Miscellaneous Contingency Repair Rates

B.0.135 During the performance of the contract additional repairs and/or gas generator or module modifications not specifically addressed in the schedule may be required by the contract under a loaded composite hourly labor rate arrangement during gas generator overhaul. As a result, offerors must provide a loaded composite hourly rate and profit, including G&A and overhead, for each labor category listed below and if appropriate, material handling rate/cost.

Labor hours proposed by the contractor to accomplish repairs and/or modifications shall be itemized in the initial gas generator or module condition report for the repair, and shall be subject to negotiation and separate delivery order modification. The rate provided herein will be applied to negotiated labor hours to arrive at a total price to accomplish such repair and/or modifications(s).

In addition, required parts will be paid for at cost, plus application of the material handling cost, if applicable. All miscellaneous contingency parts required for the repair of the gas generator or module (whether reconditioned or new) shall be reimbursed at actual costs. The Contractor shall provide full supporting data with submission of each condition report to substantiate claim for material. The Government reserves the right to provide any of the parts or components as Government Furnished Property. In the event the contractor or the government furnishes the parts, the material-handling rate shown below shall apply.

CLIN Labor Description Hourly Rate Estimated

Hours Total

B.0.135.A. Master Mechanic $_________ 100 $_________

B.0.135.B Journeyman Mechanic $_________ 100 $_________

CLIN Description Percent Estimated

Amount

B.0.135.C Material Handling Costs Markup in percent ($1,000.00 material estimate for evaluation purposes only)

________% $1,000.00 $_________

The material handling costs specified by the contractor shall include only costs clearly excluded from the labor-hour rate. Material handling costs may include all appropriate indirect costs allocated to direct materials in accordance with the contractor’s usual accounting procedures consistent with FAR Part 31.

The material handling charge shall include the costs associated with the contractor’s inspection of Government furnished property.

NOTE: The contractor shall not begin any repairs or component replacement until authorized, in writing, by the Contracting Officer or his authorized representative. The government will provide guidance to the contractor within 21 calendar days of receipt of the condition report. In the event that during the MSI, the gas generator or module is found to be not repairable, the Contractor shall notify the Contracting Officer within 5 hours of discovery for further instructions.

CONTINGENCY PARTS

All parts shall meet the requirements set forth in the specification and include all applicable service bulletins as listed in the specification. All items listed in the contingency items shall be “reconditioned” parts and must have the same useful life as new parts. Refer to paragraph 2.3.1

(b) of the specification, which determines the practices used to recondition all parts.

a) The prices quoted for contingency items (other than Service Bulletins) shall be only the price of the material.

b) The Government reserves the right to require the contractor to replace up to a complete set of blades for each stage at the unit price provided.

c) The Government reserves the right to provide any of the contingency items as Government

Furnished Property (GFP). In the event this occurs, the material handling rate shown under CLIN B.0.135 (C), shall apply.

In the event that the contractor is operating in an emergency mode, due to time frame constraints, the government shall be allowed a 10% (percent) core value on all exchanged items. This core value shall be deducted from the serviceable rebuilt government part price, as priced in the schedule.

Instructions for pricing the contingency parts:

a) All prices are for “reconditioned” parts.

b) The Contractor may price and supply an alternate part number as long as the form, fit and function are the same and the quality is equal to or greater than the listed part number.

SERVICE BULLETINS/SPECIAL SHOP INSTRUCTIONS

The following line items are for updating/changes as a result of the service bulletins/special shop instructions listed. In the event any of these service bulletins/special shop instructions are required in accordance with the specification requirements for the repair of a gas generator or module, the Contractor shall incorporate the specific line item(s) into the condition report.

All items listed in this section shall utilize Wood Group Pratt & Whitney (WGPW) OEM parts.

Items furnished other than WGPW parts will be rejected as unacceptable.

The price shall include all cost, e.g. part and labor associated with the complete implementation of required service bulletin(s).

B.1.135 During the performance of the contract additional repairs and/or gas generator or module modifications not specifically addressed in the schedule may be required by the contract under a loaded composite hourly labor rate arrangement during gas generator overhaul.

B.1.135.A. Master Mechanic $_________ 100 $_________

B.1.135.B Journeyman Mechanic $_________ 100 $_________

B.1.135.C Material Handling Costs Markup in allocated to direct materials in accordance with the contractor’s usual accounting procedures consistent with FAR Part 31.

In the event this occurs, the material handling rate shown under CLIN B.1.135 (C), shall apply.

In the event that the contractor is operating in an emergency mode, due to time frame constraints, the government shall be allowed a 10% (percent) core value on all exchanged items. This core value shall be deducted from the serviceable rebuilt government part price, as priced in the schedule.

Instructions for pricing the contingency parts:

a) All prices are for “reconditioned” parts.

instructions listed. In the event any of these service bulletins/special shop instructions are required in accordance with the specification requirements for the repair of a gas generator or module, the Contractor shall incorporate the specific line item(s) into the condition report.
