tank at 415 gallons. Paragraph 3.3.4 mistakenly directs the contractor to install the hot water accumulator tank heater(s) etc. I believe that this paragraph was mistakenly inserted since we are NOT working on the hot water accumulator tank in this item. Please confirm. Thank you.
Answer:
The contractor is correct; paragraph 3.3.4 was mistakenly inserted via DeSpecC work item. I've deleted the paragraph from the MATOC Rev. 4 CLIN. Spec feedback has been sent to SES to have item in DeSpecC updated accordingly.
Question:
In reviewing item 114: Propulsion Shafting; Remove, Inspect, and Reinstall, I have two questions;
1. Please clarify the sections of the propulsion shafting the government is requesting the contractor remove, inspect and reinstall. The terminology of the parts used in the work item leads me to believe that only the aft most section of each propulsion shaft, the “propeller shaft” is being removed. Hence, the thrust shaft and intermediate shaft would remain in the vessel.
Answer:
The contractor is correct on the shafting to be removed; it's the propeller (tail) shaft only.
2. Paragraph 3.3 presents the government’s right to furnish a new shaft or shafts in place of the existing. It also requires the contractor to transport the shaft(s) to a repair facility to perform the inspections specified in paragraph 3.2.2 and submit a CFR. Since there is a possibility of replacement shafts being furnished as a result of the inspection being completed and a CFR being submitted, the contractor would be completing this work twice. There is no provision in this work item for the contractor to be paid for completing the transportation and inspection of the government furnished shafts if supplied to the contractor after the vessel’s installed shafts have been inspected and a CFR generated.
Answer:
If par. 3.3 were invoked to have Govt. furnished shaft(s) installed after the old ones had been sent out to repair facility, the contractor would submit a CFR/CR for shipping and the APM would approve the request.
