14b. This Amendment is issued to provide responses to questions received regarding the Statement of Work.
QUESTON: What are your standard payment terms?
ANSWER: The standard payment terms are Net 30.
QUESTION: May we propose alternative payment terms?
ANSWER: Offerors may propose alternative payment terms that will be considered by the Government however such offers must be in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of
Commercial Items and FAR Part 32.2 Commercial Item Purchase Financing. Quotations offering alternate payment terms may be subject to the evaluation procedures contained in FAR Part 32.205.
QUESTION: There are no penalties for delay in delivery. Do you have any which would apply if the contract is let?
ANSWER: The Government will seek appropriate remedies for any delays in the delivery schedule agreed to at the time of award.
QUESTION: We are unable to comply with the following schedule requirements: 120 days for design, build, and delivery; 7 calendar days for installation, start up, acceptance testing. Please advise if you will consider extending these delivery dates?
ANSWER: Based on the results of market research, the Government has revised the required delivery schedule as follows:
CLIN 0001 – to be delivered six (6) months after contract award.
CLIN 0002 – to be completed within three (3) weeks after delivery. The exact date to be coordinated.
CLIN 0003 – to be delivered with CLIN 0001.
CLIN 0004 – to be completed within three (3) weeks after delivery. The exact date to be coordinated.
Offerors may propose an alternate delivery schedule, however Offerors are reminded award is based on a best value trade-off basis and delivery will be considered in the best value determination. Offerors are required to remove the existing Page 5 of the solicitation and replace it with the attached revised Page 5.
QUESTION: Please clarify what a face plate is.
ANSWER: The face plate is used to attach material for cutting on the U axis.
QUESTION: Is a site visit going to be offered.
ANSWER: A site visit is being scheduled for Tuesday, May 16, 2017 at 10:00 AM EST at the U.S. Coast
Guard Yard, 2401 Hawkins Point Road, Baltimore, MD 21226. Offerors interested in attending this site visit must provide, IN WRITING, the names of the individuals to attend the site visit. The number is limited to two
(2) representatives from each company. Offerors must RSVP by Monday, May 8, 2017 in order to clear security and gain access to the Coast Guard Yard. All offerors shall park in the parking lot located at the entrance of the
Coast Guard Yard and walk to Security. A Government representative shall meet you at Security and escort you to the destination.
QUESTION: Who will be responsible for a foundation of the machine?
ANSWER: The Government is responsible for a foundation for the machine. A foundation already exists that supported the machine that this machine is replacing.
QUESTION: The SOW states the machine should have an end support/tailstock support. This is a feature that manual machines provided may years ago for “line boring” before accurate rotary tables. Only low end machines have this feature.
ANSWER: Any offer received, that does not meet the minimum characteristics identified in the solicitation must CLEARLY explain why the proposed machine does not meet the minimum characteristics and how the proposed machine is better than what is being requested. Any offer that does not address this shall be eliminated from consideration.
14b. Offerors are required to sign and return one (1) copy of this Amendment with their quotations. Failure to do say may determine the quotation unacceptable and the quotation may be eliminated from further consideration.

The Government will evaluate equally, as regards time of delivery, offers that propose delivery of each quantity within the applicable delivery period specified above. Offers that propose delivery that will not clearly fall within the applicable required delivery period specified above will be considered nonresponsive and rejected. The Government reserves the right to award under either the required delivery schedule or the proposed delivery schedule, when an offeror offers an earlier delivery schedule than required above. If the offeror proposes no other delivery schedule, the required delivery schedule above will apply.
