HSCG40-16-Q-60553 Attachment 1 Page 2 of 2 Amendment 0001

The following questions were presented to the contracting office in response to solicitation HSCG40-16-Q-60553 posted on 7/23/2015.

Question #1: will the power be disconnected when we get on site?

Response to Question #1: Yes

Question #2: Do we need an electrician to run power to carousels or will one be provided?

Response to Question #2: The Contractor provides the Certified Electrician.

Question #3: What type of lift truck can we run? Propane or electric?

Response to Question #3: Electric

Question #4: How tall are the current carousels?

Response to Question #4: Per SOW the Carousel must fit within 15 feet tall.

Question #5: What is the schedule for the dumpster being emptied?

Response to Question #5: The dumpster can be emptied daily.

Question #6: What hours are we allowed to work?

Response to Question #6: 8:00 to 4:00 EST Monday-Friday except for Government holidays.

Question #7: Can we anchor to the floor?

Response to Question #7: Yes.

Question #8: Is 480V 3 Phase power available onsite to use for this application? If answer is yes, will it be the contractor’s responsibility to run the electric from the 480V power source to the equipment?

Response to Question #8: 480V 3 Phase power is available onsite to use for this application. It will be the contractor’s responsibility to run the electric from the 480V power source to the equipment.

Question #9: If above answer is yes to question #8, how far away is it from the equipment location so that we may include a certified electrician to run the power to the installation site?

Response to Question #9: See the attached sketch, all the dimensions are rough. The floor of the Electrical Room is about 12 feet above the first floor, which is about 1/2 the ceiling height of the parts carousel room. The conduit route would have to penetrate the floor of the Electrical Room, and an intervening brick wall. After penetrating the wall to the parts carousel room, the route would either go up to the ceiling or back to back wall, and from there to the power panel for the parts carousel.

If the Contractor chooses to connect to the 480 V panel then the existing 240 V conduit should be cut back to a convenient location so that it doesn't interfere with the new system.

Question #10: Is a 42 carrier unit acceptable in lieu of the 43 carrier unit, provided we meet the same cubic capacity and max footprint as you are currently requesting?

Response to Question #10: Yes.

Question #11: Are new totes to be provided by the vendor with this solicitation?

Response to Question #11: No.

Question #12: Do all installation personnel have to be registered in RapidGate for site access?

Response to Question #12: The intent of the RapidGate program is to implement a vetting program for "contractors" who have business on the Yard for more than 7 days per year. While the RapidGate program is not mandatory, it is extremely recommended for these contractors. There will always be ways to get people onboard without RapidGate, but it will be more time consuming for both the contractors and the COR for the contract.

Key here is contractors. These are people that we have hired to do business onboard the Yard who do not require WS III access.

For vendors coming to "sell/market" products, they would not be considered "contractors" and inputting a Guest Access Request would be appropriate. For status meetings or ship checks, these are contractors that you have hired and the RapidGate clause should be added to the contract. If the clause is not added or the company does not wish to participate, they can still gain access to the base... it will just be slower and more time consuming.

Question #13: Is this a 1 phase power or a 3 phase feed?

Response to Question #13: It is one phase power. The confusion seems to be that the panel is labeled 240 V 3W, the 3W is 3 wire. There are two hot wires and one neutral.
