Continuation Sheet for Amendment A00003 for the CGC Bear.
1. Questions received from a potential offerors: (continues)
Question(2) WORK ITEM 20: OVERHAUL HYDRAULIC DOOR. Paragraph 5.2 lists various components of Government Furnished Property that are not addressed within the scope of work in the item. The scope of work directs the contractor to repair/provide some of these items. QUESTION 1: Is the contractor to assume that the GFP is to be installed in lieu of repairing/providing the respective items in the scope of work? Answer: Items listed under the "Government-furnished property" paragraph will be provided by the Government. Items listed with a double asterisk will be provided on a need basis, contingent upon results of inspection. If an item is listed in Section 2 of the work item to be 'renewed', and that item is listed as material under paragraph 5.2, then the Contractor shall bid on the labor required to renew the item, with the understanding that the Government is providing that item.
Question(3) Work Item 4: Perform Magazine Sprinkler Valve Maintenance. The reference called out in this specification (Coast Guard Drawing 901-WMEC 522-001, Rev F, Magazine Sprinkler System, Arrangement and Details) does not identify locations for the valves listed in paragraph 1.1. Question 1: Is there another reference available that shows the installation locations of the valves? RESPONSE: No, there is not another reference. The fitting number indicates valve location (deck-frame no.-side). Question 2: The reference does not show the locations of any fire main valves or fittings that could be jumped out to maintain the fire main system while the sprinkler valves are out of the system. Is there another reference available to the contractor that shows this system? RESPONSE: There are FM isolation valves to isolate the Magazine Sprinkler and allow the FM to operate. For the Fwd Mag: FMCOV 1-52-2 in the 47 P-Way, 1-47-0-Q, in the overhead, by the Laundry Room NTD. For the Aft Mag: FMCOV 2-219-2 in the Aft Hawser Space, 2-207-0-L, in the overhead, adjacent to the Aft Mag QAWTD. These valves can be removed and blank flanged.
Question (4) Work Item 5: Clean Shipboard Scullery Exhaust System. As shown on reference (Coast Guard Drawing 901 WMEC 514-001, Rev K, HVAC System Diagram) the Scullery Exhaust System runs from the Scullery at about frame 130 to its terminus at frame 215. This length of duct probably cannot be accomplished between 1900 and 0530. QUESTION 1: How does the government plan on the contractor taking the subject ducting out of service for several days without interrupting meal service? RESPONSE: One or two nights should be all that is required for the Galley ducting. The ductwork is structurally sound; we just need it cleaned and checked for obstructions due to lack of CFMs at the dishwasher. There is an accessible cleanout in the overhead of the Wardroom @ FR145, by NTD 1-143-2; there is also an accessible clean-out in the overhead of the Galley @ FR161, just outboard of the serving line entrance and another, not so accessible cleanout in the overhead of the Galley @ FR162 (sheet metal would need to be removed and re-installed), approx 5 feet outboard of the FR161 cleanout. The Contractor can utilize duct cleaning apparatus via these three clean-out ports in short order. The remainder of the ductwork runs aft through Blkhd 165 thru CPO Staterooms, Heads, etc. and will not interfere with meals. The Contractor can work on these aft portions during regular work hours.
Question (5) Work Item 7: Flush, Repair and Inspect Chill Water and Heat System. The notice on page 28 directs the contractor to provide temporary cooling for CIC, Radio, IC Gyro, and ECC. QUESTION 1: With the time frame of this availability being in February and March, the ambient outside temperatures should preclude the requirement for cooling. Is this requirement really necessary, and if so, will the Coast Guard define how the contractor will be able to install temporary cooling equipment without either blocking entryway doors, or requiring these doors to remain open while the chill water system is down? RESPONSE: Temporary A/C will not be necessary. We will secure all of our electronic equipment in CIC and Radio except for the SWS III server. It will be February/ March and will be cool enough. The only item of concern is if we see a sunny, warm day we will open the two aft escape doors to CIC and run a box fan. QUESTION 2: This is a very ambiguously written work item. It does not define any required repairs to these systems. Is the contractor to assume that all authorized repairs will be a result of the CFR required in paragraph 3.1.2? And if so, how can the government expect a reasonable estimate for the requirements of paragraph 3.4.2 which requires the flushing of new and disturbed water piping. Without knowing what repairs to expect, the contractor must assume that the entire chill/hot water piping systems must be priced for a flush. Is it the government's intent to flush the entire system? RESPONSE: To the Government, renewal of components is considered a repair. Authorized repairs will be a combination of the renewals specified in the work item and anything discovered and authorized by the CFR. Yes, flush the entire piping system.
Question (6) Paragraph 5.1 lists 15 valves provide as GFP, yet the work item does not address these valves. Is it the intent of the government to have these valves installed as replacements for existing system valves? If so, will the government identify the valves to be replaced? RESPONSE: Paragraph 3.6 states these required renewals. The items specified for renewal under paragraph 3.6 are the GFE parts listed in the table under paragraph 5.1. The table under paragraph 3.6 (PARTS TO COMPLETE RENEWAL OF MAGNAHELIC GAGES) is provided to assist the Contractor in obtaining the additional Contractor-furnished items that will be required to complete the renewals of the GFP components.
